1 2.0 GPA Eligibility Plicy I. Backgrund: On June 15, 1983, the Seattle Schl District Bard f Directrs passed the fllwing plicy: II. Participatin in Extracurricular Activities: It is the plicy f the Seattle Schl Bard that all students (Grades 9-12) participating in extracurricular activities: Maintain a 2.0 grade pint average in all subjects, Be enrlled in curses that ensure nrmal prgress tward graduatin, and Maintain the number f credits necessary fr advancement t the next grade level. III. Student Respnsibilities: Students have a primary respnsibility fr their wn degree f success in achievement and adjustment in schl. In helping t ensure this success and cntinued pprtunities t participate in extracurricular activities under the new plicy, students will: Knw what the plicy requires f them and where they stand at all times in terms f their wn eligibility. Attend classes n a regular and punctual basis except when t ill t cme t schl, and make up all assignments, which may be missed in each class. Understand the subject cntent, specific curse requirements, and the criteria fr credits and grades in each class. Be aware f the schl s hmewrk plicy and cmplete any hmewrk assignments which are given in their classes. Take hme fr review by their parents r guardians all prgress reprts, reprt cards, and ther cmmunicatins frm the schl, and return prmptly t the schl and frms requiring parental signatures. Discuss regularly with their parents r guardians the prgress which they are making in schl and their eligibility status in terms f extracurricular activities. Schedule their time in such a way as t keep up with their class wrk and still be able t participate in extracurricular activities. Request assistance frm the classrm teacher when they d nt understand an assignment r materials, which have been presented. 63

2 Take advantage f the cunseling services, tutring, make-up pprtunities, and ther assistance, which the schl may prvide fr students. IV. General Guidelines: Criteria fr Participatin: A. Grade Pint: Implementatin Date - the full implementatin date fr this plicy was fall, Students expecting t participate in extracurricular activities must establish their eligibility during the mst recent cmpleted grading perid immediately prir t participatin. In rder t participate, students in grades 9-12 at the beginning f the schl year must have earned a grade average f n less than 2.0 during the secnd semester f the previus schl year. Cntinuing eligibility will require earning n less than 2.0 grade pint average during the fllwing perids: 1 st quarter, 1 st semester final grade, 3 rd quarter, 2 nd semester final grades. All new incming students, transferring frm utside the Seattle Schl District and regardless f grade level, will be eligible fr participatin in extracurricular activities fr their first quarter f enrllment, whether a partial r full quarter. Hwever, all ther Metr League, Kingc League and WIAA eligibility requirements must be met. Cntinuing eligibility will require: (1) Enrllment in a prgram f studies that ensures nrmal prgress twards graduatin, ninth, tenth, eleventh, and twelfth grade students earning 2.5 credits each semester (enrlled in a minimum f five full credit classes) and (2) earning n less than a 2.0 grade average during the fllwing grade perids: 1 st quarter, 1 st semester final grade, 3 rd quarter, 2 nd semester final grade. Exceptin: See #3 belw. Cntinuing Participatin - fr cntinuing participatin, student s grade average must be 2.0 r mre as reprted n the grading perids as identified in a. abve. B. Prgram Studies: Students must be enrlled in a prgram f studies, which ensures nrmal prgress tward graduatin. Nrmal prgress is defined as enrllment in required curses at each grade level accrding t each high schl s prgram as determined by the District s graduatin requirements. Sme requirements, such as science and health educatin, are ffered at different grade levels in the varius high schls. 64

3 C. Credits: Ninth, Tenth, Eleventh, and Twelfth grade students must earn at least 2.5 credits each semester t be eligible. Senirs with 14 credits must be enrlled in a curse f studies leading t graduatin. Exceptin: Senirs wh have 18.5 r mre credits at the beginning f first semester f their senir year r at the end f the first semester grading perid f their senir year may include ne nn-academic curse (example: teacher assistant, ffice assistant, library assistant, wrk experience, Junir Achievement, etc.) fr eligibility purses; r, senirs with 18.5 r mre credits may take fur full-time classes, nne f which may be teacher assistant credits, and be eligible. (Athletic eligibility is subject t the Metr League and WIAA eligibility rules and regulatins.) D. Interim Prgress Reprts: All Students-Athletes must have interim grade check every 4-6 weeks during each sprt seasn. Interim prgress reprts require: (a) letter grades, (b) evaluatin f credits, and ( c) evaluatin f enrllment in required classes. E. Prbatinary Eligibility Status: Prbatinary status is achieved by meeting the prgram f studies and credit requirements (2 and 3 abve) and cmpleting a five-week prgress grade check f all classes which results in a grade-pint average f n less than 2.0. Prbatinary status terminates at the cnclusin f the quarter. Students may be n prbatin n mre than nce per semester. Parent permissin must be secured in writing befre students may apply fr prbatinary status. V. Definitin f Extracurricular Activity: While the meaning f extracurricular activity is much brader in scpe, the purpse f this definitin is strictly fr the purpse f implementing the District minimum participatin requirements. Extracurricular activities may be defined as thse activities, which ccur beynd the regular schl day and include: All interschlastic athletic prgrams (varsity, junir varsity, and third teams). Any activity listed under the current cmpensatin schedule fr Special and Supplemental Assignments, EXCEPT: Intramurals; Senir class advisr; Out-f-class activities, which are cnducted as part f a creditbearing class. 65

4 Any rganizatin/grup/club/team, which has a fixed published rster. (Definitin: A fixed rster is any rganizatin/grup/club/team frmed within the schl whse membership is knwn at all times and which meets n a regularly scheduled basis ver a specified perid f time.) Sme extracurricular activities may be cnnected with curriculum experiences in a regular classrm situatin (e.g., band, drama, jurnalism, etc.). This plicy des nt apply t thse ut-f-class activities, which are cnducted as part f a credit-bearing class. Any rganizatin/grup/club/team, which is scheduled t cmpete with ther schls. Elected r appinted fficers and chairpersns f any schl-spnsred Organizatin/grup/club/team. VI. Standardized Grading Plicy: The fllwing standard grading prcedure applies t all students in the regular schl prgram: The issuance f grades must fllw the explanatin f grades n the reverse side f the District Official Transcript. The N grade may be used nly as fllws: T indicate failure in a pass/n-grade (PIN) curse. T indicate an audited curse. A student must elect the PIN grade ptin within five (5) weeks f entry int a class. The actin must be initiated by the student and verified and signed by the cunselr, teacher, and parent(s)/guardian(s). A student is eligible t elect the PIN ptin fr anyne curse per semester. (Nte: See VI.B.2) VII. Definitin f Eligibility Criteria (GPA): A 2.0 GPA is calculated n the fllwing value scale fr academic marks: A = 4 pts; B = 3 pts; C = 2 pts; D = 1 pt; E = 0 pts. 66

5 Fr purpses f extracurricular participatin and eligibility determinatin: N grade is nt cmputed. P grade: Nt mre than ne P grade may be given t regular students fr purpses f extracurricular participatin cmputatin at the grade marking perid. Exceptins may be made nly fr students in special educatin and/r bilingual students (See Sectin VIII). Incmplete is als disregarded in cmputing GPA, but is subject t Metr League, Kingc League and WIAA eligibility rules and guidelines and issuance is gverned by established District criteria, as fllws: Criteria fr Use f the INC Grade: The INC grade can nly be given under the fllwing cnditins, and nly t a student wh was passing the class at the given time. The student has had a number f cnsecutive excused absences during the latter part f a grading perid withut a reasnable perid f time t cmplete the assigned wrk. The student was unable t take r cmplete a final exam, due t extenuating circumstances, prir t the final day f the grading perid. T utilize this mark fr semester grade, teachers must cmplete a frm, which includes the fllwing infrmatin: A statement f listing f all wrk, which must be cmpleted. Specify the perfrmance level (i.e., quality) f the wrk t be submitted. The grade the student will receive if the wrk submitted meets expectatins as defined by the teacher. The amunt f credit the student will receive. Specify the date the wrk is due t the teacher maximum time allwed is 25 schl days int the fllwing grading perid. Student must receive a cpy f this infrmatin. Wrk nt cmpleted by the specified date wuld result in the cmputer autmatically changing the mark t an E grade at the next grading perid and cmputing it int the GPA. In cmputing a student s GPA fr purpses f this plicy: The GPA is cmputed based n all curses the student is carrying (requiring a minimum f five full-time curses) except credits earned fr activities nt included in areas f an academic discipline, which will nt be cnsidered. (Example: teacher assistant, ffice assistant, library assistant, wrk experience, Junir Achievement, etc.) 67

Marking Practices: Exceptins: senirs wh have 18.5 r mre credits at the end f the first semester grading perid may include ne nn-academic curse, as indicated in the example abve, fr eligibility purpses, which may be cmputed in the GPA. (Athletic eligibility is subject t the Metr League, Kingc League and WIAA eligibility rules and regulatins.) Credits earned in these areas, i.e., nn-academic curses, will cunt fr graduatin purpses but will nt cunt fr the 2.5 semester credit requirement except as prvided fr graduating senirs under currently established District guidelines. The fficial grading perid is either at the quarter r semester (i.e. 1 st quarter, 1 st semester final grade, 3 rd quarter, 2 nd semester final grade). At the fficial end f each grading perid, schls have five wrking days, plus ne weekend, befre eligibility must be checked. The sixth and seventh wrking days are used t verify eligibility, and all schls must declare eligibility n the eighth wrking day. Students participating in extracurricular activities r athletic cmpetitin must verify their eligibility prir t subsequent scheduled events r meetings. Flexibility will be prvided in marking practices fr alternative schls as it relates t alternative students determinatin f eligibility fr participatin in extracurricular activities (See Secnd VIII. C). Students may request a drp r withdrawal frm a class, depending n building plicy, withut penalty (N- W) until the 25 th schl day prir t the semester ending date specified by the fficial schl district calendar. Students wh drp r withdraw after this date d s at their wn risk and are subject t Metr League and WIAA eligibility guidelines and rules. When a curse a student has failed is repeated, nly the highest grade with cmputed int the student s cumulative grade pint average. When a student repeats a curse in which a D grade has previusly been given, and the grade is imprved, the riginal D grade will remain n the transcript and will cntinue t be calculated as a permanent part f the student s cumulative grade pint average. Hwever, fr extracurricular participatin purpses, the student s GPA shuld be calculated manually, utilizing the imprved grade f the repeated curse. 68

7 IX. Special Prgrams: Special Educatin Prgrams: X. Bilingual Prgrams: Special Educatin students will be required t meet the same requirements as ther students, except when their handicapping cnditin prevents them frm achieving a 2.0 GPA. Determinatin f exceptins will be made by the building principal and the supervisr fr secndary educatin, mildly handicapped, after cnsultatin with part f the fall I.E.P. If an exceptin is requested after the fall I.E.P. cnference has been held, a new I.E.P. cnference will be held t include the exceptin as part f the student s I.E.P. This exceptin addresses the legal requirements mandated by state and federal laws (PL94.142). Ninth and Tenth Grades: Thse students receiving bilingual educatin services at the ninth and tenth grade levels must meet the regular eligibility requirements. XI. Alternative Prgrams: Eleventh and Twelfth Grades: Limited-English-speaking students (bilingual students) in the eleventh and twelfth grades must meet the regular eligibility requirements except that they may have mdified prgram as specified by the building cunseling and bilingual ffice staff. The mdified prgram will be acceptable fr eligibility purpses in lieu f the prgram f studies described in sectin III.B.2. Flexibility will be prvided fr alternative schls as it relates t alternative student s determinatin f eligibility fr participatin in extracurricular activities assciated with the alternative prgrams. An alternative student s eligibility, when transferring frm an alternative prgram t a regular schl prgram, will be determined by verificatin, in writing, frm an administratr f the sending alternative schl t grade-pint-average in all subjects. Cntinuing eligibility will require earning n less than a 2.0 GPA during the regular grading perids (athletic participatin is subject t WIAA and Metr eligibility rules and regulatins). 69

Appeal Prcedures: At the fficial end f each grading perid, when grades are verified, students wh d nt meet the minimum requirements must be ntified by the principal f their ineligibility and may nt participate in subsequent events, activities r cntests. Students may appeal their ntificatin f ineligibility n the basis f hardship r extenuating circumstances. Intra-Schl Activities (activities within a schl building): Students may appeal t the building principal (r administrative designee in the absence f the principal); Decisins f the building principal shall be final. Inter-Schl Activities (activities between schls): Students must submit appeals t the building principal fr the purpse f screening the appeal t determine whether there is a basis fr the appeal; Appeals, which are deemed t have a basis as, declared by the building principal shall be frwarded t the Interschl eligibility cmmittee and/r the Crdinatr f Athletics; The District shall appint a District-wide cmmittee, the Interschl Eligibility Cmmittee and r the Crdinatr f Athletics, t hear and decide student appeals f interschl activities; Students aggrieved by decisins f the Interschl Eligibility Cmmittee and/r the Crdinatr f Athletics, may submit a subsequent appeal t the Interschl Bard f Appeals; The District shall appint an Interschl Bard f Appeals t hear and decide student appeals, which were declared unfavrable by the Interschl Eligibility Cmmittee and/r the Crdinatr f Athletics; Decisins f the Interschl Bard f Appeals shall be final. 70
