1 JOB DESCRIPTION Job Title Business Intelligence Officer Barnet Band and scale range BBB points Reports to Commissioning and Policy Advisor (Economist) Service area Policy Unit, Commissioning Group Number of staff responsible for None Budget responsibility ( ) None Purpose of Job: This post, working as part of a small and high-performing team at the centre of Barnet Council s strategic commissioning hub, is a key analytical and policy development resource for the organisation, providing quantitative analytical expertise, strategy advice, and commissioning support across all policy areas. The post holder will work as part of a small team (8 staff) of cross-cutting commissioning and policy advisors, working with senior officers and service providers to develop evidence-based and robust policy responses to the strategic challenges we face, promoting innovation and creativity in service provision to ensure that the council continues to provide high quality services to residents. The post holder will support the Commissioning and Policy Advisor (Economist) to develop research and economic analysis which enable effective commissioning of services to deliver the outcomes that Barnet residents expect. The post holder will support the improvement of strategic commissioning across the council by applying quantitative analytical techniques and analysis, including market segmentation (including Mosaic) and GIS. Lead specific research and analysis projects to deliver high quality insight to senior managers across the council and its partners The successful candidate will need to demonstrate a proven track record of getting up to speed quickly with new challenges and policy areas, learning new analytical techniques and the ability to work simultaneously on a number of competing pieces of work to tight deadlines. Key accountabilities: Client services Manage a portfolio of projects to deliver high quality insight to senior managers in the council and its partners.

2 Proactively identify the data and analysis needs of lead commissioners and delivery units across the council, and work with insight leads to deliver provide them with intelligence and analysis that supports effective decision making. Provide a responsive signposting and data consultancy service, helping colleagues find and make use of the cross-cutting government data and intelligence they need. Proactively develop accessible tools that promote and enable self-service : enabling customers to obtain data and analysis when they need it. Where self-service is not feasible, deliver data and analysis in response to ad hoc internal and external queries and requests, and record each transaction Develop and maintain a knowledge of the council's policy context to inform all data research and analysis Represent the Policy Unit on corporate projects as required Intelligence creation Develop expertise in and seek out opportunities to disseminate across the council and its partners: o population, deprivation and demographics o local economy and physical infrastructure o Market segmentation o area profiling o customer insight Use a variety of IT applications and software, including GIS (Cadcorp or equivalent), Mosaic, and SPSS, to obtain and manipulate data in a way that is accessible and useful to decision makers. Find, collate and analyse data from inside and outside the organisation Write concise accurate reports for senior managers on the basis of internal and external data sources Application of economic analysis, market segmentation, population projections to specific commissions Maximising the use of intelligence Work closely with other data, research and performance officers across the council, its local and national partners, to maximise the use and application of available intelligence and insight Manage and maintain the data, intelligence, and reports obtained and created within the team in an ordered and accessible way, Present and publish timely business intelligence both data and analysis - in a variety of styles and user friendly formats tailored to a range of stakeholder needs, including officers, senior management and councillors, as well as key external agencies where appropriate Continuous improvement Continually contribute to the improvement of processes and systems that generate analysis and insight

3 Continually look for ways to improve the work undertaken by yourself, your team, and the services whose data you analyse, including research into the data, methods and techniques used in other organisations Proactively investigate new sources of data, new ways of analysing data, and new ways of making data accessible to stakeholders, making full use of new technologies, the web, and contacts within and outside the council Building and creating value from networks Develop and maintain a network of insight and intelligence leads from across the local and regional public sector to share best practice, join up data and analysis, and identify opportunities to improve the quality of decision making across the system. Communicate regularly with members of your team and wider division to ensure that opportunities for collaboration and knowledge sharing are maximised Proactively participate in team meetings and division-wide improvement initiatives Develop relationships with the providers of data and analysis inside and outside the council Develop relationships at all levels across the council in order to facilitate the effective usage of analysis and insight Represent the Insight team both within and outside of the authority and promote the awareness and usage of business intelligence Represent the authority at external bodies and events as appropriate to the role Flexibility Work with a degree of flexibility required to perform work not specifically referred to above although falling within scope of the post at the appropriate grade Able to attend occasional evening meetings and events outside office hours Council s Commitment to Equalities Fulfil your responsibility to the council s commitment to equality of opportunity by promoting equality in the work place and in the services you deliver

A high level of literacy, with experience of writing research and policy briefings for a variety of stakeholder groups which present data in appropriate and easily understandable ways, with clear options for decision-making Understanding of the functions, responsibilities & broad policy context for local government Understanding of performance management approaches and performance measurement
