1 Marine Institute Job Description Position Contract Service Group Location Team Leader, Software Development Indefinite Duration Ocean Science and Information Services (OSIS) Rinville, Oranmore, Co Galway Brief description of the Marine Institute: The Marine Institute is a non commercial semi-state body, which was formally established by statute (Marine Institute Act, 1991) in October Under the Act, the Marine Institute was given the responsibility: to undertake, to co-ordinate, to promote and to assist in marine research and development and to provide such services related to marine research and development, that in the opinion of the Institute will promote economic development and create employment and protect the marine environment. The Marine Institute is the national agency responsible for marine research, technology, development and innovation (RTDI). The Marine Institute seeks to assess and realise the economic potential of Ireland s 220 million acre marine resource; promote the sustainable development of marine industry through strategic funding programmes and scientific services; and safeguard the marine environment through research and environmental monitoring. The Institute works in conjunction with the Department of Agriculture, Food and Marine (DAFM) and a network of other Government Departments, semi-state agencies, national and international marine partners. The vision of the Marine Institute is a thriving maritime economy in harmony with the ecosystem and supported by the delivery of excellence in our services In order to achieve this vision, the MI have six service areas; (1) Ocean Science and Information Services, (2) Marine Environment & Food Safety Services, (3) Fisheries Ecosystems Advisory Services, (4) Irish Maritime Development Office, (5) Office of the CEO and (6) Corporate Services. 2 sets out a roadmap for the Irish Government s vision, high level goals and integrated actions across policy, governance and business to enable our marine potential to be realised. Goal 2 of HOOW focuses on healthy marine ecosystems and specifically; to protect and conserve our rich marine biodiversity and ecosystems; manage our living and non-living resources in harmony with the ecosystem; implement and comply with environmental legislation (see Description of Ocean Science and Information Services (OSIS): The mission of OSIS is To provide scientific, operational and analytical support and services to strategic RTDI and statutory monitoring programmes (at national and international level) to promote and support the sustainable development of Ireland s marine resources Ocean Science and Information Services incorporates: Information Services & Development Advanced Mapping Services Research Vessel Operations Oceanographic Services Research Infrastructures Operational elements of Discovery R&D Programmes including Advanced Technology Ocean Energy Information Services & Development (IS&D) Information Services & Development (IS&D) is responsible for the co-ordination of data activities and the provision of information technology. Information Services & Development section provides coordination and direction for ICT and data technologies and process development. IS&D are made up of three teams: Application (Software) Development and Deployment The Application Development team manages software development, systems integration and software customisation and deployment in support of Marine Institute operational and research activities. This includes developing software to assist scientific process, web applications to publish information online and customisation and integration of off-the-shelf software or online services. The team also carries out an advisory role with regard to software and services. Data Management The Data Management team provides guidance and support to promote best-practice management of the Institute s scientific data assets. This includes storing data, facilitating access to data through catalogues and data services, and supporting subsequent data analysis. A key focus of the team is to support the wider national marine community by making the Institute s data available to as wide an audience as possible. IT Operations and Systems This team continually develops the Institute s ICT infrastructure to ensure it operates in a reliable HR/JD/OSIS/Team Leader Software Development/June 2015 Page 2 of 6
3 and efficient manner and that it has the capacity to support changing requirements for operational and advanced research activities. Key Related Projects and Activities HABS 2 Data System This will be the second version of the HABS (Harmful Algae Blooms) system. It supports the HABs laboratory processes, including integration of new processes, allowing mobile device data input, and the publication of online reports to advise the aquaculture industry of the current status for each area. The project will upgrade the technologies being used and will make the HABs processes more efficient and responsive with the resulting information more accessible to key stakeholders. Marine Observations A range of marine sensors are deployed around the Irish coast to collect oceanographic data such as wave heights, sea level, wind speeds etc. which are used for safety, surveying, research and general public information purposes. This data needs to be collected, communicated, stored and made available online in usable format. A number of projects to extend the coverage and capability of sensor data acquisition, management and publishing are planned. Web and Online Services Development Online publication of scientific information and data are a key part of the Institute s role. The Application Development team s role includes developing and maintaining services to deliver information and data to our stakeholders including the Institute s main website at with a range of existing and planned programme or project-specific websites, online applications and data services. Organisational Support Applications A number of applications are developed and maintained to support efficient organisation function, including the intranet, extranet, facilities management, a service desk ticketing system, financial and HR systems, CRM, etc. which are continually being added to, customised and / or supported by the Institute s Application Development team. International & Research Projects IS & D has an active role in supporting and developing new research and service-development projects funded through national, EU and commercial funding. These include EU Horizon 2020 framework projects, projects to support EU Directives and applied R&D projects to support national marine development. Summary of the Role: HR/JD/OSIS/Team Leader Software Development/June 2015 Page 3 of 6
4 The Team Leader will be responsible for building on the capacity existing in the Marine Institute Application Development team, notably developing and supporting software to assist Institute operational programmes (Fisheries & Ecosystem, Marine Environment, Aquaculture, Oceanographic, Mapping, Advanced Technology), organisational systems (Facilities, Finance, HR), and research projects and research management (e.g. project websites, online information services, document management, etc.). The Team Leader will be responsible for managing and developing the capability and effectiveness of the Application Development team. This includes defining effective processes, prioritising and scheduling work, managing the delivery of development projects, coordinating software support and maintenance including through 3 rd parties, and ensuring ongoing training and development of the Application Development team. This role will involve working closely with the teams in the Ocean Science and Information Services service area, and extensive liaison with groups across the Institute with a highly collaborative approach required for scientific software development in particular. Principal Tasks: Principal Tasks Management of the Application Development team within the Information Services & Development team structure. Definition and coordination of the Software Development lifecycle for Marine Institute software development and systems integration projects, from User Requirements through to Production Release and Support. Delivery of controlled software releases in line with agreed schedules. Put in place structures to ensure the ongoing quality of operational software and to minimise the maintenance overheads. Ongoing Support and Maintenance of Marine Institute software systems. Problem Solving and Customer Support including advice on software best practice and options. Collaboration with Strategic IT Partners, including service procurement and contract management where applicable. Continuous process improvement and capability development within the Applications Development Team. Input to the Technical Direction of software systems both within the Marine Institute and externally with partners. Reporting Structure: The individual will report to the Marine Institute Section Manager for Information Systems and Development. 5 Members of the Application Development Team will report to the Team Leader. Other contacts include Institute Directors, managers and OSIS team members, and staff across the organisation, external contacts with the Dept. Agriculture, Food and Marine and across a variety of partner organisations. Education, Professional or Technical Qualifications, Knowledge, Skills, Aptitudes, Experience, and Training Essential: A degree or equivalent in computer science, engineering, or related software development discipline. At least 3-years experience working in a structured software development environment including with technologies such as:.net programming, C# and ASP.Net, MVC, HTML5, Javascript, XML, XSL, Team Foundation Server or alternative, enterprise database management solutions e.g. MS SQL Server or alternative. A proven ability to manage people, projects and budgets. Some experience of developing reporting, data visualisation or other analytical capabilities. Demonstrable experience in the following: - Business analysis and requirements gathering - Oversight and delivery of software project outputs - Software development process - Customer support and problem management - Experience in working as part of a team Effectively communicate with other teams and organisations. Proven collaborative skills including team working and wider project outreach and networking. The ability to work unsupervised with demonstrated ability to use initiative. The ability to communicate effectively both in writing and verbally at all levels. Desirable: Project management experience, particularly for development projects. Knowledge of multiple software development processes including Agile. Responsive web application / mobile app development experience. Some experience with cloud technologies would be very beneficial. Knowledge of DevOps tools and processes. Exposure to data from scientific / environmental sources would be very useful including from sensors, numerical models, remote sensing, and other base map data sources. Some experience developing map-based applications (use of GIS or related web services would be particularly relevant). A post graduate qualification in computer science or related, data analytics, GIS, earth science, or oceanography post graduate qualification with data analytics work experience would be particularly beneficial. 6 Solutions-oriented with good initiative and problem-solving ability. An ability to work in an organised manner and progress work independently. Ability to organise and motivate a team to achieve common goals. Good interpersonal skills, with ability to positively interact with a wide range of personality types and at different organisational levels. Ability to effectively communicate results of teamwork in written and audio-visual formats. Ability to travel for stakeholder engagement and external project meetings. Salary: Remuneration is in accordance with the Public Sector, Department of Finance approved Salary Scale for the Team Leader (Engineer II grade) with a salary of 58,765 per annum pro-rated with time worked. You will become a member of the Single Public Service Pension Scheme. Annual Leave: Annual leave entitlement for a Team Leader is 27 working days per annum pro-rated to reflect time worked. Annual leave entitlements are exclusive of Public Holidays. All leave must be approved in advance in line with Marine Institute leave policies, by your manager or their authorised representative. Duration of Contract: The successful candidate will be issued with a contract of indefinite duration following satisfactory completion of a 12 month probation period.
