1 Draft SECTION CONTINUING EDUCATION REQUIREMENTS FOR LICENSE HOLDERS 21 NCAC CONTINUING EDUCATION REQUIREMENTS (a) Upn applicatin fr license renewal, a licensee shall attest t having cmpleted ne r mre f the fllwing learning activity ptins during the preceding renewal cycle and be prepared t submit evidence f cmpletin if requested by the Bard: (1) Cmpletin f a minimum f 12 hurs f Categry I Cntinuing Educatin (CE) activities directly related t the licensee's practice f respiratry care and currently apprved by the Bard, the American Assciatin fr Respiratry Care (AARC) r the Accreditatin Cuncil fr Cntinuing Medical Educatin (ACCME). All curses and prgrams shall: 1) Cntribute t the advancement, extensin and enhancement f prfessinal clinical skills and scientific knwledge in the practice f respiratry care; 2) Prvide experiences which cntain scientific integrity, relevant subject matter and curse materials; and 3) Be develped and presented by persns with educatin and/r experience in the subject matter f the prgram. At least six cntact hurs shall be btained each reprting year frm wrkshps, panel, seminars, lectures, r sympsiums that prvide fr direct interactin between the speakers and the participants. "Categry I" Cntinuing Educatin may include any ne f the fllwing: (A) Lecture a discurse given fr instructin befre an audience r thrugh telecnference; (B) Panel a presentatin f a number f views by several prfessinals n a given subject with nne f the views cnsidered a final slutin; (C) Wrkshp a series f meetings fr intensive, hands-n study, r discussin in a specific area f interest; (D) Seminar a directed advanced study r discussin in a specific field f interest; (E) Sympsium a cnference f mre than a single sessin rganized fr the purpse f (F) discussing a specific subject frm varius viewpints and by varius presenters; and Distance Educatin includes such enduring materials as text, Internet r CD, prvided the prpnent has included an independently scred test as part f the learning package; Educatinal prgrams may be prvided by any print medium r presented thrugh the internet r ther electrnic medium. The licensee shall submit prf f successful cmpletin f a test administered as part f the nntraditinal r alternative educatinal prgram. A maximum f six cntact hurs each reprting year may be btained frm nntraditinal r alternative educatinal prgrams. (G) Clinical instructin. Clinical instructin shall mean the educatin and evaluatin f a respiratry therapy student in the clinical setting. A maximum f three cntact hurs may be given fr clinical instructin. (2) Retake the Certified Respiratry Therapist Examinatin (CRT) Therapist Multiple-Chice Exam, administered by the Natinal Bard fr Respiratry Care (NBRC), and achieve a passing scre as determined by the NBRC fr the CRT credential r take any f the fllwing examinatins and achieve a passing scre as determined by the spnsr f the examinatin: the Therapist Multiple- Chice Exam Registry Examinatin fr Advanced Respiratry Therapists (RRT), administered by the NBRC; the Nenatal/Pediatric Respiratry Care Specialty Examinatin (NPS), administered by the NBRC; the Certificatin Examinatin fr Entry Level Pulmnary Functin Technlgists (CPFT), administered by the NBRC; the Registry Examinatin fr Advanced Pulmnary Functin Technlgist (RPFT), administered by the NBRC; the Sleep Disrders Specialty (SDS) exam, administered by the NBRC; Adult Critical Care Specialty (ACCS) exam, administered by the NBRC, the Registry Examinatin fr Plysmngraphic Technlgist (RPSGT), administered by the Bard f Registered Plysmngraphic Technlgists (BRPT); r the Asthma Educatrs Certificatin Examinatin (AE-C), administered by the Natinal Asthma Educatr Certificatin Bard (NAECB); (3) Cmpletin f a Respiratry Care refresher curse ffered thrugh a Respiratry Care Educatin prgram accredited by the Cmmissin fr the Accreditatin f Allied Health Educatinal Prgrams; (4) Cmpletin f a minimum f three semester hurs f pst-licensure respiratry care academic educatin leading t a baccalaureate r masters degree in Respiratry Care; (5) Presentatin f a Respiratry Care Research study at a cntinuing educatin cnference; and

2 (6) Authring a published Respiratry Care bk r Respiratry Care article published in a medical peer review jurnal. (b) The cmpletin f certificatin r recertificatin in any f the fllwing: Advanced Cardiac Life Supprt (ACLS) by the American Heart Assciatin, Pediatric Advanced Life Supprt (PALS) by the American Heart Assciatin, and Nenatal Resuscitatin Prgram (NRP) by the American Academy f Pediatrics, shall cunt fr a ttal f five hurs f cntinuing educatin fr each renewal perid; but n mre than five hurs f ttal credit will be recgnized fr each renewal perid fr the cmpletin f any such certificatin r recertificatin. (c) A licensee shall retain supprting dcumentatin t prvide prf f cmpletin f the ptin chsen in Paragraph (a) f this Rule fr a perid f n less than three years. (d) A licensee shall maintain a file at his r her practice facility that cntains a cpy f the RCP license, a cpy f a current Basic Cardiac Life Supprt (BCLS) certificatin, a cpy f advanced life supprt certificatins and a cpy f all credentials issued by the Natinal Bard fr Respiratry Care. (e) A licensee is subject t randm audit fr prf f cmpliance with the Bard's requirements fr cntinuing educatin. (f) The Bard shall infrm licensees f their selectin fr audit upn ntice f license renewal r request fr reinstatement. Evidence f cmpletin f the requirements f Paragraph (a) f this Rule shall be submitted t the Bard n later than 30 days f receipt f the audit ntice. (g) Failure f a licensee t meet the requirements f this Rule shall result in disciplinary actin pursuant t G.S (h) The Bard shall charge twenty dllars ($20.00) per apprved hur f CE with a maximum f ne hundred and fifty dllars ($150.00) per applicatin fr prviders f cntinuing educatin wh apply fr apprval f cntinuing educatin prgrams. (i) The Bard shall grant requests fr extensins f the cntinuing educatin requirements due t persnal circumstances as fllws. The Bard shall require dcumentatin f the circumstances surrunding the licensee's request fr extensin. (1) Having served in the regular armed services f the United States at least six mnths f the 12 mnths immediately preceding the license renewal date; r (2) Having suffered a serius r disabling illness r physical disability that prevented cmpletin f the required number f cntinuing educatin hurs during the 12 mnths immediately preceding the licensee renewal date. 3 Respiratry Care Practitiner Refresher Curse 3 Accrding t the rules f the Nrth Carlina Respiratry Care Bard (NCRCB) and in accrdance with the NC Respiratry Care Practice Act, individuals wh have nt held an active license fr 5 r mre years are required t successfully cmplete Bard apprved cntinuing educatin and retake and pass the CRT exam administered by the NBRC. In additin, thse having an inactive license fr a perid f 1-4 years are als required t take cntinuing educatin. The refresher curse utlined in this dcument des meet the cntinuing educatin requirements fr individuals wh have been ut f practice fr 5 years r greater and may be utilized fr all individuals wh have been ut f the practice fr any perid f time. The labratry prtin f the refresher curse is nly fr thse individuals applying fr a NC RCP license. If yu desire licensure in a state ther than Nrth Carlina please cntact that Bard regarding their requirements. Prgram Descriptin This curse prvides preparatin fr re-entry int emplyment int the field f respiratry care as well as satisfies the licensing requirements set frth by the NC Respiratry Care Bard. Emphasis in this curse is placed n review / evaluatin and testing f the prcedural skills required fr entry-level status by the Natinal Bard fr Respiratry Care (NBRC). Upn cmpletin, students shuld be able t successfully cmplete the apprpriate examinatins and meet the licensing requirements fr emplyment. The Respiratry Care Practitiner Refresher Prgram cnsists f a NC Respiratry Care Bard (NCRCB) apprved respiratry review curse, a labratry skill review/evaluatin, and NBRC Therapist Multiple-Chice Examinatin. This curse addresses a full range f respiratry cncepts including emergency care, intensive care and general care fr the adult, nenatal, and pediatric ppulatins. The review curse prtin will cnsist f either f a hme-study r nsite cmprehensive review prgram which includes the CRT and RRT review. The labratry and testing prtin must be cmpleted at ne f the identified NC cmmunity clleges.

4 Enrllment Sequence 4 Enrllment at each cllege depends n their calendar f registratin, s cntact the cllege f chice fr yur registratin infrmatin. The refresher curse cnsists f 3 phases and each phase must be registered fr separately and cmpleted in the fllwing rder: Phase 1: Review Curse Yu may chse t enrll in either a hme-study r nsite RRT/CRT r Therapist Multiple-Chice Examinatin cmprehensive review curse apprved by the AARC r the NCRCB. Once enrlled in the apprved respiratry care review curse, yu may prceed at yur wn pace using the set f materials that will be prvided t yu when yu enrll. Phase 2: Testing Please register fr the NBRC Therapist Multiple-Chice Examinatin. Yu must pass this test at the CRT threshld befre prceeding t phase three. Yu must bring the NBRC Scre Reprt when yu register fr the next phase. Yu shuld als send ne cpy t the Bard ffice. Phase 3: Labratry Review/Evaluatin/Testing The labratry prtin can begin nly after phase ne and tw has been cmpleted. The labratry prtin cnsists f 20 hurs f hands n review and evaluatin at ne f the listed clleges ffering respiratry care. The labratry review prtin f the prgram is crdinated by the respiratry care prgrams identified n the next page: Phase 4: Emplyer Evaluatin Phase Once emplyed, please have yur supervisr prvide yur yearly skill evaluatin prir t yur licensing renewal. Phase 2: (Testing) Please register fr the NBRC Therapist Multiple-Chice Examinatin. Yu must pass this test at the CRT threshld befre prceeding t phase three. Yu must bring the NBRC Scre Reprt when yu register fr the next phase. Yu shuld als send ne cpy t the Bard ffice. Phase 3: (Labratry Review and Evaluatin) After successfully cmpleting phase ne and tw, register fr phase 3 at the designated cllege by cntacting the cntinuing educatin department at the abve identified clleges t register. After registering, yu shuld make an appintment with the cmmunity cllege respiratry care faculty t schedule the labratry review/evaluatin. When scheduling the labratry, yu will need t prvide a cpy f the cmpleted review curse certificate r transcript. Phase 4: (Emplyer Evaluatin Phase) Once emplyed, please have yur supervisr prvide yur yearly skill evaluatin prir t yur licensing renewal. This may be cmpleted using the hspitals evaluatin dcumentatin frmat. Enrllment Yu must register fr each phase separately. Yu must cmplete the prgram in rder: review, test, lab evaluatin, and supervisr evaluatins upn emplyment. Students may enrll based n the cllege enrllment schedule. Sme may ffer it any

7 7 time f the year. Fees must be paid t the cmmunity cllege in full at the time f enrllment. Fees will vary depending n the ptin selected. Yu may prceed at yur wn pace thrugh the curse, but we suggest that yu allw time fr feedback frm yur instructr. Cst f the Prgram The ttal cst f the refresher curse cst is dependent n the prviders. The apprved review curse prviders determines the cst f the review. The NBRC determines the cst f the examinatin. The cst fr the labratry phase is set by each cllege. Labratry review is the mst expensive prtin f this curse since it is a selfsupprting. It must be taught by a licensed RCP. Generally mst reviews will be n a 1 n 1 basis. Hwever, each cllege will determine their wn faculty t student rati. Regardless, the cst is based n the 20 hurs f review and evaluatin. Refunds may be given based n the institutinal plicy.

Cgnitive evaluatins are perfrmed thrugh CRT testing t ensure theretical knwledge. Psychmtr evaluatins are perfrmed t asses the skill level f each prcedure. Affective evaluatins are perfrmed t assess the students behavir related t perfrming skills in the healthcare setting. Gals and bjectives: 1.
