1 TERMS OF REFERENCE JUNIOR PROFESSIONAL OFFICER I. POSITION INFORMATION Position Title Unit Duty Station Duration Work experience: Junior Professional Officer Head Global Migration Data Analysis Centre Berlin 1 year with possible extension for another year IOM will count internships in the relevant area at 50%. Please note that for participants of the JPO-Programme two years work experience are mandatory! II. ORGANIZATIONAL CONTEXT AND SCOPE The International Organization for Migration (IOM), as part of its activities, conducts and supports research designed to guide and inform migration policy and practice. The Global Migration Data Analysis Centre (GMDAC), based in Berlin, Germany, responds to the IOM strategy for which calls for an upgrading of IOM s capacity to collect and analyse migration data, and to develop closer partnerships with data providers and academic institutions. The newly-established centre will act as a data hub for decision-makers and practitioners seeking the best available migration data. In recent years, there has been an increase in calls for better data on migration and improved use of existing data sources. Better and timelier data on migration are needed for multiple reasons, such as to counter misperceptions and myths about migration, enable countries to respond to emerging migration and humanitarian challenges, and assess the impact of IOM projects and programmes. Better data are also needed to monitor migration policies at the global level, especially given the integration of migration in the Post-2015 Development Agenda. GMDAC will provide authoritative and timely analysis of the movement of people globally, based on the best available data. It will also strengthen IOM capacities on

2 internal data analyses, as IOM collects a wealth of data on all over the world on a range of issues such as displacement, returns and resettlement, human trafficking and migrant health. Finally, it will enhance efforts to build the data capacities of IOM s 157 Member States. Under the overall supervision of the Head of the Global Migration Data Analysis Centre, the JPO will support GMDAC s programme of work through contributing to better use and dissemination of IOM data; assisting with preparations for the 2017 Global Forum on Migration and Development, to be chaired by the Government of Germany;; assisting with data analysis and research on emerging international migration trends; assisting with the development of data training materials and other guidance materials; assisting with various research projects and other duties as they arise. The JPO will be based at the GMDAC in Berlin, Germany, which will allow for emersion in all activities of the Centre. In addition to supporting ongoing research initiatives, the position will have a special focus on improving IOM s role as a source of data on migration, a key strategic objective of the Organization. In line with this objective, the JPO/AE s role will involve working to make data generated by IOM more visible and user friendly for both internal use and for the public. Such a project will involve considerable contact with IOM s Regional Offices and various departments of the Organization producing data of interest, such as that generated though MIDAS Migrant Information and Data Analysis System, and DTM Displacement Tracking Matrix.

COACHING AND LEARNING ELEMENTS As an integral part of the IOM assignment the Junior Professional Office will: Gain experience in an international organization, including in research and international cooperation activities, as well as understanding the dynamics of international working groups. Gain experience in data and information management in the context of a dynamic international organization. Learn to work with offices around the world on issues involving guidance on research and data on a variety of themes. Gain knowledge and skills working with partners around the world on emerging themes in migration research. Gain insight into the process of publication and dissemination of research studies. Participate in interagency dialogue and partnerships and gain experience working with governmental, non-governmental and United Nations institutions. III. RESPONSIBILITIES AND ACCOUNTABILITIES The Junior Professional Officer (JPO) will work under the direct guidance and supervision of the Head of the Global Migration Data Analysis Centre and in accordance with the Director of the Department for International Cooperation and Partnerships, based at IOM Headquarters. The JPO will be provided with regular feedback on his/her performance and progress, with special attention granted to goal setting and overcoming challenges. Under the guidance and supervision of the Head of the GMDAC, the JPO s duties and responsibilities will include: Working with various departments in IOM at Headquarters and IOM Field Offices to compile an annual IOM statistical report. Supporting the Government of Germany in preparations for the 2017 Global Forum on Migration and development, including, inter alia, helping to draft background papers, attending preparatory meetings, assisting with data gathering and research as needed; Assisting with ongoing projects of the GMDAC, which may include a migration governance index, a migration data hub, research on the use of big data in migration, among others. Working to develop online materials that improve the accessibility of IOM data. Helping to prepare presentations made by GMDAC at workshops, conferences, and policy forums. Assisting with production of guidance materials on research and data

4 collection and capacity for IOM Field Offices and government counterparts. Undertaking duty travel as required to liaise with counterparts, represent IOM at conferences, workshops and meetings, deliver trainings and/or presentations. Perform such other duties as may be assigned. IV. V. EDUCATION AND EXPERIENCE Masters degree in Economics, International Relations, Social Sciences, Law, Development Studies, International Affairs or any related discipline, plus two years of experience either on migration research/ policy/data, project development, project management, database management, project monitoring and evaluation; Or, a university degree in the above fields with four years working experience; Experience working with data related to social sciences; Strong background in migration research and knowledge of migration issues; Excellent writing, editing and speaking skills in English; working knowledge of French and/or Spanish is highly desirable. Knowledge of German also an asset, but not required; Strong computer/software skills, especially database tools and experience with Microsoft Office, as well as experience maintaining a website; Experience working with government counterparts; Experience of working in a multi-cultural setting; Strong organizational skills; Ability to timely understand the Organization s structure and portfolios;
