The United Nations System Staff College (UNSSC) based in Turin, Italy, is the United Nations institution for system-wide knowledge management, learning and training for the staff of the United Nations system. The College plays a central role in contributing to UN reform, the development of a common professional culture based on effectiveness, expertise and continuous professional learning through the development, co-ordination and provision of cross-cutting learning programmes that impact on all UN staff across the system. Organizational context: Created by the UNSSC in 2015, the UN Lab for Organizational Change and Knowledge (UNLOCK), aims at supporting the development of a global and cohesive UN workforce capable of implementing positive change and innovation to reach institutional goals, as the Organization marks its 70th anniversary. Specifically, it is tasked to design, develop and deliver strategic leadership and change management programmes for the UN system and to offer a wide range of advisory and support services for entities with regard to change and organizational development initiatives, as well as to increase their operational effectiveness with a view to being "Fit for Purpose" in the post 2015 era. Under the direct supervision of the Head of UNLOCK, the incumbent will be responsible and accountable for the management of a range of the UNLOCK training and learning portfolio related to leadership, management and organizational development. He/she will be responsible for the following:
2 Programme Management 1. Effectively plan, develop and manage key, designated elements of UNLOCK s programme portfolio 2. Manage and contribute to the design, development, delivery, facilitation and evaluation of UNLOCK s training and learning product portfolio, including guiding and facilitating the implementation of learning, training and change management activities, through the use of state of the art learning and training methodologies, resources and tools, and the management of coaching and mentoring programmes; 3. Ensure quality assurance of the UNLOCK portfolio of courses and programmes under his/her responsibility and take corrective action if necessary; 4. Ensure the high quality of the UNLOCK courses, events and products as assessed by clients, i.e. participants, UN partners, external partners and donors; 5. Provide content expertise and ensure that latest trends, research and developments in the subject area are incorporated in the learning curricula; 6. Keep abreast of best practices in the thematic areas (leadership, management, organizational development including change management) and in the field of adult learning in general; 7. Establish effective collaboration with counterparts in the UN system, and with other relevant stakeholders in the private sector and the academia; 8. In coordination with the Head of UNLOCK, secure partnerships with top rated academic institutions to ensure the quality of the UNSSC faculty in the areas of leadership and management development, and organizational development and change; 9. Supervise members of the UNLOCK team as designated by the Head of UNLOCK, and their professional development by providing coaching, and leadership; 10. Manage and oversee the administrative and financial requirements for activities of which he/she is responsible; 11. Provide to the Head of UNLOCK, the internal and external reports as required ensuring timeliness and quality; 12. Contribute to the establishment of UNSSC as a centre of excellence for the UN leadership, management, organizational development and change.
3 Programme Development 1. Develop and manage client/partner relations; 2. Ensure the team keeps abreast of best practice in area of leadership, organizational development and change trends and innovations; 3. Support resource mobilization efforts & achieve financial sustainability of the activities under his/her management responsibility; 4. Establish and expand strategic alliances with UN system entities as well as renowned academic institutions to ensure a comprehensive approach to leadership, management, organizational development and change; 5. Take responsibility for building and nurturing a sustainable and stable portfolio of learning and training offerings; 6. Develop new leadership, management, organizational development and change ventures: courses, events and products; 7. Facilitate cross team collaboration by identifying potential opportunities for funding through courses, products, and events for other teams within the context of UNLOCK focus areas. Other Duties 1. Serve as course coordinator and facilitator for specific initiatives and events within the programme portfolio; 2. Perform other task assigned by the Head of UNLOCK. Competencies: Professionalism: High degree of personal initiative and willingness to accept a wide range of responsibilities; demonstrated technical knowledge and expertise of leadership, management, organizational development and change, as well as executive learning with proven coordination, liaison and analytical skills. Commitment to continuous learning: Keeps abreast of new developments in the area of leadership, management, organizational development and change, as well as executive learning; seeks to develop own professional knowledge and skills while also contributing to the learning of colleagues. Planning and Organizing: Good organization and co-ordination skills to plan and execute actions in response to changing needs. Communication: Proven ability to write concisely and clearly and to communicate effectively orally; good communication skills to facilitate group work during training events.
4 Teamwork: Good interpersonal skills; ability to establish and maintain effective working relations with colleagues within the organization, implementing project partners, consultants and host government counterparts with sensitivity and respect for diversity. Education: Advanced University degree (Master degree or equivalent) in Leadership, Management, Organizational Development, Public or Business Administration, Adult Learning, or other related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Work Experience: At least 10 years of progressively responsible experience in Leadership, Management, Organizational Development, Public or Business Administration, Adult Learning, Programme Management, Human Resources Management or a related field, five years of which should ideally have been in the UN system. Field experience and experience with UN inter-agency work would be an advantage. Familiarity with the design, development and delivery of training and development programmes. Languages: Fluency in oral and written English is required. Knowledge of another UN official language is an asset. Other skills: Ability to advise on policy issues and priorities, and to take initiatives to meet organizational needs. Proven ability to organize and delegate work and to supervise staff. Analytical, problem-solving, and good negotiation and communication skills. Proven financial management capacity. Proven ability to establish and maintain effective relationships with colleagues and other staff. Reliability and commitment to timely delivery of high quality results and to achieving organizational goals. Strong sense of responsibility and results orientation. Proven ability to write proposals, reports, evaluations, etc. in a clear and concise manner. Ability to communicate and make effective oral presentations. An in-depth knowledge of project design and project management. Strong knowledge of leadership, management, organizational development and change. Sound familiarity with the latest technological trends used in adult learning in general and informal learning in particular.
