CONTEXT Under the administrative structure of the Manila Administrative Centre (Global) and Chief of Mission (CoM) in Manila, and the direct supervision of the Canadian Orientation Abroad (COA) Geneva-based Global Programme Manager, and in accordance with the overall directives from the Labour Mobility and Human Development Division (LHD), the successful candidate will be responsible and accountable for providing overall assistance and support in the implementation of the Planning for Canada initiative. 2 CORE FUNCTIONS / RESPONSIBILITIES 1. Manage the regular coordination of pre-arrival Planning for Canada activities in COA/Planning for Canada in the Philippines. 2. Oversee all staff under Planning for Canada-Philippines (administrative assistant and facilitators). 3. Monitor the Planning for Canada referral mechanisms developed either by the Canadian Embassy, the Canadian Immigrant Integration Program (CIIP) partner, or inhouse in IOM Philippines. 4. Coordinate regular meetings, events and workshops with the Canadian Embassy in Manila, the Canadian Immigrant Integration Program (CIIP), various other IRCC-funded projects being implemented in the Philippines. 5. Maintain regular coordination with all IRCC-funded partners (currently, over 20 such pre-arrival services are being implemented in the Philippines). 6. Coordinate and deliver, as needed, on-the-job training for Planning for Canada Coordinators from Colombia, Lebanon, Pakistan, Mexico (Haiti), Nigeria, Sri Lanka and Ukraine. 7. Facilitate, in coordination with the COA Global Programme Manager and P2 Manila Officer, the organization of on-the-job/in-service training workshops for coordinators from other Planning for Canada sites. 8. Assist IOM Missions with the establishment of new Planning for Canada training operations in the world (coordination with IOM and IRCC missions and staff, preparation of Canada-specific support documentation, tools and training resource packages for all new immigrant facilitators). 9. Manage the overall administrative and operation running of the Planning for Canada initiative in the Philippines. 10. Manage the recruitment of on-call Planning for Canada facilitators (preparation of TORs, short-listing, interviewing and on-the job training plans). 11. Develop mechanisms for the maximum registration of participants into Planning for Canada Philippines sessions (through print, social media, and through various outreach initiatives). 12. Manage the global supply-chain management of resources for all COA and Planning for Canada sites worldwide. 13. Coordinate the local supply chain management of resources for Planning for Canada in the Philippines. Keep track of COA Manila requisitions for equipment/printing/dry food, and office supplies. Maintain a list of service-providers for the printing, formatting, and development of various training resources and visibility products. 14. Coordinate shipments with all IOM missions in order to ensure that shipments are sent timely, duty-free and within all site-specific limitations. 15. Facilitate all COA Manila-specific purchases and maintain the COA Manila petty cash fund, its regular liquidation and replenishment. Page 2 / 5

3 16. Collect, check, review, trouble-shoot COA attendance sheets (inclusive of the collection of UCIs-Unique Client Identifiers). 17. Coordinate all COA Manila stats with the COA Financial and Administrative Assistant (under Budget Monitoring Unit), in keeping with COA Manila being the repository of all COA statistics worldwide. 18. Coordinate with COA Financial and Administrative Assistant on all database troubleshooting issues and coordinate with the Planning for Canada team for solutions. 19. Oversee the scheduling, statistical and narrative reporting (daily, quarterly and annually) of all Planning for Canada sessions in the Philippines. 20. Prepare quarterly training schedules for Planning for Canada-Philippines consulting facilitators, and ensure that all is ready in advance for each training session: laptop, projector, DVDs and CDs, reference documents, training documents for distribution, cold and hot water, drinks and snacks. 21. Prepare COA certificates for all Planning for Canada Philippines participants. 22. Be open to receiving Canadian, Filipino, and other dignitaries, IRCC Minister, immigration managers and officers, in-training intern CIC immigration officers, as well as IOM staff from around the world. 23. Research and update the Power Point presentations, as required, in coordination with COA Global Programme Manager, P2 Manila Officer, and CIIP partner. 24. Keep abreast of all information about Canada and immigration to Canada through websites and in collaboration with the COA Programme Manager. 25. Perform such other duties as may be assigned. REQUIRED QUALIFICATIONS AND EXPERIENCE Education Master s degree Management, Education, Training or a related field from an accredited academic institution with two years of relevant professional experience; or University degree in Accounting, Business Administration, Finance or a related field from an accredited academic institution, with four years of relevant professional experience. Experience A minimum of five years living in Canada, or working on a Canadian program; Work experience with a Canadian immigrant service provider organization and /or related field experience; A solid background in newcomers employment strategy and labour market integration Proven experience in teaching, training and curriculum development; Proven management experience; Experience in working and living abroad; Excellent written, communication and analytical skills; Page 3 / 5

4 Good analytical and organizational skills; Proven ability to work effectively and harmoniously in a multicultural setting; Demonstrated ability to motivate and lead a team; Commitment to immigrant and refugee issues; Understanding of the challenges immigrants face upon settling in Canada; Willing to work under stressful conditions a distinct advantage. Languages Fluency in English is required. Working knowledge of French and/or Spanish an advantage.
