1 REQUEST FOR QUALIFICATIONS CONSTRUCTION MANAGEMENT SERVICES The Murrieta Valley Unified Schl District ( District ) is requesting qualified persns, firms, partnerships, crpratins, assciatins, r prfessinal rganizatins t prvide cmprehensive and prfessinal cnstructin management services t the District fr new cnstructin, expansin, mdernizatin, and/r renvatin prjects relating t the District s technlgy plan. ( Prject, Prjects, r Prject(s) ). At this time the District is requesting nly qualificatins and prpsals frm respndents interested in being cnsidered fr the Prjects. Based upn the infrmatin presented in the Statements f Qualificatin, the District s Selectin Cmmittee will chse the mst highly qualified firms. The selected firms will be requested t respnd t a Request fr Prpsals, at which time they will develp a detailed scpe f services, prpsed fee and schedule, and then participate in the interview prcess. After the interviews, the Selectin Cmmittee will identify the firm/team that can prvide the greatest verall benefit t the District. Additinally, a pl f qualified firms may be selected fr future cnsideratin t prvide cnstructin management services fr certain prjects. 2 I. INTRODUCTION The Murrieta Valley Unified Schl District is lcated in Murrieta, Califrnia n the suthwestern edge f Riverside Cunty. The District has apprximately 23,000 students, acrss 22 schls: eleven grade K-5 elementary schls, fur grade 6-8 middle schls, three cmprehensive high schls, ne cntinuatin high schl, ne independent study schl, ne adult schl, and ne early childhd educatin center. 3 In Nvember 2014 the Murrieta cmmunity apprved Measure BB a $98M bnd fr technlgy and facilities prjects. The District s need fr cnstructin management services at this time is t manage large scale technlgy infrastructure prjects. Due t schl hurs wrk n these prjects will need t be dne after schl hurs which will invlve shift schedules and weekend wrk. These technlgy prjects include: a) Installatin f data cabling systems b) Upgrade r expansin f electrical systems c) Installatin and expansin f audi and visual systems. Pririty will be given t firms wh have this experience and have successfully managed ther K-12 technlgy infrastructure prjects. A. LIMITATIONS The District reserves the right t cntract with any entity respnding t this RFQ. The District makes n representatin that participatin in the RFQ prcess will lead t an award f cntract r any cnsideratin whatsever. The District shall in n event be respnsible fr the cst f preparing a respnse t this RFQ. The awarding f the cnstructin management services cntract(s), if at all, is at the sle discretin f the District. The District reserves the right t reject any r all SOQs, t waive any irregularities r infrmalities nt affected by law, t evaluate each SOQ submitted, and t award a cntract, if any, accrding t the SOQ which best serves the interest f the District at a reasnable cst t the District. The Respndent s SOQ package, and any ther supprting materials submitted t the District in respnse t this RFQ will nt be returned and will becme the prperty f the District unless prtins f the materials are designated as prprietary at the time f submittal, and are specifically requested t be returned. B. RESTRICTIONS ON LOBBYING AND CONTACTS Frm the perid beginning n the date f the issuance f this RFQ and ending n the date f the award f the cntract, n persn, r entity respnding t this RFQ, nr any fficer, emplyee, representative, agent, r cnsultant representing such a persn r entity shall cntact thrugh any means r engage in any discussin regarding this RFQ, the evaluatin r selectin prcess/r the award f the cntract(s) with any member f the District s Gverning Bard ( Bard ), selectin cmmittee members, r any member f the Citizens' Oversight Cmmittee, r with any emplyee f the District except fr clarificatins and questins as

4 described herein. Any such cntact shall be grunds fr the disqualificatin f the cnstructin management entity submitting a SOQ. D. POOL OF QUALIFIED APPLICANTS AND REQUESTS FOR RECERTIFICATION The District will maintain a pl f qualified cnstructin management services firm applicants. Requests fr recertificatin may be sent every tw (2) years. Firms wh d nt reply t the request fr recertificatin may be deleted frm the pl f prequalified firms, at the sle discretin f the District. Additinal firms may be added t the pl, at the District s sle discretin, as the District determines the need fr additinal services. II. STATEMENT OF QUALIFICATIONS A. SUMMARY OF REQUIRED QUALIFICATIONS The Scpe f Services includes full cnstructin management services fr the relevant Prject(s). Extensive experience with the Office f Public Schl Cnstructin ( OPSC ), Divisin f State Architect ( DSA ), and Title 24 f the Califrnia Cde f Regulatins is mandatry. B. FORMAT REQUIREMENTS Firms submitting SOQs in respnse t this RFQ must fllw the frmat belw. Material must be in 8-1/2 x 11 inch frmat. Each SOQ shall include a Frnt Cver stating the fllwing: Statement f Qualificatins fr [FIRM NAME] in Respnse t Murrieta Valley Unified Schl District s RFQ fr cnstructin management services. Each SOQ shall include a table f cntents and divider tabs labeled with the bldface headers belw (e.g. the first tab wuld be entitled Cver Letter, the secnd tab wuld be entitled Business Infrmatin, etc.) Prvide Five (5) bund cpies and One (1) electrnic cpy f the Statement f Qualificatins. The electrnic cpy will nly be accepted via flash drive r CD in the fllwing prgrams: Micrsft Office Suite and PDF. Each submissin package will be reviewed t determine its cmpleteness prir t the actual evaluatin. If a respndent des nt respnd t all categries requested, the respndent may be disqualified frm further cnsideratin. C. SOQ CONTENT REQUIREMENTS 1. TAB 1 - COVER LETTER (maximum f 1 page) Prvide a letter f intrductin signed by an authrized fficer f the cnstructin management services cmpany. If the cnstructin management services cmpany is a jint venture, duplicate the signature blck and have a principal r fficer als sign n behalf f each party t the jint venture. Include a brief descriptin f why yur firm is well suited fr, and can meet, the District s needs.

5 Include the type f cnstructin management in which yu have expertise. Clearly identify the individual(s) wh are authrized t speak fr the firm during the evaluatin prcess. Respndent shall certify that n fficial r emplyee f the District, nr any business entity in which an fficial f the District has an interest, has been emplyed r retained t slicit r assist in the prcuring f the resulting cntract(s), nr that any such persn will be emplyed in the perfrmance f any/all cntract(s) withut immediate divulgence f this fact t the District. 2. TAB 2 BUSINESS INFORMATION Please prvide the fllwing infrmatin: Cmpany name. Address. Telephne. Fax. Website. Name and f main cntact. Federal Tax I.D. Number. License r Registratin Number. Type f rganizatin/business structure (wnership, legal frm, i.e. crpratin, partnership, etc., and senir fficials f cmpany). If a jint venture, describe the divisin f respnsibilities between participating cmpanies, ffices (lcatin) that wuld be the primary participants, and percentage interest f each firm. A brief descriptin and histry f the firm, including number f years the firm has been in business and date firm was established under its given name. Number f emplyees (licensed prfessinals, technical supprt.) Lcatin f ffice where the bulk f services slicited will be perfrmed. Any State f Califrnia certificatin fr yur firm f Small Business r Disabled Veteran Business Enterprise status. Hw sub-cnsultants are generally used by yur firm and t what extent wrk is perfrmed in-huse versus by a sub-cnsultant. Prvide similar infrmatin fr prpsed sub-cnsultants. Hw sub-cnsultants will be utilized n the Prject(s) and t what extent wrk will be perfrmed in-huse.

TAB 3 EXECUTIVE SUMMARY: APPROACH AND FIRM QUALIFICATIONS Outline yur general cnstructin and prject management apprach, including: Prvide a statement demnstrating yur firm s r team s ability t accmplish the scpe f services in a cmprehensive and thrugh manner with an aggressive schedule in rder t meet the District s gal f mving prjects int cnstructin within the earliest pssible timeframe. Describe yur firm s apprach t cst estimating, including sme histry f cst estimates versus actual bid amunt, n three (3) schl prjects awarded in the last five (5) years. Describe yur firm s apprach t quality cntrl/ assurance prcedures. Describe the apprach t cmpliance with Prgram requirements and cnfrmance with Federal/State/Lcal applicable cde requirements. Hw des yur firm apprach mdernizatin prjects versus new cnstructin prjects? Include a brief summary f yur firm s qualificatins, including: Describe yur firm s experience with cnstructin cst reductin measures such as, but nt limited t, value engineering in design and cnstructin. Demnstrate yur firm s flexibility in adapting t the changing needs and pririties f a K-12 schl district. Describe yur experience with DSA and wrking within the DSA prcesses. Identify established methds and appraches utilized by yur firm t successfully meet cmpletin deadlines, and prvide examples demnstrating effective use f stated methds and appraches. Prvide a statement f yur wrk plan including yur firm s present wrklad and number f current prjects, and where pssible, prjected wrklad fr the cming tw years, which shuld include available staff. 4. TAB 4 NARRATIVE OF RELEVANT K-12 PROJECT EXPERIENCE AND REFERENCES Prvide a Cmprehensive Narrative f the cnstructin and prject management services ffered by yur firm in the last ten (10) years n at least five (5) K-12 educatinal prjects. The narrative shuld include the fllwing: Experience: Describe yur experience with public educatinal prjects. Include fr each prject:

7 Prject name, type, prgram, and lcatin. Scpe f prject. Descriptin f prject. Cnstructin csts, including riginal budget, bid amunt and final amunt at clse-ut. Describe yur experience with DSA. Detail yur experience with the varius types f cnstructin delivery systems. Beginning and end dates f prject. Number f RFI s and Change Orders f each prject. Key individuals f the firm invlved and their rles in the prject. Any sub-cnsultants that wrked with the firm. Prvide references, including: district name with name and f cntact persn, title, telephne number, and address t be cntacted fr a reference. Persnnel: Include resumes f key persnnel wh wuld likely be assigned t prjects assciated with the District. Specifically define the rle f each persn and utline his r her individual experience and respnsibilities. Indicate wh wuld serve as the primary cntact(s) fr the District. If the firm wuld utilize resurces frm mre than ne ffice, indicate ffice lcatins and hw wrk wuld be crdinated. The District expects that the team shall remain intact thrugh the duratin f the Prject(s). If a team member must leave, the District reserves the right t apprve that team member s replacement. Change Order Data: Prvide Change Order data frm yur five (5) mst recent public wrks prjects. Include riginal estimates f prject csts and a brief explanatin f the deviatins and change rders. Enfrcing Cntractr Perfrmance and Limiting Claims: Prvide a detailed explanatin f hw yur firm ensures cntractrs timely perfrmance and hw yur firm limits cntractrs claims. Sub-Cnsultants: Identify rles and qualificatins f subcnsultants, if any. Nte: firm(s) selected fr inclusin in the District s pl f cnstructin managers will be required t demnstrate lng term relatinships with any sub-cnsultants and submit resumes and recent prject experience where the sub-cnsultant is utilized as part f any respnse t any subsequent Request fr Prpsals fr the Prject(s). Include current fee schedule per hur fr prspective sub-cnsultants. Prperly Licensed: Each SOQ must include evidence that the cnstructin management services cmpany is legally permitted

8 and prperly licensed fr the scpe f wrk fr which the SOQ is submitted and t cnduct business in the State f Califrnia. Additinal Data: Prvide additinal infrmatin abut the firm as it may relate t this RFQ, including infrmatin abut, and the significance f, any ther prjects nt identified abve but which yu feel are relevant t the Prject(s). Include letters f reference r testimnials. Indicate nging cmmitment t prfessinal educatin f staff, ttal number f permanent emplyees, and any ther data that may assist the evaluatin teams in understanding yur qualificatins and expertise. 5. TAB 5 LITIGATION HISTORY Prvide a cmprehensive five (5) year summary f the firm s litigatin, arbitratin and negtiated/settled histry with previus clients. State the issues in the litigatin, the status f the litigatin, names f parties, and utcme. A SOQ failing t prvide the requested infrmatin n lawsuits r litigatin, and respnses which assert attrney-client privilege and fail t prvide the infrmatin requested, will be cnsidered nn-respnsive, disqualified frm the selectin prcess, and will nt be evaluated. 6. TAB 6 FEES Althugh this RFQ is nt a request fr a specific prpsal, the District requires each respndent t prvide a fee schedule fr the types f service that yu ffer. Be thrugh and specific as this will frm the basis f any cntract fr services that may be presented by the District. If referencing general cnditin csts, include typical staffing expectatins, prfessinal fee schedules, and a discussin f the ttal expected csts that the District culd expect fr specific prjects. Prvide detailed infrmatin n yur billing practices (i.e. lump sum, ther), including reimbursable cst categries and hurly billing rates by psitin fr additinal services. Prvide detailed infrmatin n yur firm s practices cncerning discunted fees if selected as Cnstructin Manager. Prvide yur firm s flat fee (prpsed) fr the Prject; hurly billing rates by psitin fr additinal services (prpsed); staffing plan (prpsed); and reimbursable schedule (prpsed). Include yur firm s discunted flat fee (prpsed), if any fr the Prject(s). Included within the fee prpsal shuld be the identificatin f prpsed reimbursables by categry (i.e. ffices, cmputers and peripherals, printers, fax machines, phtcpy equipment, ther as identified by prpsing entity). Travel and related expenses shall be reimbursed in accrdance with the federal gvernment Jint Travel Regulatin. All reimbursables will require receipts t be prvided t the District.

9 IV. SELECTION CRITERIA A. EVALUATION The SOQ will be reviewed fr respnsiveness and evaluated pursuant t the specific criteria set frth in this RFQ, including, withut limitatin: The cnstructin management services cmpany s experience and perfrmance histry with similar prjects fr Califrnia K-12 schl districts. Experience, results, and prfessinal and technical expertise f prpsed persnnel. Availability f staffing fr the Prject(s) and the level f service and supprt, and availability f resurces t meet anticipated schedule and Prject requirements. Acceptable and verifiable references frm clients cntacted by the District, including: Firm s reputatin; Satisfactin f previus clients (client relatinships); Timeliness f wrk and ability f the firm t meet schedules; and Accuracy f cst estimates. Overall respnsiveness f the SOQ. Lcatin f ffice and accessibility t the Prject(s). Fee requirements and cst f services. A Selectin Cmmittee will evaluate all submissins. Each SOQ must be cmplete. Incmplete SOQs will be cnsidered nnrespnsive and grunds fr disqualificatin. The District retains the sle discretin t determine issues f cmpliance and t determine whether a cnstructin management services cmpany is respnsive, respnsible, and qualified. Based upn the infrmatin presented in the SOQs, the District s Selectin Cmmittee will chse the mst highly qualified firms t be part f the District s pl. As services are needed fr specific prjects, the selected firms will be requested t prvide a Request fr Prpsals, at which time they will develp a detailed scpe f services, prpsed design fee and schedule, and then participate in the interview prcess. After the interviews, the Selectin Cmmittee will identify the firm/team that can prvide the greatest verall benefit t the District fr each Prject. B. DISTRICT INVESTIGATIONS The District may perfrm investigatins f respnding parties that extend beynd cntacting the references identified in the SOQ. The District may request a cnstructin management services cmpany t submit additinal infrmatin pertinent t the review prcess. The District als reserves the right t investigate and rely upn infrmatin frm ther available surces in additin t any dcuments r infrmatin submitted.
