The Commission s core roles include reviewing and assessing applications for industry activity, consulting with First Nations, ensuring industry complies with provincial legislation and cooperating with partner agencies. The public interest is protected through the objectives of ensuring public safety, protecting the environment, conserving petroleum resources and ensuring equitable participation in production. PURPOSE OF POSITION The Executive Director, Major Projects (ED-MP) acts as the leader responsible for overall direction of the Commission s role in major oil and gas projects as identified by the Executive. The ED-MP is accountable for directing and leading project planning activities, regulatory authorization processes, major project authorization, sharing information about the role of the Commission and participation in relevant government committees. The ED-MP works closely with Commission staff in all divisions as well as project proponents and senior government staff (typically Executive Director and above) at the regional and provincial levels to ensure that project decisions and authorizations are managed efficiently and effectively in a coordinated fashion. NATURE OF WORK AND POSITION LINKS PROGRAM LINKAGES: Commission Executive and Senior Management: provides advice and recommendations regarding major projects from initial proponent conception to final authorization Ministries, regulatory and crown agencies, regional and municipal governments, major project proponents, First Nations, industry associations (CAPP and CEPA), stakeholders, community representatives and the general public to build relationships gather information and take a collaborative and strategic approach to major projects MAILING 6534 Airport Rd. 3 Commission s Permitting and Authorizations Department to ensure continuous improvement in reconciling approaches for permitting and authorizing major projects with other activities authorized by the Commission Commission s Engineering Division, Operations Department and Community Relations Branch to ensure their input is incorporated in government coordination efforts and permitting of major projects. Oil and natural gas exploration and production and pipeline companies; Oil and natural gas industry associations and other non-governmental organizations; SPECIFIC ACCOUNTABILITIES / DELIVERABLES The Executive Director, Major Projects is accountable for: 1. Providing a single point of contact for information and regulatory management of major projects from pre-application discussions through to the beginning of operations. 2. Providing up-to-date information and reports on major projects to Commission Executive, staff, other agency staff, and senior government officials up to and including the Assistant Deputy Minister, Deputy Minister and Minister. 3. Meeting with project proponents to advise and guide them through Commission permitting, authorizations and related processes; 4. Directing the Commission s review of project applications including the development of decision recommendations for decision-makers; 5. Meeting regularly with senior staff from agencies who have a role or interest in major projects to share information on each other s role and activities and identify coordination opportunities; 6. Identifying opportunities to improve the efficiency and effectiveness of project evaluation, decisionmaking and the implementation and making recommendations to the Executive on these matters; 7. Working with Commission leaders to ensure that staffing of major project reviews and implementation will be sufficiently resourced. 8. Working with project proponents, Commission staff and other government agencies to identify potential solutions to issues that could affect project approval or implementation; 9. Making recommendations for developing new, or amending existing, policies and legislation related to major projects. 10. Monitoring and reporting on review, approval and initial implementation of major projects; 11. Keeping abreast of ongoing and proposed major projects occurring in BC or that may affect oil and gas development in BC; 12. Ensuring that Engineering staff and resources are employed in the review of applications for design safety and conformance with technical/engineering standards and requirements. 13. Other duties as required, including, but not limited to: Making presentations to external audiences on major projects and the Commission s role in them; Presentations to the Board, Executive and staff; Developing and/or administering contracts for services related to the review or evaluation of major projects. 14.Lead and guide staff by assigning projects and tasks, setting priorities and giving instructions to ensure the appropriate completion of projects Manage processes to ensure appropriate delegation of the Commission s statutory powers to staff Development of work plans and schedules; Performance management and personal development planning; Development of staffing strategies and workforce planning in order to meet service plan Page 2 of 5

4 objectives; Recruitment, selection, orientation and training of department staff; and Responsibility for disciplinary action and representing the Commission on Step 2 of the grievance procedure.
