1 CITY OF SAN ANTONIO invites applications for the position of: Accessibility Compliance Manager SALARY: $ $49.38 Hourly $60, $102, Annually OPENING DATE: 02/16/17 CLOSING DATE: 03/16/17 11:59 PM Grant Funded: No Work Hours: 7:45 a.m. - 4:30 p.m., Monday - Friday JOB SUMMARY: Under administrative direction, oversees the City's Disability Access Program and promotes the City's compliance with Americans with Disabilities Act, Federal, State, and City Accessibility codes and regulations. Performs advanced consultative and technical work in the planning, development, and implementation of the City's Disability Access Program. Exercises direct supervision over assigned staff. This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason. ESSENTIAL JOB FUNCTIONS: Manages, develops, plans, monitors, and implements the City's Disability Access Program. Provides advanced technical assistance in the interpretation of Federal, State, and City regulations, codes and legislation. Coordinates staff efforts in determining trends, researching solutions, and resolving daily technical and administrative inquiries/problems. Researches and develops policies, procedures and training programs. Oversees the planning, preparation, and submission of division reports including the budget. Provides guidance and training to City Departments and other public entities. Monitors compliance with accessibility requirements; identifies issues and resolutions. Develops and oversees public awareness efforts pertaining to accessibility. Represents the department and City of San Antonio and provides technical expertise as needed. Provides technical support to the Disability Access Advisory Committee, including program development. Manages the resolution of technical and administrative inquiries/problems related to compliance with state law and rules. Oversees the development of administrative and technical materials for dissemination to the general public and staff. Monitors program correspondence to ensure information is

2 accurate and current. Monitors communication/education related activities. Supervises, trains and evaluates assigned staff members. Prepares and reviews technical and administrative reports and presentations; conducts training to the public and staff. Reviews staff recommendations and is responsible for final recommendations on variances and appeals. Coordinates with and acts as a liaison to consumers, industry representatives, government officials, advisory groups and other interested parties. Keeps senior management informed of ongoing activity and critical matters affecting the program. Performs related work as assigned. JOB REQUIREMENTS: Bachelor's Degree from an accredited college or university. Five (5) years of increasingly responsible accessibility design, review or inspection, or related field; to include two (2) years supervisory or management experience. PREFERRED QUALIFICATIONS: Knowledge of technical accessibility standards and requirements. Experience with architectural barriers and remedies for said barriers. Experience in Community outreach. Experience with Civil Rights associated with the Americans with Disabilities Act. Experience with Title II of the American's with Disabilities Act. Knowledge of state and local government's structure, activities and employees. Must be able to work with local government and people with disabilities. Knowledge of local Disability Advocacy Groups and/or other disability groups. Experience in negotiation and mediation. Organizational and analytical skills. Knowledge of grievance procedures. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted. PHYSICAL REQUIREMENTS: Physical requirements include occasional lifting/carrying of 5 pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting, standing, reaching, walking, twisting and kneeling to perform the essential functions. Working conditions are primarily inside an office environment. Knowledge of investigation techniques, procedures and methods. Knowledge of research techniques, methods and procedures. Knowledge of report development procedures and techniques. Skill in supervising, training, and evaluating staff. Skill in utilizing a personal computer and associated software programs. Ability to investigate and attempt to resolve cases alleging architectural, public right of way or policy barriers. Ability to communicate clearly and effectively, both verbally and in writing. Ability to develop and maintain effective working relationships with employees, management, and the general public. Ability to read and interpret construction documents. Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems. Ability to develop and evaluate policies and procedures. Ability to prepare and present reports in a professional manner. Substitution Ratio: City employees are allowed to substitute two years of related experience for one year of higher education or one year of related higher education for two years of experience.
