2 REQUEST FOR PROPOSAL GIS TECHNICAL SUPPORT AND DEVELOPMENT SERVICES Mrgan Cunty, Clrad Article I. Intrductin Mrgan Cunty (the Cunty) issues a Request Fr Prpsals (RFP) t establish a cntract fr GIS Technical Supprt and Develpment Services (the Prject). The fllwing prpsal request will utline the Prject gals and detail the frmat yu shuld use t submit yur prpsal. Please take careful ntice f the Timeline (Sec 2.07), as well as the Prpsal Frmat (Sec 3.03) when preparing and submitting yur prpsal. In rder fr yur prpsal t be cnsidered, it must meet the pre-cnditins, submissin deadline, and prject schedule as utlined in the Timeline Sectin Sectin 1.01 Management Karl Kpetzky, Mrgan Cunty Infrmatin Services Manager, r her designated representative will manage this Prject. Statement f Needs Sectin 2.01 Existing Cnditins Mrgan Cunty is seeking bids fr cunty-wide GIS services and supprt, and additinal develpment in the transitin t mdern and functinal GIS management. Mrgan Cunty WebMapper is a web based GIS and prperty infrmatin tl currently in use by the cunty. It was develped using Silverlight, C#, mdel-view-viewmdel (MVVM) architecture and ArcGIS Server web services. Mrgan Cunty is seeking supprt and cntinued develpment with ur WebMapper applicatin as well as implementatin and develpment f public mapping tls using ArcGIS Online. Mrgan Cunty is als seeking prductin f Special Plat paper maps t replace existing Assessr Maps and maintenance f existing Twnship-scale Assessr paper maps. The Assessr maps must be generated in ArcMap using Data Driven Pages and printed at 36 x 36. The cntractr will need t deliver an MXD (ArcMap file) fr each map t the Cunty and train staff n updating maps as changes ccur. Map 2

3 anntatins must include parcel number, lt and blck numbers and designatrs, streets, rads, highways, subdivisin bundaries and names, hydrlgy (lakes, streams, rivers, ditches), cnnecting map ntatins, crrectin sectins, special plat map bundaries and references t special plat maps. On-call GIS services fr regular and emergency needs B. GIS Training as needed by Cunty staff C. Maintain Cunty s GIS map layers including, but nt limited t Parcels, Lts, Rads, Signs, Fldplain, Subdivisins, Blcks, PLSS, Permits D. Permitting Mdule added t the existing WebMapper tl E. 4 36 x Cunty staff will perfrm QC n each map. Once the QC prcess is cmplete fr a map, a final printed map is prvided t the Cunty as well as a clr and B&W pdf fr as needed printing by the Cunty 3. Once all maps are cmplete, the MXD (ArcMap file) will be prvided s the Cunty can make updates as changes ccur I. Mnthly trips t the cunty ffice fr status review f the prject and discussin f additinal develpment. Sectin 2.04 Payment The cntractr may bill the Cunty mnthly fr actual wrk perfrmed n the Prject. The Cunty shall pay Cntractr mnthly as billed as wrk is cmpleted t the satisfactin f the Cunty. The Cunty shall pay Cntractr an amunt nt t exceed the apprved ttal prject fr specified time frame f the cntract. This maximum amunt shall include all fees, csts and expenses incurred by Cntractr, and n additinal amunts shall be paid by the Cunty fr such fees, csts and expenses. Sectin 2.05 Cntractr Requirements Shuld yur prpsal be accepted, yur cmpany shall furnish the fllwing: A. A Perfrmance Bnd and a Payment Bnd, if the cntractr s prpsal exceeds $50,000 (fifty thusand dllars) in cst. Each Bnd, if required, shall cver 100% f the prpsal amunt. B. Cntractr shall prvide all equipment, materials, and qualified persnnel t successfully cmplete this Prject in a timely and prfessinal manner. C. Cntractr shall be respnsible fr securing all required licenses and permits, t the extent necessary. D. Cntractr shall prvide all services needed t meet the requirements f Sectin E. Cntractr shall prvide a list f previus experience n similar prjects F. Cntractr shall prvide a list references n similar prjects G. Cntractr must meet the fllwing qualificatins Cntractrs must be lcal (within 100 miles f the Cunty ffice in Frt Mrgan) t limit travel csts. Sectin 2.06 Insurance-Liability, Wrker s Cmpensatin Cntractr agrees t prcure and maintain, at its wn cst, a plicy r plicies f insurance sufficient t insure against all liability, claims, demands, and ther bligatins assumed by Cntractr pursuant t the Agreement t prvide services respnsive t this RFP. At a minimum, Cntractr shall prcure and maintain, and shall cause any subcntractr t prcure and maintain, the fllwing insurance cverages: Wrker's Cmpensatin insurance t cver bligatins impsed by applicable law fr any emplyee engaged in the perfrmance f wrk under the Agreement, and Emplyer's Liability insurance with minimum limits f five hundred thusand dllars ($500,000) each accident, ne millin dllars ($1,000,000) disease plicy limit, and ne millin dllars ($1,000,000) disease each emplyee. Evidence f qualified self-insured status may be substituted fr the requirements f this Sectin. Cmmercial General Liability insurance with minimum cmbined single limits f ne millin dllars ($1,000,000) each ccurrence and ne millin dllars ($1,000,000) general aggregate. The plicy shall be applicable t all premises and peratins, and shall include cverage fr bdily injury, brad frm prperty damage, persnal injury (including cverage fr cntractual and emplyee acts), blanket cntractual, prducts, and cmpleted peratins. The plicy shall cntain a severability f interests prvisin, and shall include the Cunty and the Cunty's fficers, emplyees, and cntractrs as additinal insureds. N additinal insured endrsement shall cntain any exclusin fr bdily injury r prperty damage arising frm cmpleted peratins. Prfessinal liability insurance with minimum limits f ne millin dllars ($1,000,000) each claim and ne millin dllars ($1,000,000) general aggregate. Such insurance shall be in additin t any ther insurance requirements impsed by law. 5

6 Cntractr shall file with the Cunty immediately after executin f the Agreement and prir t cmmencement f wrk a certificate f insurance as evidence that the required plicies are in full frce and effect. The certificate shall identify the Agreement. The Cunty shall be named as an additinal insured party n all plicies. Sectin 2.07 Timeline In rder t cmplete the Prject, the Cunty has set the fllwing timetable. This timetable is subject t change by the Service. Request fr Prpsals Sent Out January 27, 2016 Deadline fr Prpsal Submissin February 11, :00 a.m. Prject Award Date February 23, 2016 Article III The Prpsal Sectin 3.01 Expectatins The Cunty will enter int an agreement based n the prpsal determined t be the mst beneficial t the Cunty cnsidering a variety f factrs. The Cunty reserves the ptin t enter int a multi-year agreement with an annual renewal. The Cunty reserves the right t reject any r all prpsals, withut bligatin t the Cunty. Sectin 3.02 Selectin Criteria Prpsals will be evaluated based upn the infrmatin submitted. Cnsideratin will als be given t perfrmance prjectins as well as cst. The fllwing criteria will be the primary cnsideratins fr selecting a prpsal: A. Submissin f all prpsals in the crrect frmat as utlined in Sectin 3.03, by the stated deadline in Sectin B. The perceived effectiveness f the prpsal's slutin fr the Cunty s stated missin (Sec 2.02). C. The perceived ability fr the Cntractr t deliver the slutin set frth in their prpsal within the alltted time frame. D. The Cntractr's past perfrmance and successes in similar prjects. E. Overall cst f the prpsal. 6

7 Sectin 3.03 Prpsal Frmat The Cunty requires that yu include the fllwing infrmatin in yur prpsal: A. Cntractr Summary and Capabilities. Include a brief histry f yur cmpany including yur past experience with similar prjects. Als include the cmpany wners' names r thse persns authrized t sign n behalf f yur business B. Methdlgy. Please use this sectin t utline specifically yur prpsed methd fr achieving the gals f the Prject. This shuld include a detailed timeline f milestnes fr cmpleting the Prject. C. Expected Results. Use this sectin t summarize the expected results f yur methdlgy listed abve. D. Expense Summary. Give a summary f the ttal csts fr yur prpsal. Yu may als include a brief explanatin f the cntributing csts t the ttal cst. E. Licensing, Permits and Bnding. If applicable, include the details f yur licenses, permits and bnds fr the services yu are prpsing. If pssible, enclse prf f yur licenses, permits and bnds. F. References. Prvide a minimum f three (3) references fr past prjects similar in scpe. Please include cntact infrmatin fr each f the references listed. G. Prpsal Delivery.
