The Commission s core roles include reviewing and assessing applications for industry activity, consulting with First Nations, ensuring industry complies with provincial legislation and cooperating with partner agencies. The public interest is protected through the objectives of ensuring public safety, protecting the environment, conserving petroleum resources and ensuring equitable participation in production. The Commission plays a pivotal role in realizing the province s potential for Liquefied Natural Gas (LNG) development and has continued to build organizational capacity and expertise to effectively provide for the permitting and regulatory oversight of expected new plants and pipelines. It continues to build relationships with partner agencies, ministries and First Nations in the northwest, an area unfamiliar with oil and gas development, yet of strategic importance to fully realize the economic benefits LNG can bring. PURPOSE OF POSITION The First Nations Relations Specialist coordinates and supports the development, negotiation and implementation of First Nations agreements. These agreements enable First Nations participation in the oil and gas activities permitting process and other Commission activities. The First Nations Relations Specialist supports Commission development and implementation of First Nations policy, regulation and legislation development. The First Nations Relations Specialist provides expert advice and support to Commission staff. The Specialist supports the development of strategies to ensure the Commission effectively engages and consults with First Nations respecting their treaty and aboriginal rights in the context of the Commission s management of managing resources. The First Nations Relations Specialist represents the Oil and Gas Commission on government negotiation and implementation processes with First Nations.

3 The Specialist will work to build relationships with First Nations communities, and provide advice to the Commission on recommended options to maintain and improve working relationships with those First Nations. Provides expertise and advice on oil and gas sector interaction with First Nations, policy and related issues, coordinating various multi-agency project teams involved in sector activity throughout the province. Builds relationships as an expert for the Commission on First Nations with other ministries, government agencies, industry, stakeholders, communities, public and other levels of government. Analyzes other jurisdictions interaction with FN; reports and recommends strategies to the Commission executive affecting substantive and sensitive issues that influence the Commission s business goals. NATURE OF WORK AND POSITION LINKS The First Nations Relations Specialist forges strong working relationships with First Nations and supports Commission efforts to engage and consult with First Nations at all required stages of initiatives, including the implementation of recommendations and monitoring of outcomes. The position must manage project complexity related to its decision-making authority as the Oil and Gas Commission representative on committees and is accountable for sound recommendations on strategic initiatives of the Commission. Specifically, the First Nations Relations Specialist develops working relationships with key partners including: First Nations to ensure consultation and accommodation requirements are met and to negotiate and implement corporate agreements and support First Nations community involvement in Commission initiatives, and to introduce collaborative relationship and capacity building strategies. Proactively develop relationships with First Nations leadership and technical staff. Other Agencies including, MNGD, MARR, MFLNRO, MOE and related Federal Departments to build linkages, collaborate on government priorities, work on joint project teams and policy initiatives, collaborate to resolve jurisdictional interests and provide and solicit expert advice; coordinating liaison with sub-regional First Nations initiatives. Oil and Gas Commission Executive and Staff to consult, explain and provide expert advice, direction and support on First Nations policy issues as well as forewarning on sensitive issues, briefing on strategies and work on project teams to ensure that plans under development are consistent with government and Oil and Gas Commission policy and can be effectively implemented. Where required, the position may support other Commission departments by providing advice on engagement and consultation and fulfillment of obligations under agreements. Oil and Gas Industry to provide tactical analysis and advice for engaging with First Nations and other ministries and to explain Commission agreements and current status of negotiations or agreement implementation as required Committees to chair, lead and represent the Oil and Gas Commission on various inter-agency teams, and committees to report on projects. First Nation implementation strategies and to review, evaluate and develop work related to issues. The First Nations Relations Specialist is expected to work independently with very little direction. The position is considered a Commission aboriginal strategic relations expert and as such provides direction, assistance and specialized expertise related to aboriginal consultation and negotiation to Commission staff, other agencies, industry and the general public. 4 SPECIFIC ACCOUNTABILITIES / DELIVERABLES 1. Develops, recommends and interprets policies, legislation including other jurisdiction s legislation and policy, and standards related to First Nations as it relates to oil and gas development throughout the province, coordinating Oil and Gas Commission strategic First Nations initiatives, special/strategic projects and issues, performing full range of multi-faceted, multi-agency coordination and reports on the effectiveness of the Oil and Gas Commission consultation processes and First Nation relationship. Recommends options to obtain specialized advice such as legal opinions when required. 2. Develops, coordinates and implements First Nations project initiatives including preparation of Terms of Reference, work plans, inventories, options and reports for developing and maintaining strategic relationships with First Nations, conducting social, economic and environmental assessment of options and developing recommended options for approval by the Oil and Gas Commission Executive. 3. Briefs senior management and executive on key issues; identifies solutions to complex problems that have cross agency implications for a wide variety of sensitive issues, including barriers to change, cross divisional organizational changes, major change management issues and systemic organizational change. Develops strategies to implement these solutions. 4. Participates in negotiations and implementation of comprehensive consultation agreements with First Nations to facilitate both resource development projects and First Nations economic development. 5. Monitors all First Nations projects and initiatives underway to ensure the projects are consistent with the consultation agreements and provincial policies; coordinate key issues with other divisions, ministries and other agencies to develop an integrated tactical strategy. 6. Participates in the formulation and implementation of OGC policy, strategies, guidelines and recommendations to ensure the appropriate level of First Nations engagement. 7. Participates in a variety of regional and provincial multi-agency committees regarding First Nations people on key provincial initiatives to promote cross-agency consultation, collaboration, and integration. 8. Provides direction and advice to the other OGC divisions to ensure legal and fiduciary obligations are met in dealing with First Nations interests; 9. Tracks and advises on other activities or government actions occurring in First Nations territories and provides advice related to any implications. 10. Develops and maintains workings relationships with First Nations and industry representative to facilitate engagement in Commission programs, and the on-going identification and resolution of their respective concerns. 11.
