UN-Habitat implements several normative and operational activities including urban planning, disaster risk reduction, climate change adaptation, urban research/development programmes, and water supply and sanitation. The Land Administration and Management Program (LAMP) is a project of technical assistance to the Settlement and Land Records Department (SLRD) under the Ministry of Agriculture and Irrigation which is funded by LIFT. LAMP will implement new processes and new technology for land administration in pilot sites to demonstrate improved service delivery, giving confidence to the Government to continue a roll-out of change and new technology throughout the country in the medium to longer term. The purpose of LAMP is to strengthen land administration and management in rural and urban project sites. UN Habitat has a core team of land professionals and is recruiting a multi-disciplinary team of specialists to implement the project under the technical and management leadership of the core team. This position is one those specialist positions. TERMS OF REFERENCE Summary The assignment requires the development of software to run in a RDBMS Server environment using textual data, scanned images of documents and maps, and spatial data. The applications will be used by the Government s land administration organisation (SLRD). 1

2 The consultant will lead a team of two other local Myanmar programmers. The system design and data base design will be performed by others, and indeed, the phase 1 system has been designed and documented already while phase 2 is well underway. A prototype system is running on a server at the client s site at Thayarwaddy and is already being used to capture land records and mapping data. It is oversighted by a full time system administration contractor. The consultant will be located at the project office together with the other UN Habitat consultants. It is located in the SLRD building in Yankin, Yangon. The project team is led by a senior technical adviser. The consultant would be expected to begin work quickly upon agreeing to a contract. The consultant would be expected to have at least 5 years of experience in application software development in RDBMS / Server environment and experience using spatial data from GIS systems. The consultant should already have experience in employing IT standards and developing RDBMS software with security features and transaction tracking. It is an advantage if the consultant has experience with; MS SQL Server;.NET development environment; a spatial RDBMS; a prominent GIS system (ESRI, GEOMEDIA, Super Geo, Manifold); and land parcel applications. The consultant should have experience in managing a small development team, leading the team, setting standards and setting deadlines for the team. Scope The scope would provide best practice in software development and management of the small development team to meet the system design requirements and data base design and data capture designs already documented. This includes: Programming of the IT system and database for the major land processes and data / record sets of SLRD to operate in a network server environment and to support (see project scope document for descriptions of the functions and system): Survey and mapping; Land registration; Develop the software in accordance with the approved system design, data base design and business rules. Also, feedback on any ideas to improve the system design. Overseeing the local staff to develop the designed user interface and data entry screens including the use of the Burmese language in some fields; Programming to identify errors and inconsistencies in the data; Testing of the software; Documentation of the application software for users; Preparation of GIS runtime applications for printing standard maps and other routine tasks to be launched from PC terminals; Training of users from the three SLRD participating officers; Management of the team, maintaining quality control on the software development and reporting to the STA; Liaising with the technical experts in the LAMP team, including the two international staff (GIS expert, the system design expert) and the national experts in the land system. 2

3 Qualifications and Experience General: Education: advanced University degree from a recognised university in information technology or equivalent qualification. Knowledge: an in-depth knowledge of the subject of system development, data analysis and data base design, SQL and RDBMS application development in a server environment, and development of spatial applications with and without GIS support. Experience: Minimum 5 years experience in developing IT applications in a RDBMS environment; Highly desirable: experience developing applications using spatial data structures within a RDBMS; experience with.net development tools; experience with MS SQL Server. Desirable: GIS experience; experience with land parcel systems and development and maintenance of a digital cadastral data base for a jurisdiction. Desirable Experience: work in Asian countries. Excellent interpersonal skills and command of written and spoken English. Able to work within a multidisciplinary and multi-cultural team. Innovative and self-motivated. Referees: One referee who is familiar with your work in the last 5 years and would be willing to comment on your performance. Deliverables The deliverables would include software development based on the LAMP provided system design and database design documentation (see the work plan): Phase 1 (Title capture & processing) Develop the system for processing new titles; Develop the system for capturing existing Farmland titles & related documents (nonsurveying); Phase 2 (Spatial data- DCDB, surveying & mapping data in rural & urban areas) Develop the creation & maintenance of the DCDB being the spatial component of the RDBMS for access / editing of spatial data by GIS operators; Develop the system for capturing existing land surveys and new surveys & their related documents; Develop the system for capturing sub-division surveys and updating the DCDB; Phase 3 (processing land registration transactions in rural & urban areas) Develop the system for updating the land register based on approved land transactions (rural & urban); Develop the system for capturing existing (past) urban titles & transaction related documents (non-surveying); 3

4 Develop the reporting system for recording the number and type of transactions submitted for registration and actually registered (rural & urban). Note, this is not a transaction tracking system nor is it an automated deed registration system; General Terms of Reference Reporting Counterparts Monthly Reports Work Plan M&E Steering Committee Intellectual Property Good Will and Trust Project Partners Public Relations Contract management is ultimately the responsibility of the Country Manager of UN Habitat. LAMP project management is the responsibility of the CTA LAMP who is responsible for the delivery of the activities and outputs on time. Consultants experiencing delays or other problems shall inform and discuss with the CTA as they arise. All technical reporting by consultants will be to the CTA LAMP. As much as possible all activities will be performed together with counterpart staff of the SLRD so that technology transfer results. Documentation should be a joint effort and approved by counterpartsthe only exception is confidential reporting. Brief monthly reports should be shared with counterparts and form the basis for regular counterpart consultant monthly review meetings. All consultants working on LAMP are expected to develop and keep up to date a work plan which is developed and maintained with the counterparts. The M&E activity is crucial to the success of LAMP. The project aims to design and develop better processes and better application of new technology; to demonstrate the impacts in pilot townships; and, to build capacity of SLRD through the CLRDTC and the staff on the two pilot townships. The M&E system must inform the project during operations on how / where to make improvements and at the end of the project on major lessons and recommendations. The M&E system places emphasis on evaluation, not only monitoring. The project log frame provides a suitable project structure and evaluation and monitoring framework for the reporting. The peak management body for LAMP is the LAMP Project Steering Committee. Consultants may be required to make special reports to the committee from time to time or to assist counterparts to make such reports. Unless specified in writing, all intellectual property arising from the LAMP Project remains with UN Habitat. It is expected that all consultants shall establish and keep good relationships with counterparts and staff of the Government and also with fellow LAMP consultants. As a change management project, building trust and good will is very important for developing and sustaining appropriate changes. The main project partners to LAMP are SLRD, UN Habitat and LIFT. Consultants should use various opportunities to keep stakeholders and interested parties aware of the contributions of the three project partners. LAMP has a project brochure. Consultants shall be issued with a project business card. These and other handout materials should be used to inform the professions, government, donor community and the public on the good work of LAMP. 4

5 Reference Documents Political Awareness The key reference documents to guide Consultants on their work are: LAMP Project Scope Document; Project Work Plan; Project Budget; Letter of Agreement (LOA); TOR and consultant contract (as amended). As the project proceeds decisions of the steering committee may amend the above project documents. Consultants should not involve LAMP in any political controversies. LAMP is largely a technical project. In the term of LAMP there will be a build up to the national elections in late Lessons from LAMP may however be fed into land policy discussions through various channels such as the SLRD steering committee and the national scrutinising committee. Non-citizens of Myanmar working on the LAMP Project must not get involved in any way with local politics, demonstrations or similar.
