2 Advanced Diploma of Community Sector Management This qualification is ideal for professionals, leaders (Director, Assistant Director, Team Leaders) and educators who are responsible for coordination and management of smaller organisation or sections of larger organisations. These people may work independently and report to executive management or boards of management. They also may undertake a range of functions requiring the application of knowledge and skills to achieve results in line with the organisation s goals and strategic directions. Strong leadership is linked with delivery of quality programs and improved outcomes for children. From January 2012, education and care services were required to implement the National Quality Framework (NQF). Strong and dynamic leadership is vital for the implementation to be successful. This includes sharing leadership responsibilities through organisations using a distributed leadership approach. Critical elements of leading and implementing the NQF are embedded in each module which are grounded in current research with early and middle childhood settings and leadership theories and practice. Working through the modules, leaders will be undertaking practical projects that link with their current practice and the NQF requirements. Entry Requirements To gain entry into CHC60312 Advanced Diploma of Community Sector Management, candidates must: OR 1. Hold a qualification at Diploma level or above relevant to work in the community sector 2. Have sufficient relevant experience and knowledge of community work and/or community services to indicate likely success at this level qualification in a job role involving: The application of skills and knowledge with depth in some area and demonstration of a broad range for technical and other skills; A wide range of tasks and roles in a variety of contexts, with complexity in the range and choices of actions required; The exercise of discretionary judgment and decision making under general guidance. Career Pathways Career pathways include Centre Director, Community Development Manager, Community Services Manager, Community Education Manager, Coordinator, Program Area Manager and Project Manager related occupations. Recognition of Prior Learning In recognition of current experience, learners can apply for Recognition of Prior Learning (RPL) and Credit Transfers. An individual learning plan will be developed for each learner identifying RPL and Credit Transfer options and gap training required. Course Fees This qualification is subsidised under the Government of South Australia s Skills for All initiative. For eligible learners, the total course gap fee is only $990. 3 Course Structure The following pages provide an overview of the Advanced Diploma of Community Sector Management qualification, including assessment requirements. The program will be delivered through tasks that will link with sector requirements and the National Quality Framework for children s services in Australia. In addition, all learners will be applying knowledge learned into practice within existing work environments over the duration of the course. A range of teaching and learning strategies will be used to deliver the competencies. These include practical tasks and projects, group work and practical application in work environments. Intensive modules - we have clustered together leadership modules to support leaders access the qualification with limited release time required. This includes participation in weekly online forums (in your own time) followed by a 2 or 3 day intensive face to face workshops held every 3 months throughout the year for each cluster. These have been scheduled to include a Saturday, reducing the amount of time away from your service (6 working days in total over 12 months). The intensive modules are delivered each term with 4 clusters to be completed over 12 months. There is a strict requirement to attend all of the intensive days and actively participate and complete the weekly online assessment tasks. Online modules - you will need to complete each of the 3 x online modules by the final due date. When you are enrolled into the qualification you will be given a username and password to access the online forums and the online modules and you can complete the 3 x online modules prior to the due date if preferred. Delivery Methods Gowrie SA has integrated all learning and assessment activities, bringing together a number of units that reflect real sector outcomes and processes. As all learners will be in a current leadership role within children s services, the assessments and activities will be linked to requirements in their current role and will support enhancing their application of leadership. A significant aspect of this qualification is implementing concepts explored within the workplace. On the following page are the individual leadership modules and the units of competency which are linked with them. In some cases a unit of competency is split over two modules, requiring the learner to complete both modules before the competency is completed. This course will be delivered through integration with other units of competency and includes assessment of employability skills that are embedded in the training packages. Attendance Requirements To meet assessment requirements of this qualification, you will need to attend all of the intensive days. If there are exceptional circumstances preventing you from attend any of these days, you will need to discuss with your course facilitator.

4 Overview of Individual Leadership Modules Leadership Module Taking Charge of the NQF This module supports leaders to take charge of the NQF in their settings by engaging educators, staff, children and families. It explores structures to support the NQF implementation such as policies and procedures, keeping up to date with new information, implementing government policies, understanding the regulations and legal responsibilities, governance structures, evaluation processes and practices, self assessment and developing your Quality Improvement Plan, and strategic planning models for long-term planning for service. It combines online and face to face workshop components. Leading and Managing Change This module focuses on key theories and models of leadership to support implementation of the NQF. Concepts explored include leadership in children s services settings, leadership styles, organisational culture, leadership capabilities, managing change, planning for engagement and participation of staff teams, developing vision and service philosophy, innovation and continuous improvement and engaging the community through shared ownership and understanding - key requirements of the National Quality Framework. Educational Leadership for the NQF This module explores outcomes for children and the role of educational leaders, engaging educators and working within the vision and philosophy of the service, exploring image of the child, professional standards, systems of mentoring and coaching educators, exploring the learning frameworks beyond quick implementation, leading programs and pedagogy, leading learning communities and assessment and documentation including authentic assessment, reflection, critiquing practice and exploring dilemma stories. 5 Leadership Module Links to Units of Competency Working with People (Human Resources) This module explores building the professional identity of your organisation, selecting a workforce that fits with your organisation s philosophy, vision and ethics, developing HR systems including models of best practice, HR policies, awards and conditions, job and person specifications, induction and orientation processes, staff appraisal systems, exploring issues of power, influence and conflict, analysing and managing conflict and performance management including work performance plans, performance counselling and terminating staff. CHCORG605A - Manage HR in a Community Sector Organisation CHCORG607D - Manage Workplace Issues Professionalism for the NQF This module explores professionalism, developing a professional culture and identity, leading with integrity, understanding accountability, critical analysis of situations, ethical leadership, codes of conduct, complexities of ethical issues and the need for analysis, professional culture and critical reflection. CHCC502C - Maintain Legal and Ethical Work Practice Leading Inclusion for the NQF This module explores equity and ethics, a rights based approach, social justice and disadvantage, vulnerable families, culture and context, multiple perspectives, understanding the impact of dominant culture and supporting educators and teams to critically analyse experiences of children and families in their settings. Managing Finances, Accounts and Resources This online self-paced module can be undertaken at any time and at your own pace. It explores developing and monitoring budgets linked with service outcomes, utilisation, setting parent fees, managing financial systems including analysis and reporting against budgets, managing the use of funds, developing and recommending options for managing financial implications of the NQF requirements, developing and implementing proposals and monitoring resources, property and equipment. This module does not formally link with a unit of competency, however it is considered a key module to support leading an education and care services in the NQF. CHCADMIN 604B - Manage the Finances, Accounts and Resources of an Organisation Manage Workplace WHS Processes This online self-paced module can be undertaken at any time and at your own pace. It explores Occupational, Health and Safety systems, records and information management, managing WHS risks, responding to WHS training needs of staff and developing and managing an WHS continuous improvement processes. Manage Risk for the NQF This online self-paced module can be undertaken at any time and at your own pace. It explores reviewing organisational processes, procedures and compliance requirements for undertaking risk management, analysing risks and developing strategies and action plans to respond to, prevent or lessen the impact of risks. HLTWHS501A - Manage Workplace WHS Processes BSBRSK501A - Manage Risk

6 Leadership Module Use Research to Advance Policy and Practice This self-paced action research project can only be undertaken if you are booked into or have completed other leadership modules. The project is supported by a 3 hour workshop or webinar. The Action Research project is linked with the theory and practice of leadership and supports the practical elements of implementing leadership learning. It explores the identification and evaluation of current trends, research and evidence based practice in children s services settings. It supports leaders to use evidence from research and evaluation to identify areas for change and to develop a strategy for achieving best practice outcomes. Links to Units of Competency CHCPOL701B - Use Research Evidence to Advance Policy and Practice Assessment The expected completion time through part time study is 12 months. Some assessments will be conducted during the workshops, through practical work application, online forums and modules or any combination of these. At the end of each module learners need to submit their Assessment Workbook and any additional assessment tasks for assessing. Support will be provided at the face to face sessions, as well as via phone and to support learners throughout the course. Study Skills Support All Gowrie SA learners undertaking qualifications have access to a free Study Skills session offered as a 3 hour workshop or webinar. Dates are scheduled throughout the year and learners can choose a date that suits. This session is not compulsory, however it aims to support learners in undertaking research, writing assignments and completing assessments.
