1 Job description Job title : Head of Corporate Policy and Strategy Salary : Band 5 Accountable to : Director of Policy, Strategy & Communications Accountable for : Quality and Corporate Governance Manager Contract : Permanent Location : 151 Buckingham Palace Road, London SW1W 9SZ Introduction The Human Tissue Authority (HTA) is the national independent regulator for organisations that remove, store and use tissue for research, medical treatment, post-mortem examination, teaching and display in public. We also give approval for organ and bone marrow donations from living people. With the interests of the public and those we regulate at the centre of our work, we aim to maintain confidence by ensuring that human tissue is used safely and ethically, with proper consent. Established under the Human Tissue Act (2004), we are an Executive Non- Departmental Public Body (ENDPB) sponsored by the Department of Health. The Authority s Chair and members are appointed by the Secretary of State for Health. The Chair and half of the members are lay, with the remainder being professionals drawn from some of the groups who are affected by the legislation. The Authority is supported by an Executive team of 46 staff. Job purpose Working closely with the Director of Policy, Strategy and Communications, this key role within the Policy, Strategy and Communications Directorate has three main dimensions:

2 Policy To lead the development and implementation of a new policy framework for the HTA, for both corporate and regulatory policy. To lead the development of corporate policy; to work with others to develop policies which set out how the HTA interprets its legislative role, in particular relating to consent in organ donation, and to lead the project to implement the HTA s revised standards and Codes of Practice. Strategic and business planning To act as secretary to the Human Tissue Authority s governing body (the Authority). To work with the Senior Management Team (SMT) and the Authority to develop the HTA s strategic plan. To oversee the continuous development of the corporate business plan and to ensure performance against the plan is monitored in line with the requirements of multiple stakeholders. To oversee the secretariat function for the HTA s Management Group, which is delivered by the Quality and Corporate Governance Manager. Quality improvement To oversee the HTA s quality management, working with others across the HTA to review regulatory policies and ensuring that they are up-to-date and fit for purpose. Communications and working relationships External contacts Transplant community; licensed sectors; Department of Health and other central government departments; other health service regulators; professional bodies and patient organisation; EU contacts including the European Commission; other regulators operating in relevant fields; devolved assemblies and other key stakeholders; general public. Internal contacts Policy, Strategy and Communications Directorate, colleagues across the HTA, in particular in Regulation Directorate, SMT and Authority Members.

3 Key tasks and responsibilities To lead, manage and motivate staff; both the Quality and Corporate Governance Manager and matrix managed staff, with effective objective setting and performance management, including regular one to one meetings, appraisals and training; ensure delivery of evidence based, high quality, influential policy advice and submissions and deputise for the Director as appropriate. To work with others across the HTA to develop a wide range of regulatory policies and procedures, reviewing systems and processes and initiating improvements. To lead the project to implement the HTA s revised standards and Codes of Practice to ensure high levels of awareness and compliance across the relevant sectors.. To lead for the HTA on the various Government initiatives on burden reduction and growth. To respond to policy issues and consultations from other organisations, including the Department of Health and other government departments, health regulators, professional bodies and other stakeholders. To keep abreast of developments, including proposals for new legalisation, domestically and at EU level, and evaluate and advise on any strategic implications for the HTA. To represent the HTA at external meetings with key stakeholders and policy makers, including giving clear, professional presentations to a range of audiences. To provide a secretariat service to the Authority and manage Authority business, liaising with the Director and others to forward plan Authority meetings and develop agendas for forthcoming meetings; prepare and manage the presentation of papers and the handling of Authority business, ensuring due process and decision making; ensure papers are dispatched in a timely manner; take minutes and follow up action points; provide briefings for the Chair; maintain a calendar of forthcoming business and liaise with the SMT, staff and members to ensure the smooth running of Authority business; administer appointments; maintain the register of interests.

4 To work with the CEO, Directors and Members to develop the HTA s strategic plan, keeping it under review and reporting annually on progress in delivering the organisation s strategic objectives; to work with the CEO and Directors to maintain and develop the business plan, and manage the process of monitoring and reporting on progress and delivery of key operational and strategic objectives and operational risk, including reporting to DH on progress against the business plan. To lead on, and be the central point of contact for, all Freedom of Information Act 2000 requests received by the HTA. To participate in the effective leadership of the directorate and contribute to the development, implementation and delivery of the directorate business plan. To take responsibility for budgets as appropriate.

5 Person specification Criteria Education / qualifications Degree level or equivalent Experience, training and skills Experience of leading, motivating and managing a small team of skilled staff. Experience of supporting a Board and ensuring high quality papers, meetings and outputs. Recent experience in policy development and a sound understanding of the government framework and EU policy making process. Experience of identifying and analysing issues and providing clear, advice and recommendations to a range of different audiences. Experience of project management, keeping processes and procedures under review. Ability to think creatively and strategically, and engage authoritatively and constructively in robust debate. Experience of managing a complex and demanding workload, prioritising effectively to deliver on time and to a high standard. Ability to engage with a wide range of contacts nationally and internationally and to draw out key issues for the HTA. Ability to draft well argued, influential, evidence based papers dealing with complex topics for consideration by Authority members, Departmental Ministers and external stakeholders. Ability to lead internal and external meetings and to

6 engage constructively and persuasively. Excellent presentation skills to external and internal audiences. Strong analytical and decision-making skills, taking the initiative and originate actions. Judgement and influence appropriate to Board level decision-making. Ability to commission research or services from technical or management consultants. Ability to work constructively across teams to ensure that the business of the HTA is carried forward corporately and effectively. Experience of business planning and performance measurement/monitoring Strong interpersonal skills, with sound political judgment, tact and diplomacy. Knowledge or experience of working in an arms length body. Experience of managing a budget. Experience of working in a similar environment. Comfortable in dealing with scientific and medical issues.
