Job title: Reports to: Grade: Head of Information Security and Compliance NG8 Purpose: To develop, monitor and control information security. Investigate reported breaches of security, and contribute to the development of a secure environment for information held, transmitted and manipulated in the organisation. Principal Accountabilities: The post holder will: 1. Support the Head of Information Security & Compliance in the planning and development of an appropriate Information Security operational plan. Lead the development of information security architecture, services and systems within the University environment. 2. Line manage the Network Security Officer, planning and implementing effective training, CPD programmes and personal development plans. 3. Identify and evaluate opportunities for the development of information security and promote a culture of continuous improvement across the team. 4. Work collaboratively with other technical specialists across Information Services to ensure security, consistency, continuity, and integrity of all 1 st, 2 nd, and 3 rd line services and systems. 5. Contribute to the development and maintenance of appropriate University information security policies & procedures. 6. Lead projects delivering high quality innovative approaches to information security as identified. 7. Develop and maintain effective relationships with all departments across the University whilst promoting information security awareness. Lead or commission suitable security awareness training and educational activities; lead or commission information security risk assessments. 8. Investigate reported breaches of information security and undertake investigations in line with University procedures. 9. Act as the University s nominated JANET Computer Emergency Response Team (CERT) contact. 10. Stay abreast of information security issues and regulatory changes affecting higher education, participate in national policy and practice discussions, and communicate to the University on a regular basis about those topics; engage in professional development to maintain continual growth in professional skills and knowledge essential to the position. 11. Deputise for the Head of Information Security &Compliance as required, and undertake such other responsibilities as determined by the Head of Information Security & Compliance in conjunction with the post holder from time to time.

2 Context The is part of the Information Security & Compliance Team, which resides within the operational group of Business Information Services. This newly defined Information Security team will focus on network security, access, authentication, security policy development and user awareness in support of the University s business and risk strategies. The will have line management responsibility for a Network Security Officer, and will oversee her/his technical and professional development. The will lead on the provision, implementation, and on-going support of an effective and efficient Information security service, and will be expected to promote a secure, safe, and successful service and support environment for our students and staff. The will assist the Head of Information Security and Compliance in the development and delivery of a comprehensive information security strategy to optimize the security position of the University. Ensuring the security of the University s ICT infrastructure has become increasingly complex and critical to services and systems which underpin the successful delivery of Teaching and Learning. The University continues to invest heavily in network security to minimize the risk of compromising sensitive staff/student data, utilizing services and systems such as Firewalls, Intrusion Detection and Prevention, Web-Cache, Network Access Control and Network Business Anomaly detection platforms. The Information Security Officer will be expected to lead the development of an appropriate security architecture and the implementation of suitable security policies, practices and procedures. The post holder will be expected to take every opportunity to nurture cross-team project working and to develop a culture of sharing knowledge and information throughout IS. S/He will be expected to foster strong working relationships with key University staff, as well as peers within other HE/FE institutions. S/He will also be expected to coordinate and liaise with Police officials during serious breaches of security or anti-terror investigations. Dimensions Line management responsibility for one direct report - Network Security Officer. All Information Services appointments are made on the understanding that staff will serve at any of the service points should the need arise. Information Services works to service standards and the post holder must work in accordance with agreed service levels. The University operates seven days a week and some information services are open in the evenings and weekends. This might occasion the working of unsocial hours. 12 th August v1.0 2

4 Person Specification Essential criteria Qualifications A relevant degree in an ICT-related or management subject or equivalent qualification or significant senior level work experience. Training and Experience A qualification in computing at professional level or equivalent experience. - e.g. MSc in IT Security or CISSP (Certified Information Systems Security Practitioner) Significant experience of working in a large and complex or multi-site technical IT environment Knowledge and experience of key National and International Information security and digital data standards and laws relevant to the academic and research sectors including: The Freedom of Information Act, The Data Protection Act, NHS IT Information Security policies (including patient data), The Regulation of Investigatory Powers Act, The Human Rights Act and The Privacy and Electronic Communications (EU Directive) Regulations. Experience of working with common information security management frameworks, such as International Standards Organization (ISO) 2700x, Control Objectives for Information and Related Technology (COBIT). Experience in IT Security Tooling/Operations and delivering Security projects. Knowledge of and experience in developing and documenting security architecture and plans, including strategic, tactical and project plans. Experience of staff supervision Solid experience in architectural design and implementation of security tooling solutions in a large complex environment, as well as technical configuration of the solution to meet security standards. Proven experience in project management, and SDLC methodologies Familiarity with the principles of cryptography and cryptanalysis. Desirable Criteria Relevant professional qualification or CPD programme completion. Membership of a relevant professional body e.g. British Computer Society A relevant qualification in ITIL. A relevant qualification in Prince 2 project management. Experience of managing a small team of technical specialists. Appreciation of information risk concepts and principles as a means of relating business needs to security controls; an excellent understanding of information security concepts, protocols, industry best practices and strategies. 12 th August v1.0 4

5 Aptitude and abilities Proficiency in performing security, risk, business impact, control and vulnerability assessments, and in defining treatment strategies. Experience of working with a range of IT infrastructure technologies and models, including cloud technologies, outsourcing, SaaS and virtualisation. An understanding of operating system internals and network protocols. Strong analytical skills to analyse security requirements and relate them to appropriate security controls. Up to date knowledge of key information security technologies including encryption, vulnerability and penetration testing, compliance checking, anti-virus, firewall, other perimeter security and intrusion detection technologies. Experience creating, maintaining and delivering Information security training, working collaboratively with staff development professionals. Excellent interpersonal communication and teamwork skills. Able to lead and motivate others. Demonstrable and strong commitment to the principles of information security, personal privacy and compliance with legislation, regulations and standards. Demonstrated ability to build relationships at different levels of the organisation and capable of working with and earning the respect of stakeholders at all levels in the organisation. The ability to work and communicate effectively with technical specialists and managers across the IT organisation, with demonstrable technical understanding and credibility. The ability to communicate technical information to a non-technical audience and to adapt both style and content to meet the differing needs of different audiences. Demonstrated ability to operate with in a secure environment on sensitive data, data request and information security incidents against strict information security policies. Absolutely trustworthy. Ability to support a highly mobile and dynamic IT workforce.
