1 CLINICAL MIDWIFE EDUCATOR BASE MATERNITY UNIT 1. POSITION JOB TITLE: Clinical Midwife Educator REPORTS TO: Clinical Midwife Manager TDHB Base and Hawera Maternity Units FUNCTION: Taranaki District Health Board DATE: September PURPOSE OF POSITION The Clinical Midwife Educator position comprises 0.6 FTE Educator and 0.2 FTE Clinical Core Midwife in Antenatal Clinic/Ward, Labour or Postnatal Wards. The focus of this position is on planning and providing education and professional development for Maternity Unit Staff, to meet service and Midwifery/Nursing Council recertification requirements. The position holder will liaise between Taranaki District Health Board (TDHB) and the various education providers with regard to recertification requirements, and act as a resource for those undertaking undergraduate and postgraduate study. This position also ensures specific education requirements for New Graduate Midwives are met. The position holder will have an input into planning processes and be an active member at the TDHB Nurse Educator meetings. The position holder will be expected to act as Clinical Midwife Manager during periods of planned and unplanned leave. The Job Description of a Midwife at TDHB also applies to this position. ACCOUNTABILITIES Principal Team Accountabilities Associated Measures / KPI s Coordination Responsibilities In collaboration with the Dental Assistant Coordinator, coordinate the regional team. Means (how you will achieve it) In conjunction with DA Coordinator organise monthly team meetings, including planning of service delivery. In conjunction with DA Coordinator to manage annual leave requests to maintain continuous service. To organise sick leave cover for support staff in the team in conjunction with DA Coordinator. To provide, mentoring and support for new dental therapists in all relevant facilities. To ensure adherence to all processes and procedures by all the dental therapists in clinics and mobiles. To advise COHS Manager of staff and equipment To provide input into updating of procedures and guidelines when relevant. To undertake performance appraisals for the team staff. Clinical Midwife Educator Base Maternity and Hawera Maternity Unit Team Accountabilities Associated Measures / KPI s Education Effectively facilitates and enables the recertification of Midwives and Nurses working in the Maternity Unit by: Means (how you will achieve it) Implementing a regular and ongoing education programme which meets the individual needs of staff Organising and facilitating continuing maternity education sessions or case reviews on any matters raised by the Clinical Midwife Manager, Medical staff or Associate Director of Midwifery. Being aware of all reference material available in maternity, and how to access information available within the organisation, electronically and externally Effectively using the internet, journals and publications, and Taranaki District Health Board library services as appropriate to obtain information on any relevant topics as identified by staff Establishing and maintaining up to date reference material on the ward to guide evidence informed practice including TDHB maternity protocols Being aware of new evidence to support practice and ensure this is communicated to all the team. Formulating an annual education plan for the staff showing mandatory contractual and professional education requirements and the budget necessary to carry this out. In liaison with the Associate Director of Midwifery, maintains records on each Midwife and Nurse s education and professional development requirements and attendance to provide access and opportunities to enable staff to meet their recertification requirements of the Midwifery and Nursing Council. Maintaining strong communication channels with all Lead Maternity Carers and take account of their educational needs as appropriate. Is responsible for encouraging and supporting Midwives in achieving the Quality Leadership Programme (QLP) and assisting Midwives to maintain their portfolios. 4 Midwifery First Year of Practice Means (how you will achieve it) Co-ordinate and monitor clinical and educational needs for midwives as part of a New Graduate programme at Taranaki District Health Board. Ensure adequate support and guidance is given to new graduate midwives as they gain confidence in the role. Provide opportunities for new graduate midwives to consolidate learning in all aspects of midwifery within first year of practice by developing individual plans for each midwife. How this will be measured Successful completion of Midwifery First Year of Practice Programme and the TDHB New Graduate Programme. Conferences and external training Means (how you will achieve it) Collates and provides information for staff on relevant courses and conferences available ensuring that staff are aware of the availability of internal and external educational opportunities. Obtains a written report and organises an education session for feedback from all conferences and courses attended.. Orientation Means (how you will achieve it) Undertakes an education and professional development needs analysis of new staff. Provides staff with an Orientation package. On completion of an Orientation package assess the staff member s on going needs. Orientation package sent to Human Resource to go onto staff personal file. How this will be measured Conference attendance and feedback reports. How this will be measured Completes Orientation booklet within the first three months of employment Completes 18 hours of breastfeeding education (including 3 hours of clinical supervision) within the first six months of employment. Completes a minimum of three hours breastfeeding education annually Maintains a record of continual learning eg: on-going personal professional portfolio development Attends in-service education sessions / staff tutorials Performance appraisal Consumer feedback Midwifery Standards Review Process Audit Return to Practice & Training Midwives Means How will you achieve this Liaise with Midwifery Council re individual requirements for midwives participating in the return to Midwifery Practice programme The Feedback from Midwives returning to Practice and Training Midwives. 28/09/12 Page 4 of 8

Understand and commitment to adherence with the Code of patient rights and responsibilities. Selects and uses the appropriate communication medium for information transfer. Provide a monthly report on education to the Clinical Midwife Manager and Associate Director of Midwifery Provide an annual report of education and Consumer feedback. All reports are accurate and provided to the appropriate people within given timeframes Clinical Audits Means (How will you achieve this) Works with the Clinical Midwife Manager and Associate Director of Midwifery to establish areas for audit to meet the service requirements. Correlates findings of audit and actions any educational requirements Liaise with Midwives to complete some audits. Act as Clinical Midwife Manager in periods of planned and unplanned leave. Means (How will you achieve this) Duties as requested by Clinical Midwife Manager and Service Manager. Authorises operating expenditure as per delegated authority. Maintains staff mix and deficits on Allocation tool. Audits are completed and changes made as required. 6. KNOWLEDGE AND EXPERIENCE Education, Skill and Experience Essential: Registered midwife with current Annual Practicing Certificate, and a minimum 5 years post registration experience. Evidence of continuing education, to a minimum of degree level Current or willing to work towards QLP portfolio assessment. High level of clinical skills in Maternity care. Demonstrated ability to articulate clearly researched based midwifery advice to Multidisciplinary Team. Ability to communicate positively with other members of the maternity and Neonatal teams. An ability to effectively communicate with consumers and colleagues from a variety of disciplines and work environments Has a commitment to quality and accuracy and is keen to learn and develop new skills.
