The Commission s core roles include reviewing and assessing applications for industry activity, consulting with First Nations, ensuring industry complies with provincial legislation and cooperating with partner agencies. The public interest is protected through the objectives of ensuring public safety, protecting the environment, conserving petroleum resources and ensuring equitable participation in production. PURPOSE OF POSITION The Drilling and Production Team is responsible for all matters related to drilling, completion and testing activities and is responsible for ensuring that British Columbia s technical regulatory requirements are designed to protect the interests of British Columbians while at the same time enabling drilling and production activities. The Petroleum Engineering Technologist will report to the Supervisor, Drilling and Production and will work closely with the remaining members of the team. The Petroleum Engineering Technologist will provide expertise and guidance to both Industry and the Provincial Regulators. The Petroleum Engineering Technologist acts as a province-wide authority and deals with matters directly related to and required for approval decisions affecting Drilling and Production. This includes the ongoing review, development and implementation of regulations, application processing guidelines and may be involved in inspection relating to Oil and Gas wells to ensure public safety, crown royalty protection, and environmental protection as it pertains to air quality, soil contamination and water protection. This position works with other Regulators and Authorities on matters concerned the operation of oil and gas wells with respect to Reservoir Engineering, Field Engineering, Pipelines and Facilities. NATURE OF WORK AND POSITION LINKS The Petroleum Engineering Technologist position provides support and advice to the Drilling and Production Team and the nature of the work will include: 1. Process spud reports following procedures; 2. Cooperate with Fort St John office to perform weekly drilling activity updates; 3. Process rig release reports following procedures; 4. 3 5. Receive and record well to well communication data caused by fracture operations; 6. Review well suspension/inspection reports and identify the defects/errors; 7. Communicate with industry to revise the well suspension reports with defects/errors; 8. Enter well suspension/inspection reports into internal data storage system; 9. Discuss well suspension programs with industry; 10. Process the applications for extension of suspension deadlines and exemption of requirements related to well suspension ; 11. Review and amend applications and requests for flaring natural gas. 12. Review and amend applications and requests for changes to H2S and EPZ s. 13. Provide directions or guidance to industrial inquiries regarding drilling reporting, well suspension, etc. ; 14. Assist Drilling and Production Supervisor with drilling and production data management and documentations. 15. Perform other duties, as necessary, to facilitate the efficient operation of the Drilling and Production team. Contacts include: Industry technical staff - to clarify inconsistent data, and request additional information. Other OGC staff - to obtain / provide clarification and direction, and to identify matters requiring attention. SPECIFIC ACCOUNTABILITIES / DELIVERABLES 1. The position serves as the province wide authority as a Statutory Decision Maker and is involved in the review and approval of all phases of the design, construction, operation and maintenance of wellsites, compressor stations, gas processing plants, pump stations, pressure vessels, and other equipment related to the production of oil, gas and water and ensures compliance with the Oil & Gas Activities Act, the Drilling & Production Regulations and other applicable, codes regulations and acts. 2. Participates in the development and implementation of province-wide standards and policies for oil and gas well operations based upon the appropriate technical and related assessments, to ensure that guidelines and standards reflect current industry technology, and support the harmonization of industry and public objectives including public safety, protection of the environment, protection of the crown share of resource based revenues, and minimizing natural gas flaring and venting at wellsites. 3. Conducts the review and decision making process for applications related to wellsites, wellbore integrity repairs, wellbore testing and establishing and maintaining relationships with other branches, ministries and agencies. 4. Working in partnership with the Compliance and Enforcement staff to oversee and assist in the development, implementation and review of inspection frameworks to ensure that compliance and enforcement staff have the tools and resources to effectively inspect oil and gas wells and their operations to ensure the protection of the public, crown royalties, and the environment. 5. Provide input and direction regarding the Well Completion, Maintenance and Abandonment Guideline and the Well Drilling Guideline. Work directly with other OGC functional groups to ensure consistency within the organization. 6. Have an understanding of air quality and associated health and environmental risks to flaring sour natural gas. 7. Provides engineering advice and works closely with Commission inspection staff to ensure that facilities are inspected by knowledgeable and trained inspection staff. 8. Liaises with the British Columbia Safety Authority, Ministry of Finance and other regulatory agencies regarding active memorandum of understandings. 9. Provides information and advice to Commission staff, Ministry of Energy and Mines, Ministry of Natural Resources, Ministry of Natural Gas Development as well as the industry, federal and provincial Page 2 of 5
4 agencies regarding the engineering aspects of oil and gas technical regulations. 10. Provides input into recommended changes to legislation, regulations, provincial policy and standards for the Drilling and Production Regulations. 11. Is knowledgeable and can apply the requirements of the Oil and Gas Activities Act as well associated regulations. 12. Represent the Commission at industry meetings, and conferences by giving presentations including yearly conferences with upstream and downstream Proponents to review the overall facility application submission process. 13. Prepares correspondence and briefing notes as required. 14. Supervise and assign projects/tasks to summer students to ensure that they are being productive as well as being engaged and learning the Commission regulatory process pertaining to engineering review.
