2 JOIN US! The ILMCT 79th Annual Conference & State Board of Accounts School will be held June 7-11 at the Westin Hotel in downtown Indianapolis. ILMCT President Amy Cating, Clerk-Treasurer, Danville, will preside over the Opening and Closing Business Sessions. Hear vital information from a number of state agencies, including the State Board of Accounts and Department of Local Government Finance. Monday will highlight several Institute/Academy classes that will provide in-depth information on INDOT filing, business ethics, and budgeting. I N D I A N A P O L I S TH ANNUAL CONFERENCE & STATE BOARD OF ACCOUNTS SCHOOL A Circle of Education It Starts with You LEARNING OPPORTUNITIES STATE BOARD OF ACCOUNTS SCHOOL is a called meeting. Indiana law (IC ) allows for city and town officials who attend called meetings to pay for registration or be reimbursed for travel expenses from the General Fund from any money not otherwise appropriated. Further, the law specifies that a claim for registration and travel expenses incurred while attending a called meeting may not be denied by the body responsible for the approval of the claim if the claim complies with IC and IC For officials who are unable to attend the full conference, is an opportunity to focus on education by attending events on Tuesday and Wednesday or Wednesday only. INSTITUTE & ACADEMY CLASSES Business Ethics / IIMC Category II Presented by Doris Anne Sadler, Outreach Coordinator, Office of the Attorney General The class covers the legal, moral and philosophical issues associated with proper business ethics. We will study policies and codes of conduct that can serve as guidelines for employees to follow if and when confronted with tough or difficult decisions. Class material will also cover topics such as conflicts of interest, accountability and public trust. A secondary part of the class deals with fraud detection and prevention. Students will learn to spot behavior or practices that may indicate fraudulent behavior such as ghost employment, bid collusion, bogus billings, falsification of public records, fraudulent work related or personal injury claims and theft. Learn the appropriate actions to take to investigate suspected fraud. Students will explore the legal duty and appropriate steps to pursue individuals suspected of fraudulent activities and learn to develop policies, practices and procedures to reduce or eliminate fraud. INDOT Filling / IIMC Category III Presented by INDOT staff INDOT recently changed their forms needed for reimbursement of funds for projects they fund. When you have such a project, the vendor has already been paid, now your city or town needs to be reimbursed. INDOT staff will walk the participants through the exact process for filling out and submitting these new forms correctly so your city or town can receive the needed reimbursements in a timely manner. We all probably have had the frustration of filing paperwork for reimbursement for something; only to find out they were not filled out correctly or there was missing information. This can lead to delays in your reimbursement, causing your municipal funds to be tied up for months at a time. This session is for anyone who receives funds from INDOT so you will know everything is filled out correctly the first time so there is no delay in the reimbursement of funds. Budget Preparation Checklist / IIMC Category II Presented by Paige Sansone, Principal, Umbaugh This class will cover what is needed to prepare the 2016 budget such as regulatory reports, financial data, and scheduling. Also covered will be tips on how to estimate receipts and disbursements and the basic steps of budget development.
