YES NO Duration of need: 31 December 2014 Open to External Candidates? YES NO DUTIES AND RESPONSIBILITIES This position is located within the Ebola Response Liaison Office based in New York. Under the direction of the Director of the Ebola Response and Liaison Office and supervision of the Senior Liaison OfficerWithin delegated authority, the Liaison Officer will be responsible for the following duties: Reviews and monitors Ebola related activities in the Mission area, including affected states and neighbouring countries; assesses trends which might affect the Mission; recommends solutions/possible action by the United Nations, the Special Envoy on Ebola, Mission HQ and Ebola Crisis Managers as possible. Analyses political, operational, logistical, resourcing and related issues and events with a view to provide early warning and advice to the Director of the Ebola Response Liaison Office. Maintains contacts with other sectors of the UN, other relevant international organizations and governments on coordination, resource mobilisation and policy matters relevant to the Ebola response. Prepares analytical reports and papers on sensitive and high profile matters of concern to the General Assembly, Security Council, or other bodies; drafts notes, background papers, talking points, speeches and other correspondence for senior UN and other officials. Conducts outreach to Members States at the working level, as directed by the Director of the Ebola Response Liaison Office with a particular focus on resource mobilisation and management. Provides up-to-date information for use by senior officials regarding substantive political and operational matters and global, regional or country issues and makes recommendations on actions to take. Maintains information related to Ebola response activities and actions across the UN system, collates information related to resourcing requirements and key needs, and conducts outreach to potential donors. Participates in the organization and supervision of Secretariat services required by the Security Council, and General Assembly and to other committees and bodies related to its work. Acts as focal point for collection and analyses of information on political, operational and resource based issues related to the Ebola response. Participates in conferences, seminars and academic fora related to his/her assigned area of expertise. Carries out, in consultation with the Director and Senior Liaison Officer of the Ebola Response Liaison Office, administrative functions relating to the staff planning and budget. Drafts plans for start-up and adjustment of operations and participates in the activities of implementation as required. Provides elements to communications and public information products related to the Ebola response. Supports the provision of surge capacity to the Special Envoy or the Mission as required.

2 Assists in the facilitation of visits by the Special Envoy and Special Representative to UNHQ and elsewhere as needed. Performs other related duties as required. 2

Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently. For Managerial Positions: QUALIFICATIONS Experience: A minimum of seven years of progressively responsible experience in political science, international relations, law, communications, security, development management, conflict resolution or related area. Relevant experience in Mission start-up and support is highly desirable. Relevant work experience with UN agency, fund and programme partners, along with civil society is desirable, as well as related work for non-governmental organizations. Education: Advanced university degree (Master s degree or equivalent) in political science, international relations, international economics, law, public administration, communications or other related areas. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the advanced university degree. Years of experience are calculated following receipt of first level degree. Languages: Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage. Other Skills: 3

While this temporary assignment may provide the successful applicant with an ideal opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition on the staff selection system under ST/AI/2010/3 or as amended. The expression Internal candidates, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule Please note that external candidates will be required to meet the requirements of Article 101, paragraph 3, of the Charter as well as the requirements of the post. Successful candidates granted a temporary appointment are not eligible to be considered for a special post allowance. In its resolution 66/234, the General Assembly stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013 Consequently, candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
