2 The Organisation Latrobe City is made up of four major urban centres: Churchill, Moe/Newborough, Morwell and Traralgon, with smaller townships of Boolarra, Glengarry, Toongabbie, Tyers, Traralgon South, Yallourn North, and Yinnar. Latrobe City is less than two hours drive from Melbourne and boasts all the recreational and cultural facilities of a large diverse regional centre including the Latrobe Regional Gallery and Latrobe Performing Arts Centre with the added benefit of being nestled amongst some of the best tourist attractions in the state, such as the Morwell National Park, Hazelwood Pondage, Lake Narracan, Powerworks Museum, Victory Park and Moe Botanical gardens. With a population of over 73,000, the beautiful and highly productive Latrobe Valley is located at the gateway to Gippsland in the South East corner of the state of Victoria. Only 70 minutes from the outskirts of Melbourne, it's surprising, it's diverse and it's substantial. Latrobe really is a new energy in regional Australia. Latrobe City is a culturally diverse and vibrant community with a proud history of innovation and visionary development highly innovative and creative; the Latrobe City has become the seedbed for many exciting projects. The Latrobe City is one of Australia's major provincial centres. Latrobe City is home to regional headquarters for significant government and private organisations, education centres, such as Monash University Gippsland, Central Gippsland Institute of TAFE, and Gippsland Group Training. The City has become the hospitality and sporting centre of Gippsland, with outstanding sporting facilities for tennis, athletics, swimming, and team sports, leisure centres and outstanding regional tourism attractions. Latrobe City Region The Latrobe region is a resource rich area, with abundant forest and brown coal resources, water resources, and rich agricultural land. The area was initially developed in the 1880's as an agricultural and forestry area and was noted for its cattle runs. The dairy and beef cattle industries to this day contribute significantly to Victoria's agricultural standing. Other major industries in the area include the Australian Paper Pulp and Paper Manufacturing Mill at Maryvale, Monash University and the Central Gippsland Institute TAFE, the Australian Securities Commission's National Information Processing Centre; and Victoria's four major power generators. Electricity generated from brown coal mined in the area represents 85% of all electricity generated in the State of Victoria.

3 The Position Position: Reports to: Department: Division: Classification: Supervises: Internal Liaisons: External Liaisons: Manager People & Development General Manager Organisational Excellence People and Development Organisational Excellence Senior Executive Officer Coordinator Human Resources Coordinator Learning and Development Latrobe City employees Variety of external organisations including legal advisors, unions, employee assistance program providers, employer organisations and professional bodies Purpose of the role Lead a team of HR, Learning and Development and WorkCover professionals to deliver all strategic priorities outlined in the Latrobe City Council People Plan Position the broader Human Resource Management and Learning and Development functions as contributors to the organisation s strategic direction in Organisational Excellence, shaping both current and future people management, development and cultural change initiatives Ensure that best practice people leadership, development and management educative programs are developed, implemented and continuously reviewed Ensure that the department provides sound human resources advice, and delivers human resource services to the organisation Review, research and deliver the Learning and Development suite of programs to ensure the organization grows in capacity and capability Actively support and contribute to the executive and senior management teams in joint leadership of the organisation Design and deliver contemporary practice HR and Learning and Development projects, programs and services Key responsibilities General Lead the People Plan deliverables on an annual basis and ensure that all projects are completed within agreed timeframes Lead the human resource and learning and development teams in providing advice, support and services to the organisation Implement strategic organisation development and human resource management initiatives, including leadership development, workforce planning, succession

4 management, performance management, attraction and retention, induction and orientation, benefits management and climate/culture Implement, and annually review the learning and development program Provide professional advice to others with respect to all aspects of organisational development and human resource management, including learning and development, human resource policy and procedures, organisational culture, employee/industrial relations, recruitment, training, performance management, diversity management and equal employment opportunity Participate in joint leadership as part of the Senior Leadership Team and actively contribute to organisational initiatives and priorities Build and maintain effective internal and external relationships that ensure a partnership approach to the delivery of Organisational Excellence Manage the process and compliance functions within the human resources function Develop and coach line managers in best practice human resource management and development Monitor and track trends in legislative, regulatory and business requirements and communicate at a senior level Obtain and appropriately direct legal advice on industrial and employee relations matters including grievances and disputes, and participate in the resolution of such disputes at a senior level as required Manage the process of negotiation, implementation and maintenance of future Enterprise Bargaining Agreements to ensure outcomes that positively contribute to the organisation s competitiveness and performance Effectively manage and maintain the Human Resource Information System Establish relevant benchmarks and performance indicators for human resource and development functions Prepare and make presentations to all levels of staff and external groups/visitors as appropriate Prepare relevant reports as required Provide counseling to staff in human resource related issues Provide supervision and coordination of recruitment services, including management of recruitment contracts with external agencies Participate in interviews and selection panels as required Identify opportunities for efficiencies in streamlining the administrative processes between Human Resources and other teams For audit purposes, ensure policies and procedures are in place to clearly distinguish the boundaries between Human Resources and Payroll teams Provide reports to Council and/or Executive Team on progress within the Strategic, Council and/or Business Plans Participate in professional associations and networking/interest groups as appropriate

5 Council relations Ensure all plans and reports required to be produced for and by Council are provided within identified timeframes and are of suitable quality, and attend Council meetings as required Follow through to ensure that Council decisions are executed promptly and effectively Develop and maintain positive relationships with Councillors Demonstrate a sound understanding of the political environment and respect for others roles with a commitment to democratic governance Leadership of people Effectively manage and challenge the performance of others by developing relationships, setting clear expectations and providing meaningful and timely feedback Challenge people to grow and improve and support individuals to develop personally and professionally Lead with integrity and be a role model to others in living the organisational values Build a cohesive and cooperative work environment where people work together in a spirit of teamwork, trust and loyalty Actively listen to others, communicate effectively and engage with people Effectively manage upwards in the provision of information and support and be responsive to manager requirements Accountability and extent of authority The incumbent is responsible and accountable for: Developing long term strategies within the areas of responsibility and for meeting divisional goals and objectives Developing, implementing and achieving key performance indicators within the corporate plan and business plans The quality, effectiveness, cost and timeliness of programs and projects within the People and Development function Freedom to act is substantial but limited by agreement with the General Manager Organisational Excellence to the areas nominated by legislation, Council policies and corporate goals Judgement and decision making The incumbent must be able to: Solve complex problems and contribute to policy development for the Division and Council Make decisions on all matters which are the responsibility of the position, provided that these are within delegated authority, legislative requirements, established policy or recognised standards

6 A significant degree of the work involves research, identification and application of optional courses of action. In addition, there is considerable problem solving required, particularly in the areas of conflict management, counseling and other human resource management issues Judgments will be made in line with identified and agreed priorities for projects The position is required to identify and develop policy options following broad consultation and research, for formal recommendation within the organisation The work is broadly defined and the duties are carried out independently Specialist skills and knowledge The incumbent must have: A record of proven high performance and professional knowledge in managing an organisational development, learning and development or human resource management function, or similar services High level research, strategic planning, project and time management and analytical/ problem solving skills High level written, presentation and consulting skills An understanding of relevant legislation A demonstrable record of achievement at a strategic, innovative and people leadership level A sound knowledge of budgeting and relevant accounting and financial procedures Specialist skills and knowledge essential for this position are: - Human resource policies and practices - Learning and development contemporary practices - Project management - Facilitation - Analytical and investigative skills - Consultation skills - Negotiation - Conflict management - Excellent communication and administration skills - Counselling - Research
