Job Reference Number: 14-PML-07 Career opportunity protecting human health and the environment An Environmental Scientist position is available in the Pest Management and Licensing Branch at the California Department of Pesticide Regulation (DPR). Duties include support of various statewide projects and programs that reduce risks from pesticides through research, development, and adoption of integrated pest management (IPM) practices and systems. These programs include: Alliance (cooperative outreach) and Pest Management Research grants programs, IPM Innovator Awards program, Pesticide Use Reporting program, Endangered Species program, policy and legislation analysis, and various public outreach efforts. The incumbent will be involved in solicitation, review, and selection of research and outreach grant proposals, project management, contract negotiations, review of scientific literature, preparation and writing of technical reports and memos, experimental design and data analysis, providing pest management expertise, presenting at scientific and outreach seminars, and collaborating with university scientists, advisory committees, industry professionals and other DPR scientists on research and implementation projects. The incumbent may also be involved with bill analyses, developing fact sheets and outreach materials, and publishing papers on pest management and/or DPR programs. Desired Qualifications Experience in entomology and/or pest management. Knowledge and experience in experimental design. Proficient writing and oral communication skills, analytical skills and expertise to convert complex data and information to trend reports, public outreach speaking skills, ability to work independently as well as part of a multi-disciplinary team, knowledge of entomology, agronomy, environmental science, and computer software (statistical, word processing, spreadsheets, and database). 4 Position Duty Statement Page 2 of 4 Classification: Environmental Scientist Position Number: Description of Duties (Attach additional sheets, if necessary, and identify position information) Summarize the regularly assigned duties of the position by percentage in descending order. Descriptive information should reflect variety and complexity of duties through: Supervision exercised and/or received; responsibility for decision making and consequence of error; analytical requirements; special knowledge; skills or abilities required; level, type and frequency of public contact; and unusual working conditions (i.e., field work, bilingual services, etc.); and physical requirements (physical demands, environmental demands). Percent of Time Activity The Environmental Scientist is the entry level classification of the series. Working under direction of the Senior Environmental Scientist, Supervisory, (Sr. ES, Sup) and in a team environment, the incumbent will participate in scientific programs to protect public health and the environment. The focus is on varied and routine aspects of pest management systems in agricultural and urban environments, associated environmental or human health problems due to unintended effects of pesticides, and alternative pest management systems to prevent or mitigate these problems. At the Range C level, the incumbent may serve as lead for specific projects. ESSENTIAL FUNCTIONS 35% 20% 20% 10% 10% Within a team, incumbent shall develop, negotiate and co-manage pest management grants, contracts and other projects to ensure timely completion: Ensure research, demonstration, education, and implementation agreements and contracts conform with DPR s priorities and policy requirements; process and evaluate applications and grant agreements, contracts, and reports; and effectively communicate with the Pest Management Analysis Team and stakeholders, including growers, pest control advisors, urban pest management professionals, pesticide applicators, commodity representatives, contractors, State advisory committees, Federal and State agency representatives, university and government researchers, and professional associations. Serve as a co-evaluator of proposals for funding and awards: Evaluate research grant proposals for importance of project goals, testable hypotheses, and experimental designs that will lead to statistically significant research results; education and outreach grant proposals that lead to adoption of reduced risk practices; and IPM Innovator Award nominations for efficacy and originality of pest management practices. Scientifically analyze and evaluate varied and routine environmental issues: Pest management systems and pesticide use benefits and risks in agricultural and urban environments; public perceptions of pest management strategies and pesticide uses; voluntary and regulatory solutions to pesticide exposures, using techniques and methods developed independently. The incumbent may independently and co-design experiments; gather data; conduct research, surveys, and/or environmental analyses. Write drafts for final reports, environmental assessments and documents, hazard mitigation assessments, technical and scientific publications, science-based outreach materials, and routine correspondence related to evaluation of alternatives to the use of high risk pesticides in urban and agricultural environments. Conduct literature and data searches in libraries, computer databases, and Department confidential data files. Represent the Department on topics related to pesticide use problems and solutions: participate in and preside over meetings, workshops, field days and conferences. Consult with and make presentations to stakeholders including staff of government agencies, pesticide registrants, pest management practitioners, university researchers, and members of the public; participate in and provide training on topics including pest management, pesticide use, and Departmental policies and regulations; and perform other duties and responsibilities as assigned.
