1 SVN/MM040 Open to Internal and External Candidates Position Title : Senior Programme Associate TB Duty Station : Yangon, Myanmar Classification : General Service Staff, Grade G-6 Type of Appointment : Special Short Term Contract, 9 months with possibility of extension Vacancy Number : VA/16/067 Closing Date : July 08, 2016 Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. IOM is committed to a diverse and inclusive environment. Internal and external candidates are eligible to apply to this vacancy. For the purpose of the vacancy, internal candidates are considered as first-tier candidates. Context: Under the overall supervision of Programme Manager Migration Health, and direct supervision of National Health Coordinator (NHC), the incumbent will support the management of IOM s Global Fund-supported tuberculosis control projects, provide technical advice on migration aspects of TB control, and support development of IOM TB programming in Myanmar, at national and field level. Core Functions / Responsibilities: A. Management, supervision, and coordination Gain familiarity with IOM and its health programme in Myanmar, including initiatives under development. Facilitate review of annual and monthly workplans together with supervisors and field teams to ensure timely implementation with a clear results-based focus. Monitor monthly financial reports to ensure that funds absorption is in line with project workplans. Assist to ensure that TB projects achieve targets through identifying bottlenecks, performance monitoring, and working with the team and partners to continuously adapt the programme so that targets are met with high degree of quality. 2 Work with other members of IOM s TB team to effectively coordinate with national counterparts and deliver consistently across the programme. B. Facilitate the procurement of pharmaceutical and non-pharmaceutical commodities Support preparation of annual orders of pharmaceutical and health products in coordination with IOM Procurement / Logistic Unit and National Health Coordinator. Anticipate programming needs and potential procurement delays at least 3-6 months in advance and facilitate taking immediate action to ensure timely procurement. Coordinate and regularly follow-up with IOM s procurement unit, including state/regional offices, for the timely ordering, receipt, and delivery of pharmaceutical and non-pharmaceutical products. C. Supervision of pharmacy stock management Monitor stock balance of commodities to ensure the drugs and non-pharmaceutical materials are appropriately secured; maintain sufficient stock to implement the project. Coordinate with IOM Assistant Project Managers, IOM Medical Logistician, and implementing partners to ensure sufficient stock and effective utilization of commodities that are approaching expiry date. D. Data collection, reporting, monitoring and evaluation activities Support the monitoring and database team to effectively capture programme data, and report monthly to Yangon, as well as to state/divisional government counterparts, as appropriate. Support undertaking of data analysis to monitor programme delivery and epidemiological trends; highlight any disparities in risk factors, service access and health outcomes between migrants and non-migrant groups. Assist to draft reports to donors, and ensure that technical and financial reports are harmonized prior to submission. Write field monitoring trip reports with suggestions and recommendations and submit to NHC and Programme Manager Migration Health. Participate in monthly staff meeting, project evaluation workshops and field monitoring visits along with other members of the Yangon management team. Identify opportunities for undertaking operational research, plan/budget for these activities, and guide implementation. E. Effectively coordinate with partners and provide expertise on TB and population mobility Actively participate in technical and coordination meetings / workshops / working groups to promote: - appropriate inclusion of migrants in tuberculosis programmes and strategies in Myanmar and in line with government priorities, epidemiology, and IOM s mandate. - effective partnerships with government and implementing partners, anticipating changes in national programming and priorities, and assisting IOM to become well positioned within the national context. 3 Where relevant, present findings from IOM s programming and analysis of data generated through the programme. F. Training and refresher training courses Assist in the planning, carrying out and evaluating the trainings conducted for IOM project staff, volunteers and/or communities. G. Data gathering to support programme development Provide support to undertake any rapid assessments and other data gathering that provides justification and evidence-base for developing new funding proposals. Facilitate meetings within IOM TB team and with government and partners to support programme development. H. Public relations and communication Ensure that the programme is capturing human interest stories, photographs, and other promotional material highlighting effective partnerships, technical competence, compassion, and IOM in action. I. Perform other duties that may be assigned Required Qualifications and Experience Education Myanmar National with University degree required, and a master s degree in public health or similar field preferred. Must have a valid license as a physician in Myanmar (SAMA). Experience At least five years of experience in international organizations (e.g. UN, IOM), INGO, or similar institutions, including a minimum two years of programme management. Team-oriented, proactive, and demonstrated capacity to work independently. Excellent communication and negotiation skills. Committed, efficient, flexible, and experienced in working effectively and harmoniously with colleagues from varied cultures and professional backgrounds. Willingness and availability to travel and to work under difficult conditions. Effectively applies knowledge of health issues in execution of responsibilities at appropriate level Maintains confidentiality and discretion in appropriate areas of work Fluency in Microsoft Office's software package required. Ability to type in Myanmar language. Languages Fluency in English and Myanmar is required. Required Competencies Page 3 / 5
