ORGANIZATIONAL CONTEXT AND SCOPE IOM is committed to the principle that safe and orderly migration is a benefit to migrants and society, and is essential for achievement of the Millennium Development Goals. As a global intergovernmental organization, IOM supports governments to effectively manage the various challenges related to migration, and also provides assistance to migrants. In the health sector, this involves acting as a technical agency to address national priorities and as an implementing agency which partners with government, communities, and other agencies to strengthen health systems to meet the needs of hard-toreach mobile populations, migrants, and their local host communities. IOM s health programme strengthens and extends the reach of government health systems to locations which host internal migrants and are also transit, source, and return communities for international migrants. IOM s programme involves close partnership with government counterparts and builds capacity of partners and migrant hosting communities for health promotion, diagnostics, referral, treatment, and for extension of service delivery to vulnerable groups. The comprehensive package addresses key health challenges faced by migrants, including maternal and child health, tuberculosis, HIV/AIDS, malaria, and in some locations primary care. IOM s activities under 3MDG fund aim to strengthen provision of essential maternal, newborn and child health (MNCH) services among hard-to-reach populations in areas which were most impacted by Cyclone Nargis. The project partners closely with township health authorities to support and strengthen collaborative health planning and implementation among service providers and supports development of emergency preparedness systems, and also works closely with community-based networks of health workers, village health committees, and Basic Health Staff at RHC and village level. 1

4 Under the overall supervision of Head of Sub-office and the direct supervision of the Township Health Supervisor, and with guidance from health colleagues in Yangon, the Community Health Supervisor is responsible for the effective and client centred management and implementation of maternal, newborn and child health at community level in Mawlamyinegyun Township. III. RESPONSIBILITIES AND ACCOUNTABILITIES Lead the MNCH Mawlamyinegyun implementation together with a Community Health Assistant. Work with BHS to focus on the needs of pregnant women and children under 5 years. Facilitate and monitor the formation and functionality of Village Tract Health Committees (VTHC) in villages under Mawlamyinegyun Township and support regular training and advocacy to build their capacity to oversee local health activities. Empower the beneficiaries, communities and Township Health Department and facilitate them to have a voice, their personal stories and challenges to assist better. Build and maintain partnerships with Basic Health Staff (BHS), Volunteer Health Workers (VHW), and VTHC to respond to health needs and strengthen referrals at village/village tract level. Liaise and partner constantly with Department of Health (DoH) officials to cultivate cooperation in monitoring and evaluation activities, and to secure various permissions. Support and facilitate monthly meetings at both township level (led by Township Medical Superintendent) and RHC level (with BHS, VHW and VTHC) to monitor health activities and improve services. Organize the multiplier trainings for BHS and VHW. Facilitate the provision of essential health supplies to DoH facilities within programme plan. Establish and provide inputs/ feedback mechanisms for monitoring and evaluation results regarding to community level progress with MNCH team members, township health staff, VHW and all other stakeholders. Collect the HMIS data from Township Health Assistant. Ensure production of project visibility each month, including regular use of photography that shows MNCH in action and elicit client testimonies about positive change due to the programme; follow the guideline provided by programme management and ensure informed consent. Report and identify other needs and bottlenecks of the programme in a timely manner, and propose solutions where relevant. Perform any other duties as assigned by supervisors. IV. EDUCATION AND EXPERIENCE Myanmar national, University degree in Medicine, preferably with advanced studies in public and/or community health. Should have both public health and medical background. Minimum of 3 years of experience in working with community based health programmes (preferably in the field of Maternal and Child Health, Primary Health Care, health promotion) with an INGO, LNGO,UN agency. Skills and experience in areas of community mobilization, community empowerment, coordination, training, and capacity building. Experience in facilitating trainings and coordination with community structures. 4

7 Previous experience working with an INGO working in Primary Health Care is an advantage. Must have a client-oriented and result-orientated mindset, and uphold the programme values of caring, innovating, partnering, demonstrating competence and working for positive change. Management and team building skills, ability to organize work and projects. Ability to undertake frequent travel out of Mawlamyinegyun town to villages. Ability to live and work under difficult conditions. Competent in MS Excel, Word processing, and PowerPoint. VI. LANGUAGES Required Good command of written and spoken in English Advantageous 5
