Conducts certification reviews of businesses to determine and verify their eligibility to be certified as a State of Texas HUB. Work involves examining, investigating, and reviewing records, reports, financial statements and other business related documents and business practices to determine compliance with certification requirements, laws, regulations, policies and procedures. Works under close supervision, with minimal latitude for the use of initiative and independent judgment. ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES: Performs entry-level certification desk auditing work of businesses, examining their HUB certification application submissions to determine their eligibility to be certified as a State of Texas HUB according to the laws, rules, regulations, policies and procedures that are applicable to the HUB program. Conducts internet research to verify vendor information; creates and manages official state records, and documentation related to HUB certification. Identifies issues, anomalies, omissions, or discrepancies within certification application documentation; outlines and summarizes issues and findings with the HUB Certification team lead; and recommends corrective actions in the findings, including preparing written correspondence summarizing findings from the review; submits report findings to the designated team lead prior to sending the written findings to applicants, customers, or vendors. Provides phone support for online Centralized Master Bidders List (CMBL)/HUB vendor registration system; assists in administering HUB certification operations and procedures and educating vendors about the statewide HUB Program, the CMBL and the state s procurement resources to improve and increase awareness of the HUB Program and vendors participation in state contracting. Performs other duties as assigned including but not limited to participating in Economic Opportunity Forums. MINIMUM QUALIFICATIONS REQUIREMENTS: Education: Graduation from accredited college with an associate's degree in business administration, or

2 public administration. Complete copies of college transcripts must be furnished to the divisional hiring representative at the time of the interview for positions requiring a college degree, and/or specific educational credits. Preferred Education: Graduation from an accredited four-year college, or university with a bachelor's degree in business administration, public administration, or organizational development with at least 24 semester hours in marketing, business administration, or economics. Experience: Six (6) months full-time experience in accounting, or auditing, which required a review and analysis of documents for compliance with federal, state, or local laws. Preferred Experience: Public sector program administration experience requiring auditing, monitoring, or review of program documentation. Experience with the Texas HUB program, or similar disadvantaged/minority/woman-owned business governmental program. Substitution: One (1) additional year of experience in accounting, or auditing, that required a review and analysis of documents for compliance with federal, state, or local laws may substitute for thirty semester hours of educational requirement with a maximum substitution of 60 semester hours (two years). Licenses / Certifications: Certified Texas Purchaser (CTP) preferred. Note: Veterans, Reservist or Guardsmen with an MOS or additional duties that fall in Signal Corps, Administrative and Operations Support or other related fields pertaining to the minimum experience requirement may meet the minimum qualifications for this position. 3 Ability to: proofread and review documents for accuracy and compliance with rules, regulations, policies, and procedures demonstrate effective facilitation skills while assisting customers and stakeholders explain rules, regulations, policies, and procedures gather, assemble, correlate, and analyze facts and information accurately perform program data entry, or extract information from databases and spreadsheets demonstrate a high level of integrity, strong work ethic, and commitment to meet deadlines use a PC, or laptop and standard business productivity software such as Microsoft Word, Outlook, Excel, PowerPoint establish and maintain working relationships with co-workers, agency staff and management to achieve common goals (Teamwork) plan, organize, and prioritize multiple assignments to effectively manage a fast paced and changing work environment without compromising accuracy (Adaptability) consistently meet internal and external customer needs and expectations in a professional manner (Customer Service) act in the best interest of the agency, maintain confidentiality and continually strive to improve self and job performance (Professional Conduct and Development) maintain confidentiality and protect the privacy of state employees, taxpayers and other members of the public (Privacy and Information Security) Work Hours: 8 a.m. to 5 p.m., Monday through Friday, 40 hours. Occasional weekend and/or late-evening work may be required. Actual work hours may change based on business need. Must be able to work flexible hours during legislative sessions; and, as needed. Travel: Less than 5% Physical Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, telephone and client/customer contact. It requires the ability to bend, stoop, kneel, and reach as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. The individual must be able to lift, pull, physically handle, and transport records, documents, boxes, and all related information, weighing up to 30 pounds when required.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions. CPA employees in the same job classification, if selected, will be laterally transferred with no increase in salary. (An example might be an Accounts Examiner III in Revenue Administration who moves to an Accounts Examiner III in the Enforcement division.)
