The handbk includes an explanatin f the different levels f Pstgraduate Educatin, infrmatin n accessing funding and the applicatin prcess. 4 Pstgraduate Educatin Pstgraduate Educatin is a frmal educatin prgramme within a university r apprved tertiary prvider. The educatin prgramme leads t cmpletin f a qualificatin at Level 8 r 9 n the New Zealand Qualificatins Framewrk such as a Bachelr f Nursing (BN) (Hns), Pstgraduate certificate, Pstgraduate diplma r Masters Degree. The funding cvers curse fees and release time fr studies and in sme cases subsidy twards travel and accmmdatin csts. The aim f this handbk is t assist with meeting the requirements f HWNZ and minimise barriers t nurses entering Pstgraduate Educatin. It als prvides sme infrmatin abut the supprt fr prfessinal develpment and Pstgraduate Educatin pprtunities Pstgraduate Educatin made easy There is a difference between the qualificatins and peple ften get cnfused abut them and the pints values allcated t them. It is imprtant t understand hw pints cntribute t a full qualificatin because yu cannt be funded t study a single paper. Each Pstgraduate qualificatin fr nurses has been apprved by the relevant educatin bdy and the Nursing Cuncil f NZ. Each qualificatin and paper has a credit value assigned t it with each credit equating t apprximately 10 hurs f learning time. Bachelr f Nursing (Hns): T enter this prgramme yu need t have cmpleted a Bachelr f Nursing frm the enrlled tertiary prvider with an average grade f B r ther equivalent degree apprved by the Head f Schl. 5 Pstgraduate Certificate: This is made up f 60 credits and is ften the first step in a study prgram and can prvide the basis fr further Pstgraduate study. It is usually cmpleted in ne t tw years studying part time. The Pstgraduate Certificate requires a minimum f 60 credits at level 8. It serves as a qualificatin recgnising cntinuing prfessinal develpment in the same area as the candidate's riginal degree r relevant skills and knwledge acquired thrugh apprpriate wrk r prfessinal experience. Pstgraduate Diplma: This requires a minimum f 120 credits with a minimum f 72 credits frm level 8. It is usually cmpleted ver fur years studying part time. A persn wh hlds a Pstgraduate Diplma may, in sme cases, be enrlled fr a Masters Degree r a Dctral Degree. Masters Degree: This usually requires at least 240 credits and must cmprise a minimum f 40 credits at level 9 with the remainder at level 8. Prviders f curses leading t a Masters qualificatin are respnsible fr establishing entry requirements. HWNZ funding als prvides eligibility t nn-nursing Cuncil f New Zealand (NCNZ) apprved curses that can be credited twards a NCNZ apprved Masters. This needs discussin and apprval by the crdinatr f Pst graduate funding and frm the tertiary prvider. Pstgraduate Certificate 60 credits G O A L Pstgraduate Diplma/ BN (Hns) 120 credits G O A L Masters 240 credits G O A L In rder t receive HWNZ funding, the Masters Prgramme must be endrsed and apprved by the Nursing Cuncil f New Zealand and can be checked n their website Time: Pstgraduate educatin requires cmmitted time t study and needs t be incrprated int family and wrk cmmitments. While mst emplyers are cmmitted t supprting staff thrugh this, the dedicated study time is the student s respnsibility. First time students shuld cnsider undertaking nly ne paper per semester and each semester lasts apprximately weeks. A rugh estimate f the time cmmitment is abut hurs per week (average f lectures, tutrials, private study) fr a 30 pint paper. Career Pathway: It is imprtant t cnsider hw pstgraduate study fits int prfessinal develpment and career plans. Als which educatinal prgramme will fit int develping practice rles and specialities and imprving patient care. Applicants need t discuss this with their manager, Nurse Leader, Directr f Nursing, Nurse Educatr, r HWNZ crdinatr. Mst f the tertiary prviders can discuss career pathways and the educatin needed t develp particular rles. As part f the applicatin prcess HWNZ require each applicant t have a career plan in place. 5

6 Chsing a Tertiary Prvider Which tertiary prvider? What paper/qualificatin? Each student may have a preference fr the prvider they want t enrl with hwever cnsideratin needs t be given t whether r nt they ffer the range f papers required fr a chsen career pathway. Anther cnsideratin is the amunt f travelling that may be required as this cannt always be funded. 8 Eligibility Criteria against HWNZ Requirements The fllwing criteria must be met t be eligible fr HWNZ funding Registered as a nurse r a nurse practitiner under the Health Prfessinals Cmpetency Assurance Act (2003) and hld a current annual practicing certificate with n restrictins n it that wuld negatively impact n yur ability t participate in the prgramme. Have undertaken persnal practice develpment and have a career plan in place A NZ citizen r hld a NZ residency permit as cnferred by the NZ Immigratin Service. Evidence f supprt t meet educatin requirements by current emplyer- including having had discussin and/r sign ff with yur clinical nurse manager, nurse leader r line manager. Currently emplyed in a permanent psitin as a registered nurse by a health service that is funded by the DHB r Ministry f Health frm Vte Health. Meet entry criteria required by the educatin prvider Supprt during the paper Tertiary Prvider supprt: The tertiary prviders have student learning centres which are available t assist the students in their studies. Libraries usually have facilities and teaching sessins n hw t search fr literature. Students can als cntact the paper c-rdinatrs/lecturers directly fr assistance. Clinical mentring: HWNZ prvide funding fr clinical mentring if it is required by the particular educatin prgramme being undertaken, fr example, a prescribing practicum. The tertiary institutins will have specific guidelines and prcesses fr this s in the first instance please discuss it with them. As per the HWNZ Pstgraduate Nursing Training Specificatins, Clinical Mentring is defined as the prvisin f teaching, caching and mentring t supprt the trainee t integrate their learning int the practice setting. Clinical Mentring will be prvided when required by the particular training prgramme being undertaken by the trainee r identified by the prgramme c-rdinatr. Assignment writing: This seems t be an issue fr peple as assignments are usually the methd f assessment. Again, the universities ffer help in this area and bth the University f Auckland and Wintec ffer assignment writing and library search sessins in Tauranga at the beginning f each year. Students are encuraged t attend these. Organisatinal supprt: It is imprtant that there is managerial supprt fr study as students must be released fr curse study days which have been indicated n the applicatin frm. Fr BOPDHB emplyees nly study leave details can be fund at Other students: It may be invaluable t get cntact details frm the ther students undertaking the same papers and may be helpful t cnsider having yur wn infrmal study grup just discussing assignments r studying tgether is a gd way t supprt each ther. Other funding there are a number f ther funding streams available fr thse that meet the criteria 8

9 Mari & Pacific Island Nurses: There is separate funding available fr yu aimed at prviding mentring, cultural supervisin and cultural develpment activities. Please indicate n yur applicatin frm if yu wish t apply fr this supprt Travel & Accmmdatin Subsidy: There is funding available t help subsidise travel and accmmdatin csts ONLY when the curse is mre than 100km (ne way) frm yur usual place f wrk t the agreed training prvider lcatin. HWNZ travel funding is limited and may nt always be available depending n the numbers f students wh chse t study ut f the district. Further infrmatin will be available t thse wh are successful in their funding applicatin hwever yu may need t pay yur wn travel and accmmdatin csts. Library: (Tauranga & Whakatane Hspital). Library resurces are available at the BOPDHB library fr BOPDHB emplyees. Enrlment with a tertiary prvider ensures yu have access t a large number f electrnic/jurnal databases. If yu get a chance t attend a sessin n searching a data base attend it it is very helpful and can markedly reduce the time yu need t spend n the cmputer. 9

10 The fllwing sectin utlines the applicatin prcess and the steps t take. It is split int tw parts, firstly the applicatin fr cnsideratin fr HWNZ funding and secndly, the prcess t enrl with the tertiary prvider. Sectin 1: Applying t BOPDHB fr HWNZ funding This part f the prcess is nly dne ONCE each year and includes papers fr the whle academic year nt just the first semester Step 1 Check yur eligibility against the HWNZ criteria (page 8) Step 2 Discuss with the apprpriate persn/s cnfirming that they will supprt yur applicatin Discuss the apprpriate paper/prgramme chices fr yu in relatin t yur scpe f practice, rle and career plan Cmplete a career plan If a BOPDHB emplyee cmplete a prtfli - Prfessinal Develpment and Recgnitin Prgramme (PDRP) Please discuss the cmmitment with yur family as their patience and supprt will be needed. Step 3 Step 4 BOPDHB applicatin frm. This is available n line thrugh the BOPDHB website fr external applicants and n OnePlace fr DHB emplyees. All sectins n this frm must be cmpleted. Any incmplete frms will be returned t the applicant. Cmplete applicatin frm. Once the applicatin frm has been cmpleted, yu need t it t me alng with yur career plan. Applicatins fr cnsideratin fr HWNZ funding fr 2016 clse n 15 th Octber Even if yu have received apprval fr funding fr the current academic year yu must still apply fr the next academic year. The funding is allcated fr that year s study nly. Step 5 Once the clse ff date has arrived, all applicatins will be reviewed t ensure frms have been apprpriately filled ut and apprved by yur manager. A Reminder: All sectins f the frm must be cmpleted. We are unable t prcess yur applicatin unless this is dne. Please be aware that the infrmatin cllected may be needed in rder t cmplete reprts required fr submissin t HWNZ as part f ur cntract with them. Late Applicatins: In the first instance late applicatins will nt be cnsidered fr apprval. Hwever, they may becme part f a waiting list which can be used t fill vacated places in the prgram. Step 6 Once a decisin n funding has been made letters will be sent t all thse wh applied fr cnsideratin advising them whether their applicatin has been successful r nt. 10

11 Sectin 2: Enrlling with the Tertiary Prvider Step 7 If yur HWNZ funding applicatin is successful, yu must then enrl with the tertiary prvider IMMEDIATELY. Check their websites fr enrlment dates and requirements fr supprting dcumentatin. This is especially imprtant if yu are a first time student as ften the enrlment clsing date is in the first week f December. Be aware that sme universities require yu t accept an ffer f a place as part f the enrlment prcess. Remember als that yu need t enrl in a qualificatin whether a BN (Hns), Pstgraduate certificate, Pstgraduate diplma r Masters Degree. HWNZ require that an utcme f funding is a qualificatin. 13 Nte: In sme cases where yur funding has been apprved, the tertiary prvider will send the invice directly t the Nurse C-rdinatr - Pstgraduate Educatin fr payment - this is undertaken as part f their Student Fees Paid by Third Party prcess. NOTE: Any reimbursement that needs t be undertaken will be paid thrugh the BOPDHB payrll system within the next pay perid fr DHB emplyees and thrugh the DHB accunts system fr external applicants. It is the applicant s respnsibility t access and fill in a BOPDHB expense claim frm with the required infrmatin and dcumentatin and send it fr prcessing t the Nurse Crdinatr Pst Graduate Educatin. The funding must be used t prvide prgrammes that meet priritised wrkfrce needs, identified in Strategic Plans, the DHB Wrkfrce Actin Plan and gvernment health pririties. There is sme ring-fenced funding available specifically fr rural health and primary health care. It is expected that utcmes frm the funding include cmpletin f a Pstgraduate qualificatin, applicatin f advancing nursing practice and imprved cntributin t client and/r service utcmes. The data is then entered int the HWNZ spreadsheet and funding apprved based n this infrmatin What happens if my applicatin is unsuccessful? If yur applicatin is unsuccessful yu may initiate the appeal prcess by making cntact with the Nurse C-rdinatr Pstgraduate Educatin. This needs t be dne in writing. In sme cases yu will be placed n a waiting list fr funding that may becme available. 16

We are fixed in ur cntract with HWNZ and ften changing papers has an impact n this. The New Zealand Nursing Cuncil is required by law (Health Practitiners Cmpetence Assurance Act, 2003) t ensure the cmpetency f nurses t prtect public safety. The Cuncil has develped the Cntinuing Cmpetence Framewrk and audit system t mnitr the cntinuing cmpetence f nurses n applicatin fr a practising certificate.
