1 ROLE DESCRIPTION Job Title: Reports To: Direct reports: Location: Head of HR (Africa Programmes) Africa Operations Director To be determined but likely to include a Regional HR Manager (to be appointed) London or Nairobi with significant travel to the East Africa region CONTEXT: GATSBY S WORK IN AFRICA In 1967 David Sainsbury set up the Gatsby Charitable Foundation. David (now Lord Sainsbury of Turville) has since given Gatsby more than 1 billion to distribute to charitable causes in a variety of fields, including neuroscience, plant science and public policy. Gatsby has funded and implemented programmes in Africa since 1985, with the overall objective of creating jobs and improving incomes for poor people. Gatsby s vision is to accelerate inclusive and resilient economic growth in East Africa. It plans to achieve this by demonstrating innovative and ambitious approaches to transforming sectors, and building greater intent and capacity across the region to drive inclusive, resilient growth. Gatsby funds and implements programmes while also synthesising and sharing lessons from its activities and those of others. Through this Gatsby aims to test, refine and prove models for sector transformation, allowing others to confidently adopt them at scale in different contexts. Ultimately this should contribute to the increased growth and competitiveness of key sectors, creating jobs and raising incomes for poor people across East Africa. Gatsby works in the Tanzanian cotton and textiles sectors, tea sectors in Tanzania and Rwanda, and forestry sectors across East Africa. Gatsby has also set-up and continues to support a number of independent institutions - governed, managed and staffed by local people - dedicated to sector development. ROLE OUTLINE Reporting to the Africa Operations Director, the Head of HR will lead on the implementation of Gatsby s Africa HR strategy which aims to support our ability to attract, develop, deploy and retain talent within

2 effective organisational structures. He/she will work closely with the HQ team and our broader portfolio of partners and programmes in East Africa, comprising over 140 staff. Recognising that people are one of Gatsby Africa s most important assets, the Head of HR is a crucial new role for the Africa programme. He/she will drive and co-ordinate continuous improvement in HR practices across Gatsby s Africa work with specific responsibility to: Lead on the delivery and review of strategic and operational HR objectives Provide HR leadership and advice to Gatsby s senior management team and other management staff across the portfolio Develop and maintain effective recruitment and HR business partner relationships to meet the Africa programme needs Continuously review and ensure sufficient in-house or external capacity is in place to maintain professional recruitment, performance management and HR systems and processes Stay abreast of latest HR best practice and statutory requirements in both the UK and East Africa contexts to both manage HR-related compliance risks and support the continuous improvement in Gatsby s HR practices Oversee the development and review of Gatsby Africa s HR systems, policies and procedures, in collaboration with HR colleagues from the Sainsbury Family Charitable Trusts (the operating office of the 18 trusts - including Gatsby - established by three generations of the Sainsbury family) and portfolio partners and programmes. Expertise The Head of HR should bring strategic leadership and technical expertise on human resources, with experience of a broad range of HR areas including resource planning and organisation/team structures, recruitment, staff development, performance management and retention, reward, compliance and systems development. He/she will have experience of capacity planning and translating strategy and vision into operational objectives. Understanding the key dynamics of each of the Gatsby Africa programmes and entities, the Head of HR will lead the development and implementation of effective HR practices, drawing on latest thinking and best practice. Leadership and influencing skills will be needed to support significant organisational change with the ability to pull people together and motivate them to deliver common goals. Strong interpersonal and negotiating skills, with the ability to engage, build and sustain relationships both within Gatsby and within external organisations are also important. KEY ROLE RESPONSIBILITIES Human resource planning Support the Africa Operations Director and the broader senior management team to embed the new resourcing structure, in particular supporting the recruitment and induction of new staff Periodically review the organisational structure to ensure it remains fit for purpose to meet the Africa programme s needs Ensure appropriate capacity in-house and externally is in place to achieve Strategic HR objectives Effective attraction and development of staff

3 Review and support the continuous improvement of Gatsby s recruitment and selection processes Identify and manage relationships with key HR business partners to support the effective identification and recruitment of talented staff in the UK and East Africa Develop approaches and activities to enable the development of management and leadership skills across Gatsby s Africa portfolio Managing performance and retention Regularly benchmark and review staff salaries and benefits - both financial and non-financial - to enable Gatsby to recruit top talent Keep up to date with relevant employment markets to ensure Gatsby remains competitive Support the development and implementation of robust performance management and staff development systems Support the identification and development of clear progression pathways for ambitious and talented staff across the portfolio Building a supportive and collaborative culture Integrate Gatsby s values and cultures into recruitment, staff development and management systems Support the development of a culture of learning and sharing through HR systems Develop and review HR systems and processes Develop HR policies and procedures to provide the underpinning frameworks for the delivery of the HR strategy Ensure all policies and procedures are up to date and legally compliant Lead on the communications and training on the introduction of new HR systems and policies Cascade HR initiatives across the portfolio, adapting to make practical and relevant to the local contexts Oversee the review and improvement to HR resourcing and systems within Gatsby s portfolio Provide support, mentorship and advice for staff with HR responsibilities across Gatsby s work Staff and project management Oversee the performance of contracted consultants Line manage direct reports, based in UK and East Africa, enabling them to fulfil their role requirements and providing mentoring and coaching to support their professional development Develop and implement a monitoring and evaluation framework to assess progress of the HR strategy towards agreed objectives PERSON SPECIFICATION Essential Experience Post-graduate level qualification with CIPD or an equivalent professional Human Resource Institute Minimum of ten years of progressively responsible professional experience across a broad range of HR practice areas Experience working on HR in the UK and East African context Strong working knowledge of employment law issues and the ability to apply these to a variety of situations using a pragmatic and common sense approach Experience working in a range of business settings, including multicultural organisations

4 Proven ability to design and roll-out effective human resource systems A successful track record of managing, coaching and professionally developing staff within a complex, fast-paced professional environment, including distance and matrix management Proven experience successfully selecting and managing external specialists and consultancies, including contract development and negotiation Skills Sound judgement, with ability to process new information rapidly, think through different courses of action and make pragmatic, practical decisions Thinks analytically and laterally to provide innovative solutions to challenges Works with others in a collaborative and solutions-focused manner to achieve win-win outcomes Excellent interpersonal skills. A genuine team-player with strong listening, negotiating and persuasive skills Can quickly establish credibility and respect and build strong working relationships and rapport with colleagues Demonstrable maturity, professionalism and gravitas A self-starter.
