4 2. Directr General s Mandate Directr General s Business Cntinuity Plicy Statement Ensuring the cntinuity f ur services and utput is essential, particularly in times f crisis. Only by ensuring that ur staff are safe and practiced at implementing the BBC s Cntinuity Plans, can we ensure that BBC services and utput will be maintained. I expect everyne t cntribute t achieving that bjective. The BBC aims t be the mst creative rganisatin in the wrld. Business Cntinuity Management is vital t achieve that visin, by ensuring the right framewrk is in place acrss the supply chain t: Prtect ur peple, systems and infrastructure Identify and mitigate the risks t the BBC s prgrammes and services t an acceptable level Manage any disruptin t minimise its impact Ensure the licence payer receives ur prgrammes and services, as intended. The Business Cntinuity Plicy requires: Peple s safety t be ur first pririty. Always. The BBC s Executive Directrs t wn the management f key risks t the cntinuity f the BBC s peratins. BBC s Overview f Business Cntinuity Management 3.1 BBC s respnsibilities The BBC has a number f duties that it shuld undertake t meet the needs f its Charter and Bradcasting Arrangement, which utlines the requests that we may receive during a natinal emergency. Further details can be fund in Appendix A f this dcument. 3.2 BBC Business Cntinuity Management Business Cntinuity has tw main areas f respnsibility within the BBC: 1. and preparatin, including rehearsals 2. Rles and Respnsibilities f staff invlved in Business Cntinuity 4.1 Directr General (DG) Overall accuntability fr Business Cntinuity Management within the BBC When available fulfils the rle f Gld Cmmander (See Sectin 4.3) delegates authrity t the Incident Cmmander fr the BBC s respnse; supprts the Incident Cmmander and ensures s/he has everything needed fr the respnse 4.2 Chief Operating Officer (COO) During planning Supprt and sign-ff fr the Business Cntinuity Plicy and arrangements, including Executive rehearsals During The default Incident Cmmander (See Sectin 4.3) 4.3. Executive Directrs All Executive Directrs in the BBC are respnsible fr the BCM strategy within their Divisin and ensuring integratin acrss the BBC. They are required t ensure that all thse respnsible in their Divisin fr supplier cntracts; fr planning and delivering prjects and fr new investments include business cntinuity arrangements in all they d. Executive Directrs are required t nminate senir managers as Divisinal Leads wh are respnsible fr Business Cntinuity Management acrss their Divisin. BBC members f the Executive Bard may be required t frm the Gld Team which will prvide strategic directin if requested t d s by the Incident Cmmander. Gld is likely t be ppulated by sme r all f the fllwing rles: Gld Cmmander is in charge f the verall strategy fr managing the incident, fcussing n the apprpriate respnse t the wider, lnger term implicatins and ptential cnsequences. Tactical decisin making is delegated t Silver. [Nte, fr many incidents the respnse will be run by the Incident Cmmander with n actins required frm a Gld Cmmand]. Incident Cmmander s/he sits n Gld; is in charge f Silver Cmmand and ensures apprpriate liaisn between Gld and Silver. The Incident Cmmander reprts directly t the Gld Cmmander. The Incident Cmmander has full delegated authrity t act n behalf f the BBC and may direct any f the Gld team ther than the Gld Cmmander if required. Gld liaisn with Silver is via the Incident Cmmander. Gld Peple Lead is respnsible fr the strategy fr BBC peple invlved r affected by the incident. This includes all peple fr whm the BBC has a respnsibility at the time f an incident including staff, cntractrs, freelancers, audiences, visitrs. 8 Gld Cmmunicatins Lead is respnsible fr the verarching cmmunicatin strategy fr the incident. This includes external and internal cmms with staff and stakehlders. The strategy is implemented via Silver. Gld Editrial Lead is respnsible fr the editrial directin f all the BBC s utput during an incident. Other Directrs specifically requested t jin Gld by Gld Cmmander will be advised f their rle upn invitatin. This may apply t Directrs at the scene r nt directly impacted. All ther Directrs, including thse at the scene, shuld remain fcussed n their wn Divisins and Divisinal Incident Management Fr details f the Gld respnse t an incident see Sectin 3 f the Crprate Summary f the Business Cntinuity Crprate Summary 4.4 Divisinal Leads Divisinal Senir Managers nminated as Divisinal Leads within the BBC are respnsible fr ensuring apprpriate BCM arrangements are in place acrss the supply chain fr their Divisin. They are required t crdinate their Divisin s Business Cntinuity and t ensure that an apprpriate Divisinal Incident Management Team (DIMT) is in place. They will represent their Divisin n BCDRT (Business Cntinuity Disaster Recvery Team) They are respnsible fr the regular review; updating and signing-ff n behalf f their Directrs f the Crprate Service Priritisatin Matrix They are respnsible fr ensuring that all cntracts; new prjects and investments include apprpriate Business Cntinuity arrangements in them frm the start. They may be called t the Silver t represent their Divisin n Silver, prvide the link between Silver and their wn Divisinal Directr and Divisinal Incident Management team. They may als be asked t prvide apprpriate specialists within their divisins t supprt Silver Pst incidents, the BCDRT representatives are respnsible fr incrprating lessns learnt int their business cntinuity arrangements and ensuring their plans are updated accrdingly 4.5 Business Cntinuity Disaster Recvery Team The Business Cntinuity and Disaster Recvery Team (BCDRT), is the wider crss-divisinal representatin f respnsible fr the business cntinuity management acrss the BBC. Membership f the BCDRT cnsists f Senir Managers, nminated by Divisinal Directrs as Divisinal Leads r Alternate Divisinal Leads Specialists frm specific prfessinal areas f expertise, such as Security, Health & Safety, Wrkplace and Technlgy Business Cntinuity representatives frm key crprate partners and suppliers The Team is chaired by the Head f Business Cntinuity BCDRT members are required t: Cnvene regularly t review and update n the threats t the BBC and their mitigatin 2010-July BCP Plicy (v5 1a).dc 8 f Jul-10

Where the Plans apply t Business Critical services, they are tested at least twice a year and these critical services shuld be identified in the Business Cntinuity Plans Any majr business changes are reflected in the BIA and subsequent Business Cntinuity Plan, if required. Ensure all staff in their area are aware f their wn Cntinuity respnsibilities and are trained and rehearsed t discharge them. Ensure apprpriate cmmunicatin and escalatin arrangements are in place t ensure staff can be cntacted in an emergency. ensure all third party suppliers r partners wh supprt critical activities, are aware f their respnsibilities within their Divisinal Business Cntinuity Plan, and these are reviewed and their plans tested n a regular basis Ensure that plans are aligned with BS25999 They may be called t Silver t supprt their Divisinal Leads (particularly fr the larger Grups cntaining a number f Divisins) and act as the interface between the Silver Team and their Divisinal Incident Management Teams (DIMT). 10 The Head f the Business Cntinuity Unit facilitates the BBC s Silver respnse t emergencies t supprt the Incident Cmmander. Pst incidents, the Head ensures the lessns learnt frm the incident are nted; reprted, disseminated and incrprated int the BBC s Business Cntinuity Management and arrangements 4.7 Business Cntinuity Unit The Business Cntinuity Unit is respnsible fr delivery and setting f the Business Cntinuity framewrk and plicies. They cntrl and deply staff and implement divisinal and departmental plans within their areas f respnsibility Plan hlders Individual Plan hlders with the Divisins are respnsible fr prducing, maintaining, rehearsing and updating individual Business Cntinuity Plans. These Plans are develped using British Standard fr Business Cntinuity BS25999 (see Sectin 5). 13 5. Business Cntinuity Standards and Guidelines 5.1 BS The BBC's Business Cntinuity Management (BCM) is aligned with the principles f BS25999 which is the British Standard fr Business Cntinuity. BS25999 requires a Bard Directr t have verall respnsibility fr Business Cntinuity; in the BBC this is the Chief Operating Officer. The standard cntains the Business Cntinuity Lifecycle. The main elements f this Life cycle are: Business Impact Analysis: Each Divisin is respnsible fr prductin f its wn Business Impact Analyses as required by BS25999 t supprt the Business Cntinuity Plan. Rehearsals: Each Divisin is respnsible fr the rehearsal f its Business Cntinuity Plans. As a minimum these must be rehearsed annually. Where plans apply t critical activities these shuld be tested at least twice Priritisatin f Services The priritisatin f utput services is determined by the Output Service Priritisatin Matrix (see Business Cntinuity Crprate Summary Sectin 4) as authrised by the Business Cntinuity Divisinal Leads The priritisatin f business services is as determined by the Divisinal Pririties (see Business Cntinuity Crprate Summary Sectin 4) as authrised by the Divisinal Business Cntinuity Lead Business Cntinuity Plans: Each Divisin is respnsible fr prductin f its wn Divisinal Plan and the individual Business Cntinuity Plans that feed int it. 16 Appendix A BBC Emergency & Cntinuity Obligatins The BBC has a number f duties that it shuld undertake, as a public service prvider t meet Defence and Emergency arrangements, these are detailed belw and in the charter, as well as in Cnnecting in a Crisis as part f the Civil Cntingency Act. The Charter and its subsequent Agreements include requirements t address key perating risks and prvide bradcasting capability fr the Gvernment under the Defence and Emergency Arrangements clause. In additin, fllwing 11 September 2001, the BBC undertk t imprve its arrangements fr emergency bradcasting at a lcal level. This sectin cntains the dcument references and details fr these bligatins. CHARTER Reference: Pint 24, Functins f the Trust (Page 8) Obligatin: (j) ensuring the Executive Bard addresses key perating risks fr the BBC; BROADCASTING AGREEMENT Reference 1: Clause 81: Defence and Emergency Arrangements (Page 45) Obligatin: 1) Any Gvernment Minister (a) may request that the BBC bradcast r therwise distribute any annuncement, and (b) may, if that Minister has requested that the annuncement be bradcast r therwise distributed n televisin r by means f an nline service, request that the BBC accmpany that annuncement with a visual image (mving r still) f anything mentined in the annuncement. (2) If it appears t any Gvernment Minister that an emergency has arisen, that Minister may request that the BBC bradcast r therwise distribute any annuncement r ther prgramme. (3) A request under paragraph (1) r (2) must be made in writing, and the BBC (a) must cmply with the request, (b) must meet the cst f ding s itself, and (c) may, when bradcasting r distributing the annuncement r ther prgramme, annunce that it is ding s pursuant t such a request. (4) The Secretary f State may give the BBC a directin in writing that the BBC must nt bradcast r therwise distribute any matter, r class f matter, specified in the directin, whether at a time r times s specified r at any time. (5) The BBC may, if it wishes, annunce that such a directin has been given, varied r revked.
