No refunds will be given after this deadline. Substitutions may be made at any time without penalty. Registration Desk Delegates must present themselves at the Registration Desk in order to receive their registration packages. Registration packages will be released only to the individual whose name appears on the badge (in the event that the registered delegate is unable to attend, a substitute may be made). Registered delegates and speakers must wear their badges for access to all conference functions. Room and Hotel Details A block of standard guestrooms (single to quad occupancy) have been set aside at a special rate of $115 (plus applicable taxes) for the Disaster Management Conference To obtain this special rate, you must provide Canad Inns with the group rate # at the time of booking. 4 Program Information Wednesday, March 12, Day One 9:30 am - 11:45 am Registration 11:45 am - 1:00 pm Opening Remarks & Announcements followed by Lunch 1:00 pm - 2:30 pm Emerging Threats and Targeted Violence within our Schools, Colleges and Universities Tony Beliz, Ph.D., Deputy Director, Los Angeles Department of Mental Health, Emergency Outreach Bureau The School Threat Response Team Program in Los Angeles is one of the most intensive efforts to prevent school violence in the US. Through early screening, identification, assessment and intervention, they have established a plan to prevent school violence. Apply new approaches on how you can anticipate and deter possible violent attacks. Create a road map to: Develop your own multi-disciplinary teams that involves your school, police, and mental health providers; Identify risk factors and methods to mediate; Recognize the difference between escalating and non-serious threats. 2:30 pm - 3:30 pm A Tale of Two Floods: Personal Reflections on the 2011 Assiniboine River Floods and the 2013 Southern Alberta Floods Shane Schreiber, Chief of Staff of Alberta s Flood Recovery Task Force Shane will discuss how the floods of Manitoba 2011 and Alberta of 2013 were the same yet different in their genesis and outcome. The use of Canadian Forces in flood response/mitigation how the two experiences were similar/different. (An Emergency Planner situation retrospective) Vito Mangialardi, CBCP, PMP, MTS Allstream On December 21 a freezing rainstorm hit much of southern and eastern Ontario, southern Quebec and New Brunswick. Hundreds of thousands of people were left without power, including about 350,000 in Toronto, as the ice buildup downed hydro lines and trees. Roads were covered in ice and caused widespread travel delays. How did the City of Toronto and critical infrastructure providers fare with preplanning, response and recovery? Was anything learned and implemented from the 2003 Eastern North America Blackout, or the 1998 Ice Storm which also struck Ontario, Quebec and into Nova Scotia? What can be learned (best practices) from these events that can be applied to preparing Manitoba (both urban and rural communities) for similar events? A2 Can the Landscape and Infrastructure Resilience Assessment (LIRA) Tool Help Reduce Rural Manitoba s Flood Risks? Harvey Hill, Ph.D., Manager, Climate Decision Support and Adaptation Unit Communities need to have better risk assessment and response methodologies. In this session you will hear what has been explored in Manitoba and the rest of Canada, as well as various pros and cons, what LIRA is and what emergency managers can do to be better prepared. 5 4:00 pm - 5:00 pm Breakout Session A continued A3 The Great Tohoku Earthquake and Fukushima Nuclear Accident - Lessons Learned from the US Embassy Crisis Centre Tim Cipullo, US State Department Hear the lessons learned from working at the US Embassy Crisis Centre in the weeks following the earthquake, tsunami and nuclear accident in Japan in Tim Cipullo will discuss the phases of the response, with an emphasis on communication within the government, between governments, and with the public. He will share lessons learned from what went right -and wrong- in responding to these events. A4 Disaster Preparedness Messaging: Are We Getting It Right? Jay Shaw, PCP, RT, MA (DEM), Education and Training Consultant What is a go bag, a 72-hour disaster kit, a car kit, an evacuation kit, a shelter in place kit, and a disaster bucket? How do all of these products and/or suggested items that overlap their supplies and instruction work together? Is there a better way to deliver our message as safety and emergency disaster practitioners? We will explore a possible new message idea Prepare Stay Go linking common disaster preparedness information and look at other possible ABCs and 123s of preparedness. 5:00 pm - 8:00 pm Bud, Spud and Steak (ticket provided) Thursday, March 13, Day Two 8:45 am - 9:00 am Announcements and Conference Updates 9:00 am - 10:15 am The Flood of 2013 in Calgary, Alberta Greg Solecki, CEM, BBES, CBCP, Calgary Emergency Management Agency Greg will be discussing the Calgary Emergency Management Model, EOC Operations, interdependencies, social media, business continuity and going forward. 10:15 am - 10:45 am Break 10:45 am - 11:45 am Breakout Session B B1 Fire and Evacuation of Children s Hospital, HSC Winnipeg Susan Fogg, WRHA Child Health Program Director On March 5, 2013, just before midnight, a fire was deliberately set in the construction site adjacent to the Children s Hospital. Susan will walk through the timeline and emergency response to this life-threatening event, describe how Hospital Incident Command was initiated and helped to manage patients, families and staff, discuss psycho-social support for impacted staff, patients and families, and lessons learned. B2 Disruption Today, Gone Tomorrow...Where Will You Go? Angela Epp, Staff Sargeant, Winnipeg Police Service A subset of Disaster Management is Business Continuity Planning (BCP). Review the journey of a knowledge free user who embarked on this process and is now leading a team to develop a BCP for a Public Service Agency. The presentation will answer What, Who, Where, When, Why and How including lessons learned along the way for developing a BCP. Additional review on the all-important How Much and How Long Will This Take? Page 5

6 10:45 am - 11:45 am Breakout Session B continued B3 Exercise Design Made Easy with the Five Ws Jack Lindsay, Brandon University Every once in awhile, someone breaks the mold and offers up something different. Well, this is exactly what Jack Lindsay and students at Brandon University (ADES program) have done with Exercise Design. Come and learn how using the Why, Who, What, Where and When exercise development can be done quicker and with less stress for the local emergency manager. B4 Pre-Disaster Financial Planning Nicole Wainwright, Manitoba Emergency Measures Organization (EMO) In recent years there has been an increased awareness in the importance of planning and disaster preparedness. Being prepared for a disaster means also being prepared for financial impacts and decisions required during an emergency. This presentation will highlight common post disaster financial issues that local governments can overcome with pre-disaster financial recovery planning. The presentation will also outline the benefits of predisaster planning for contract services and the value of understanding the requirements for reimbursement under the provincial Disaster Financial Assistance program before a disaster occurs. 11:45 am - 1:00 pm Lunch 1:00 pm - 4:00 pm Workshops Session C (with Break from 2:30 pm - 2:50 pm) C1 Emergency Social Services Jodi Pluchinski, WRHA; Karen Beck, City of Winnipeg; Debbie Clarke, The Salvation Army A panel of experts will share their experiences that will in turn empower the participants to be able to develop their community Plans. The workshop will provide ideas on how to best set up the reception centre, tools that you will require, and roles and responsibilities of the key players. C2 ICS 100 for Local Emergency Responders Session Facilitated by Office of the Fire Commissioner In the Province of Manitoba, ICS at the site is required. Many people say they know ICS, but do you really understand how to apply it when you are going 100 km per hour in your response? Learn how ICS is used by first responders and other responding agencies. How do you use Unified Command and do you transfer that command? C3 Social Media and Disasters 101 It s Time to Tweet! Suzanne Bernier, CEM, CBCP, MBCI, President SB Crisis Consulting The use of social media before, during and after disasters has quickly proven to be one of the fastest and best ways of getting emergency information out to the public. Having an effective emergency social media plan is now a must for any credible company, organization and community. The presenter will review in detail how social media was used effectively during three recent US events: The Boston Bombing, Hurricane Sandy and the Joplin Tornado. In addition, lessons learned, best practices and tips will be shared with attendees on how to harness the power of social media before, during and after disasters. As disaster planners, we have a responsibility to adopt and adapt to help us better respond to and prepare for disasters. This session goes beyond just telling people they need to plan for social media the presenter will review the components required to develop and implement an effective social media plan. Page 6

Find out the expectations, legislation and responsibilities of this important position at this workshop. C5 Targeted School Violence Identification, Assessment and Intervention Tony Beliz, Ph. D., Deputy Director, Los Angeles Department of Mental Health, Emergency Outreach Bureau Evaluating and intervening when students exhibit violent behaviour is an important factor in preventing violence. In this three-hour workshop, learn how to work with students in a step-by-step process. Identify scenarios of targeted school violence and take back strategies to: Create a team of experts to assess and investigate students for serious and non-violent threats. Monitor students in their environment while maintaining privacy. Identify risk enhancers through past and current examples of student behaviours. Improve your assessment and management of students on a road to violence. Acquire principles and techniques for compiling data on violence and applying that information to students of concern. Analyze why multi-collaborative teams working together help in preventing targeted school violence.
