This is a key strategic employment site and I am determined that the Council, through its economic development strategy Creative Hertsmere, does all that it can to retain and grow science based companies in the area. Cllr Morris Bright, Leader of Hertsmere Borough Council Hertfordshire is the European hub for life science companies with a large life science cluster of over 200 significant Life Science companies. These organisations have strengths in pharmaceuticals, biotechnology & drugs, and medical equipment & supplies with activities focusing on R&D and manufacturing. In the immediate locality of Hertsmere the largest industry sector by numbers of enterprises is professional, scientific and technical representing 19% of enterprises. Hertfordshire has an excellent track record in attracting FDI with over 900 foreign owned companies in Hertfordshire including world renowned life science companies. The County is the leading location for European & UK HQs with over two-thirds of foreign investors establishing European hubs in Hertfordshire, this is the highest proportion in the UK (double the UK average) and more than London. There is a large pool of experienced, skilled staff in Hertfordshire with over 15,500 employed in life science activities and the highest number of employees working in Pharmaceuticals in England. Nearly half of Hertsmere residents hold director, senior management, professional or technical positions, which is significantly higher than national norms. Creative Hertsmere Think... Develop... Act... Looking forward there is an abundance of highly skilled university graduates with 2005 HE students in biological sciences and 375 postgraduates in biological sciences. Furthermore nearly a third of Hertsmere residents hold a first degree or higher.

6 DESCRIPTION DESCRIPTION The campus is formed by four areas of land: the Main Laboratory Campus, Clare Hall, Car Park and Land and Cottages. Main Laboratories The main laboratory site comprises five laboratory and office blocks (Blocks A to E), each single storey, built circa 1985 and interconnected via a glazed walkway. Block T was constructed in Block G was constructed in the 1930 s and is used for offices, storage and temporary residential purposes. There is also a 1985-built power house (Block F), a security gatehouse and a two storey office building (the Lodge). Clare Hall Manor NIBSC CRUK CRUK Clare Hall is a Grade II listed former Manor House (List entry Number: ). Originally constructed during the 17th century the house was added to during the early 18th century and again in the 19th century. More recently extended in [late 20th century] Clare Hall provides kitchen, staff restaurant and visitor s residential accommodation totalling approximately 1,149.9 sq.m (12,373 sq ft). Car Parking & Tennis Courts CRUK The campus is served by a car park to the east of Blanche Lane which accommodates a total of 218 parking spaces. A number of spaces will be retained by the Crick Institute and CRUK to serve the retained facilities the location of these spaces is flexible. 9 PLANNING PLANNING Town Planning Background The CRUK land holding is an identified Major Developed Site (MDS) in the Hertsmere District Council Local Plan. The site has been the subject of several redevelopment schemes since it was first consented for B1(b) laboratory use, after its original hospital function ceased in the 1980 s. An outline consent exists for its enlargement via an approved masterplan, dating from the 1990 s. Much of the masterplan has been implemented, including changes to the Manor, plus W Block and P Block in recent years. The consented Phase 4 of the approved masterplan growth area to the south is still extant and has not yet been implemented (see applications TP/2002/0323 and TP/10/0196).The site is located within Metropolitan Green Belt, with Clare Hall Manor having listed building status (Grade 2). CLARE HALL MANOR FROM THE NORTH The Hertsmere Economic Development team are very keen to assist the continued employment use of the site and have indicated that they would support alternative employment generating uses at Clare Hall.
