Our training opportunities embrace a blend of face-to-face and online learning, with interactive classes that offer a great networking opportunity for those involved in the Local Government sector. I found the course to be very informative and user friendly. The assessments at the end of each unit reinforced the content that had been covered and were very straightforward. I would certainly recommend this and the other WALGA Emergency Management courses to local government staff who may have an interest in Emergency Management or who may be required to assist the local government authority prepare and recover if the worst was to occur. My motivation was to acquire the tools, skills and knowledge that would enable me to be the best could possibly be, so as to better serve our residents. The Diploma of Local Government (Elected Member) offers subjects which are pertinent to performance like change management, roles and responsibilities, along with sustainability issues such as asset and risk management. Upon completion a Statement of Attainment will be issued which can then be utilised towards completion of the Diploma of Local Government (Elected Member). 8 ELECTED MEMBER TRAINING Understanding Local Government Understanding Local Government is an online introductory course designed to provide newly Elected Members with relevant information that will assist them in their transition from private citizen to Councillor. It also serves as a refresher course for those Councillors wanting to update their skills and knowledge. This course provides an overview of the roles and responsibilities of Elected Members, the Local Government environment and protocols and procedures affecting the way Local Governments operate. Suitable for both newly elected and returning Elected Members who would like to refresh their knowledge and understanding of their role within Local Government. ü know how Local Government fits into the structure of government in Australia; ü distinguish between the strategic role of the Council and the Administration; ü understand the legislative environment of Local Governments; and ü participate confidently in Council and committee meetings. Self-paced (approx. 2 hours online) Available continuously online $ (+GST) Serving on Council Serving on Council is designed to give Elected Members the confidence to perform their role on Council. This course has been specifically developed to address the unique needs of Elected Members in leading and supporting their communities whilst acting within the processes and procedures imposed on Local Government in general and, more specifically, at the governing body level. The course provides an overview of the roles and responsibilities of Elected Members, the Local Government environment and Council operating procedures. It recognises both internal and external influences on Councillors and the necessity for them to perform their role in a due diligence environment. 9 Decision Making at a Governing Board Level Decision Making at a Governing Board Level is designed to allow Councillors to look in-depth at the decision-making processes and capabilities required by those who have been elected to serve their communities within Local Government. The course examines the separate but complementary roles and functions of those involved at the decision making levels of Local Government and why we depend on people to make the system work and not the other way around. Participation in this course provides insights into what it means to operate at the highest levels in Local Government that are not covered in any other units. Suitable for both newly elected and returning Elected Members who would like to refresh their knowledge and understanding of their role within Local Government. Concentrating on knowledge of meeting procedures and high level debating techniques, this course is a practical tool kit for those who attend Council and committee meetings as Members or Presiding Members. 10 ELECTED MEMBER TRAINING Effective Community Leadership Effective Community Leadership principally explores the personal attributes needed by Elected Members to perform their role in Local Government. The course introduces leadership concepts and the behaviours required of Elected Members in their role as leaders of Council and prominent leaders in the community. Topics covered within the course include the commitments of an Elected Member, how to interact within the community, skills to think strategically, ethics, leadership styles and how to articulate vision. Suitable for Elected Members who would like to increase their knowledge and understanding of their role within Local Government. ü perform at a high level as an Elected Member; ü provide leadership to Council and community groups; ü provide a positive image of Council; and ü initiate and support development programs. 20 February, 12 June, 15 September, 8 December $ (GST exempt) Additional fees applies for assessment, see page 15 Relationship to Competency Standards LGAGENE502A - Provide leadership within the council and community Strategy and Risk Management Strategy and Risk Management uses existing legislation as its basis to explore the way in which Local Governments are required to plan for the future. Legislation establishes links between planning objectives, funding and reporting. Many Local Governments adopt processes for their long term planning that go beyond the requirements of legislation. Links are explored between land use planning, policy development and major strategy documents such as asset management and infrastructure plans. Topics covered within the course include putting strategic planning in perspective, the integrated planning and reporting framework, the analysis and consultation process, and formulation and implementation of a strategic plan. Suitable for Elected Members who would like to increase their knowledge and understanding of their role within Local Government. 11 Policy Development Policy Development outlines the process for effective policy development needed by Elected Members to perform their role in Local Government. Being in public life places obligations on Elected Members to understand the wider issues associated with their role so that they meet community expectations whilst operating within legislative and regulatory constraints. Major issues impacting on policy are analysed, interpreted and integrated through the development phase. Topics covered within the course include the need for policy and the development of such to meet Council s statutory responsibility. Relationship to Competency Standards LGADMIN527A - Manage policy development Land Use Planning Land Use Planning is a function of Local Government that places one of the greatest demands upon Elected Members and can be one of the most difficult areas to deal with. Ordinary Council meeting agendas are typically dominated by planning items and often deal with complex issues that may generate a great deal of interest and controversy within the local community. It is important for Elected Members to have a thorough understanding of what the purpose of planning is and how the process of planning is managed in order to meet the expectations of the community. Topics covered include an introduction to land use planning, various roles and responsibilities, types of legislation, regional planning instruments, local planning instruments and community consultation processes. 12 ELECTED MEMBER TRAINING Sustainable Asset Management Sustainable Asset Management has three key messages to assist Elected Members in understanding asset management issues and improving asset management capacity within their organisations. The three key messages are understanding your stewardship responsibilities, knowing what your community can afford and the need to move from annual budgeting to long term planning. Sustainable asset management is the combination of management, physical, financial, economic, engineering and other practices applied to physical assets with the objective of providing the required levels of service in the most cost effective manner. Topics covered within the course include annual budgeting, budgeting constraints, long term financial planning, risk analysis, asset management plans, stewardship, community affordability and sustainable services. ü identify the risks associated with the management of infrastructure assets; ü understand the life cycle costs of infrastructure asset; ü identify the revenue gap; and ü develop a plan for financial sustainability. 31 March, 10 July, 2 October $ (GST exempt) Additional fee applies for assessment, see page 15 Suitable for Elected Members who would like to increase their knowledge and understanding of their role within Local Government. Relationship to Competency Standards WALGAM501A - Sustainable asset management for elected members in Local Government CEO Performance Appraisals CEO Performance Appraisals provides the skills and knowledge required for Elected Members to manage the performance of their Chief Executive Officer. Work allocation and the methods to review performance, reward excellence and provide feedback where there is a need for improvement are also included. This course makes the link between performance management and performance development, and reinforces both functions as a key requirement of an effective CEO. Topics covered within the course include the legal responsibility of Elected Members to review the performance of their CEO, the process involved before and after the review, measuring achievements and setting goals. 13 Manage Conflict Manage Conflict provides the skills to manage conflict within the Council, and between the Local Government and the community and the wider community. This course will enable Elected Members to identify common communication roadblocks, the source of conflicts within Council and develop techniques for resolving conflict situations. Topics covered within the course include understanding and respecting the difference between governance and operational matters, communication and conflict resolution ideas and the development of an action plan to implement better channels of communication. Suitable for Elected Members who would like to increase their knowledge and understanding of their role within Local Government. ü assess the potential for conflict; ü identify existing conflict; ü consider the conflict situation; and ü carry out strategies to resolve conflict. 8 May, 23 September, 6 November $ (GST exempt) Additional fees applies for assessment, see page 15 Relationship to Competency Standards BSBATSIL503C - Manage conflict Professionally Speaking Professionally Speaking (or how to deal with communication minefields everything from media interviews to hostile public meetings) is an interactive workshop specifically designed to get participants battleready and offers practical techniques for handling unfamiliar public speaking situations with confidence and aplomb. While the focus of the session is on demystifying the media and getting the best result from every media opportunity, these skills can also be effectively used in other business settings. Suitable for Elected Members who would like to increase their knowledge and understanding of their role within Local Government. As a result of completing this program, participants should emerge with the essential skills and knowledge to handle a media interview / business or public meeting especially those that are adversarial in nature. 14 ELECTED MEMBER TRAINING Understanding Financial Reports and Budgets Understanding Financial Reports and Budgets uses existing legislation as its basis to explore the way in which Local Governments are required to plan for the future, develop an annual budget and monitor, review and interpret financial reports. The course outlines the linkage between Strategic Planning, Asset Management Planning and Long Term Financial planning so participants gain an understanding of the benefits of undertaking financial forecasting and the impacts key decision making may have on the organisation s financial bottom line. Topics covered within the course include the legislative requirements for Local Government accounting, understanding budget documents, familiarisation with budget processes and discussing accounting terms and financial reports. Suitable for Elected Members who would like to increase their knowledge and understanding of their role within Local Government. As a result of completing this program, participants should be able to understand: ü basic accounting principles and concepts; ü the roles and responsibilities of Council, Councillors and the CEO; ü financial management and the strategic linkages; ü annual budgets; and ü financial management and reporting. 23 March, 30 June, 10 August $ (+GST) Country Training for Regional Councillors DLGC and the WA Local Government Association (WALGA) are working in partnership to provide subsidised training for country Local Government Elected Members. WALGA s Diploma of Local Government (Elected Member) qualification will be used as a framework for the four-day program that aims to build skills and improve governance and decision-making. Courses will include: Serving on Council; Meeting Procedures and Debating; Land Use Planning; and Strategy and Risk Management. The accredited training is being made available through the State Government s Royalties for Regions Country Local Government Fund. Locations and dates of this training will be coordinated with the assistance of Country Zone Representatives, with finalised dates and locations posted on our training website at walgatraining.com.au. 15 52530WA Diploma of Local Government (Elected Member) The Diploma of Local Government (Elected Member) is the highest level of qualification that an Elected Member can obtain through WALGA (RTO 51992). It has been designed specifically to meet the needs of an Elected Member s role in Western Australia. The qualification contains 11 units of competency that form the nationally recognised Diploma of Local Government (Elected Member). The Diploma program has been deliberately constructed to be flexible and enables participants to complete studies via a series of tasks, projects and workplace activities which gather evidence of skills and knowledge. The Diploma program takes a modularised approach to suit a busy work schedule. Participants can undertake courses and associated assessments in any order, which enables them to demonstrate competence as they progress through the qualification. Comparing your skills against the learning outcomes of a training program you would like to be exempted from is a good starting point when deciding to opt for an assessment only pathway. The course will assist Managers and Officers to ensure that they comply with their role as professional advisers under the Local Government Act and familiarises participants with the content of the Local Government Act and its objectives.
