1 Page 97 NILES CITY BOARD OF EDUCATION At 6:01 P.M., on September 15, 2016, the Niles City School District s Board of Education met in Regular session with the following members present upon roll call: Rebecca A. DePanicis, Mary Ann B. McMahon, Tony Perrone, and Bobby Seifert, with Susan G. Longacre presiding. Pledge of Allegiance Moment of Reflection Res. No Adopt the Agenda Mrs. McMahon moved to adopt the Agenda. (Minute File ) Res. No Approve the Minutes Mrs. McMahon moved to approve the Minutes for the following meeting: (Minute File ) August 22, 2016 Special Board of Education Meeting Board Recommendations None Recommendations, Commendations, and/or Presentations None Board Committee Reports Niles City Parks Department Advisory Board None Legislative Liaison to O.S.B.A. None Athletic Council None T.C.T.C. School Board Mrs. Longacre said that 62 Niles City School District students are enrolled at the Trumbull County Technical Center, which is down from previous years. Four (4) programs are closed, and the Career Center has a total enrollment of 977. Finance Committee None Construction Report Mrs. Thigpen said the Niles Primary School parking lot is now completely done.

2 Page 98 Board Discussion of Current School Issues Correction: Michael Harper, II, from 8 th Grade Girls Basketball to 7 th Grade Girls Basketball. Scott Libert, Director of School Improvement & Federal/State Programs, presented an update on Federal and State programs to the Board Members. He explained the usage of each program and the process we go through to obtain and use the funds. He also updated the Board Members on the status of A.E.S.O.P. (Minute File ) Mrs. Longacre asked if the teachers could request their own substitutes. Mr. Libert explained how the process works. Mrs. Thigpen updated the Board Members on the usage of Title II-A funds for new cameras at the stadium and the purchase of a new maintenance truck. She also explained the status on the Dragon Wagon fire. Mrs. McMahon asked for clarification on the use of Title II funds. The Nutrition Group distributed September s Monthly Food Service Report for the Niles City Schools and referenced a John Gordon book (Minute File ). Mrs. Longacre thanked The Nutrition Group for their hard work. Mrs. Longacre informed the Board Members of the procedure that occurred at Band Night. Due to the storm, Warren City School s Band deferred to Niles City School s Band allowing them to perform first. Mr. Perrone moved to approve the transfer of Lisa Nicolaou from her position as an Assistant Custodian at Niles McKinley High School to Assistant Custodian at Niles Middle School, effective August 29, As per the Master Contract, Article 8, Lisa has requested to be returned to her former position.

4 Page Mrs. McMahon moved to approve the transfer of Brenda Marrara from her position as an Assistant Custodian at Niles Primary School to Assistant Custodian at Niles McKinley High School, Step 5, effective August 29, Certified 6. Mrs. McMahon moved to approve the revised T.C.E.S.C. Substitute Teacher List for the remainder of the school year. (Minute File ) 7. Mr. Perrone moved to approve the following salary revisions, effective August 29, 2016: Leeann Burns, Second Grade Teacher at Niles Primary School (Correction from the August 22, 2016, Board Meeting.) From: Bachelors Step 0 To: Bachelors + 15 Step 1 Supplemental Resolution to Employ a Non-Licensed Individual For Coaching or Directing a Pupil Activity Program WHEREAS, the Niles City Board of Education has posted supplemental positions as being available to employees of the District who hold educator licenses, and no such employee, meeting all of the Board s qualifications, has applied for, been offered, and accepted such positions; and, WHEREAS, the Niles City Board of Education then advertised these positions as being available to licensed individuals not employed by this District, and no such person meeting all of the Board s qualifications has applied for, been offered, and accepted such positions. THEREFORE, BE IT RESOLVED, that the following non-licensed individual(s) be employed as indicated: 8. Mrs. McMahon moved to approve the appointment of the following individuals in their respective activity and/or athletic supplemental positions, for the school year, and grant each a One-Year Personal Service Contract, as per the N.E.A. Volunteer, Drama 0 Karin Coughlin Discussion: Mrs. McMahon said that Mr. Stredney had planned to attend the Board Meeting, but had to be at a soccer game. Superintendent s Business Recommendations Res. No a. Mrs. McMahon moved to approve the transportation of selected Trumbull County students to the Trumbull County Educational Service Center S.T.E.A.M. Excel Program, via the Niles City School s Transportation Department, for the school year.

6 Page 102 Discussion: Mrs. Thigpen explained that there are twenty-five (25) sessions to this enrichment program. The Trumbull County Educational Service Center serves as the hub. Res. No b. Mrs. DePanicis moved to approve a field trip to Iron Mills Farmstead in New Wilmington, Pennsylvania, for Kindergarten students on October 21, (No exhibit) Discussion Mrs. Thigpen said that this would be a shorter trip, along with a better program, as compared to previous years. Mr. Perrone moved to approve the second reading of the following new Board Policy, recommended by N.E.O.L.A. (Minute File ) N.E.O.L.A. Counselor Evaluation Discussion: Mrs. Thigpen said that the district is almost finished with the new Policy Book, but this policy is needed to meet State required statutes.
