5 ABOUT US BCHG owns and manages 2,050 homes including general needs, supported and sheltered accommodation. We have for many years provided a diverse range of services aligned to our core housing offer. Today, we provide these services to over 13,000 customers across the Black Country and Birmingham and deliver: residential and domiciliary care; employment services; repairs and home improvements; amongst other activities. 7 JOB PROFILE Black Country Housing Group RESPONSIBLE TO: Chief Executive RESPONSIBLE FOR: Head of Finance and Finance Team ROLE SUMMARY: - To support Chief Executive in developing the strategic issues of BCHG and implementing the Strategic Pan. - To deliver a high quality finance service and ensure long-term viability of the Group. - Ensure a highly effective Audit function Key areas of responsibility: Strategic Leadership: - Support the Board and the Chief Executive in achieving business plan targets and strategic plan delivery; - Lead all colleagues within the directorate to ensure they provide excellent services; - Contribute fully to the development and promotion of the organisation s vision and values, which reflect and support the organisational culture of BCHG; - Contribute to corporate decision making through the Executive and Leadership Team to formulate policy for business growth; - Keep up-to-date with all legal, regulatory and policy developments, assessing risk implications for BCHG and advising the Executive and Board accordingly; - Ensure excellent relationships with customers, other stakeholders and partners; - Ensure effective financial management and delivery of financial targets in areas within the directorate; - Promote and represent BCHG at local and national meetings with housing and other related organisations; - Financially appraise and assess risk for all new business ventures; and Ensure that BCHG s growth objectives are achieved. Finance - To ensure the delivery of the Financial Strategy ensuring delivery of the Group s Strategic Plan, and a commercial return on activities. - To ensure the long-term financial viability of the Group, including the annual production of a longterm Financial Plan with appropriate scenario planning and stress testing. - To oversee the Group s treasury management activities ensuring effective cash flow management, appropriate loan portfolio and full compliance with loan contracts. 7
8 Finance: - To develop the Group s Treasury Policy and develop an annual Treasury Strategy, ensuring funding strategy is appropriate to support business growth. - To lead the delivery of VFM at BCHG through the VFM strategy, leadership through the management, reporting on actual performance achieved. - To prepare an annual budget for Board approval, consistent with the Financial Plan and that delivers VFM. - To prepare annual statutory accounts for Board approval, ensuring compliance with regulatory requirements, financial reporting standards and SORP. - To prepare clear, timely, accurate management accounts and performance information for Board and colleagues. - To ensure compliance with all regulatory requirements relating to financial viability and VFM, reporting as appropriate to BCHG Board. - To maintain an effective system of internal controls including developing appropriate Financial Regulations. - To ensure the Group s policies and procedures are adhered to, with particular reference to Probity and Integrity. - To ensure robust financial appraisal and risk assessment of all new business ventures, supporting colleagues when appropriate. - To ensure effective banking arrangements are in place. - To ensure appropriate insurance is in place to mitigate risk to the Group s income and assets. - To lead the Finance Team in the provision of a high quality service to internal customers. - To provide effective support to the Board to enable members to fulfil their regulatory obligations and ensure the success of the organisation. Audit To ensure the timely and accurate completion of statutory and regulatory returns. - To lead on the servicing of BCHG s Audit & Risk Committee, supporting the Committee in its assurance to BCHG Board. - To ensure a highly effective external audit service is in place. - To ensure a highly effective internal audit service is in place, developing internal audit programmes linked to business risk. Partnerships - - To oversee the provision of a high quality finance service to BCHG s partners, providing the strategic lead to the Boards and Executive of those partners. - To develop further opportunities to sell BCHG s finance service to other local organisations. 8

12 PRINCIPAL TERMS AND CONDITIONS Position: Salary and Package: Circa 80,000 per annum. Access to a Defined Contribution Pension Scheme with employer contributions, or Defined Benefit (Career Average 1/80 th ) Pension with the Social Housing Pension Scheme. Holiday Entitlement: 31 days holiday per annum plus bank holidays and 1 concessionary days or equivalent. Working Hours: Normal hours of work are 35 hours per week based around the normal business working week. However, due to the nature and seniority of this post, there is a requirement for flexibility in meeting the full responsibilities of the post. Location: Your normal place of work will be our head office at Black Country Housing Group, 134 High Street, Blackheath, West Midlands, B65 0EE. However given the seniority of the role, travel across all our operating areas and occasional national travel is also expected. 12
13 KEY DATES AND THE SELECTION PROCESS Black Country Housing Group Closing date: Monday 23 May at 12 noon First interviews: Wednesday 8 June 2016 First interviews with Campbell Tickell and an opportunity for a 1:1 with the BCHG Chief Executive on the same day. Testing and information gathering: Friday 10 Monday 20 June 2016 Testing, a psychometric and written test, both of which can be completed remotely. Final interviews: Thursday 23 June 2016 Final interviews with the BCHG Chief Executive and three members of the Board. 13
