3 Guidance Notes for Internal Applicants Please complete the internal application form to apply for this vacancy. The person specification outlines the skills, knowledge, experience, and qualifications etc, which are either essential or desirable. Please read the job description and person specification very carefully so that you know what the job involves and match your skills, abilities and knowledge to it. Should you wish to apply for this position via a secondment arrangement you must obtain written agreement from your current line manager. The procedure after the closing date for applications has passed is as follows:- Human Resources ensure that all application forms are sent (without the equal opportunities monitoring forms) to the appropriate line manager within the recruiting department to shortlist. The short-listing will be based on the information provided in the application form and any supplementary documents provided. Each applicant is assessed against the criteria for appointment. The short-listed candidates will be contacted and asked to attend for interview. They will be advised of any special arrangements such as tests or presentations for the interview day. Candidates will be advised of the result as soon as is practicable after the interview. Wherever possible the Council will use correspondence as part of the recruitment process.

4 ICT Business Service Website Development Officer Grade G Permanent contract, 37 hours per week Working within the applications development and integration team, we are looking for a website professional with flare and a proven track record of website development and implementation. The successful applicant will deliver transactional and engaging on-line services to a local government customer base. Working on a variety of projects across all three Councils, you will be a member of a web team also seeking opportunities to harmonise platforms, content management systems and web technologies. As such we are seeking in-depth web design and technical skills encompassing both client and server side development. Local Government knowledge and an understanding of the wide range of services offered by the three Councils would be beneficial. 5 Cherwell District Council, South Northamptonshire Council and Stratford-on-Avon District Council Job Title: JOB DESCRIPTION Website Development Officer Service: ICT Business Service Directorate: Post No: ICT215 Grade: G Responsible to: Senior Web Development Officer Responsible for: N/A Key Objectives: To design and develop the Council s corporate websites and associated intranets with a focus on transactional functionality and engaging content. To design and develop web applications to assist service provision for the public, or as corporate applications to assist internal service delivery. To co-ordinate the provision and delivery of web content through distributed content editors and publishers via the Council s Content Management System. Principal Duties and Responsibilities: This job description is no exhaustive and the postholder may be asked to carry out other tasks and duties as directed by their line manager. To design and develop the main corporate website together with the Council s tourism website the staff intranet, elected members intranet, parish/town council websites and other corporate or partner websites as may arise. To develop web applications to provide transactional services and engaging content, including appropriate interfaces with back office applications and databases. These may either serve the public and website users directly, or act as corporate tools to assist internal service delivery. To develop websites in accordance with the ICT and Business Development Strategy, web accessibility guidelines, the corporate identity and other recognised best practice. To integrate third party content and feeds into the Council s websites and likewise push content externally into social media channels and other sources were appropriate. To support managers in the development of website content to enable online service delivery. Including the training and support of staff nominated as content editors and publishers, and support of the Council s Content Management System. 6 Attend, contribute to, co-ordinate and where appropriate, chair relevant project meetings. 7 Be aware of your responsibilities in terms of health and safety, including identifying at your appraisal, appropriate health and safety training. 8 To ensure that you approach your duties taking into consideration the principles of Best Value. 9 To undertake any other duties, appropriate to post and grade, as may be assigned to you.

6 PERSON SPECIFICATION Education and Qualifications 1 2 Experience and Abilities 3 Knowledge and skills Aptitude and Disposition Essential 5 GCSEs A-C grade (or equivalent) including Maths & English. Relevant Further/Higher Education qualification Or Substantial experience in lieu of the above, which demonstrates a successful and professional approach to web development and project implementation (See Knowledge and Skills requirements). Minimum of 2 year s experience in a professional web development capacity. Ability to assess and apply the most appropriate web technology solution to a particular task or project. Understanding and implementation of W3C web accessibility usability guidelines. In-depth knowledge of web development languages and tools including HTML, CSS, XML, JavaScript and JQuery. Complimented by relevant server side scripting and development languages in a Windows Server/IIS environment. Knowledge of relational databases, particularly MS SQL Server. A strong commitment to keep abreast of new technologies. Ability to organise workload, working to targets and deadlines. Problem solving and ability to communicate solutions at all levels. Working both on own initiative as well as a proactive team member. Desirable 1 Relevant Degree Knowledge of the local government environment and service provision. Any development experience in a ColdFusion environment would be particularly desirable. Exposure/use of the.net development environment.
