1 Wake County Public School System Superintendent s Proposed Budget Board of Education Work Session Q&A May 5, If the state legislates compensation changes for anyone other than the anticipated beginning teacher change from a state base of $33 k to $35 k, will staff recommend changes to the request for certified and non-certified staff included in the Superintendent s Proposed Budget? If the state passes legislation for compensation increases for staff other than beginning teachers, staff will reevaluate the requests for local funding included in the WCPSS Proposed Budget related to compensation changes and recommend changes. The Board will likely adopt their Proposed Budget before we have any indication of the legislature s initial proposal. It is important to note that if the state passes legislation for a change, we will still require local funds for locally funded employees and locally funded supplement. Questions 2-9 about Occupational Therapists, and Physical Therapists (OT/PT) 2. Why was this group moved to a pay band? The group was moved to a pay band in 2008 to address minimum salary concerns for the group at the time. Banded positions provide salary ranges within which an employee can be hired into compared to the fixed salary amount associated with a step schedule. 3. Are they like or unlike speech language pathologists and audiologists (SL/A)? OTs and PTs are considered part of the related services offered to students with special needs. This group also includes school psychologists and SLPs/Audiologists. While they are all included in this same category, their work is very different, as one would expect. A significant difference is that DPI issues a professional educators license to school psychologists and audiologists. Prior to July 2011, DPI issued professional educators licenses to Speech language pathologists. Since that time, they no longer issue a license but do review their credentials and approve their pay level on the state SLP salary schedule. In order to qualify, individuals must have earned an advanced (6th year) degree. DPI does not issue a professional educators license for OTs and PTs. OTs must hold a license from the NC Board of Occupational Therapy and the PTs must hold a license from the NC Board of Physical Therapy Examiners in order to be eligible for hire. Current requirements to qualify for a license from the NC Board of Occupational Therapy are the completion of a master s degree and an examination. Current requirements to qualify for a license from the NC Board of Physical Therapy Examiners are the completion of a doctoral degree and an examination. However, these have not always been the requirements, so many of our OTs and PTs do not currently hold the master s and/or doctorate degree required. DPI classifies SLP, PSY and AUD as student services personnel who are paid starting at a higher step on the teacher salary schedule. OT and PT are classified as curriculum support personnel who are paid on the noncertified salary schedule. 1

2 4. If the change was made for the right reasons in 2008, why is it an issue now? The change was made during a time of year over year legislated salary increases. Beginning at the end of Calendar Year 2008, and continuing through today, there have minimal legislated salary increases. A 1.2% increase in 2012 and a $500 increase in As a result, this group has seen what is called salary compression. The decision made in in 2008 was appropriate, and supported by the OT/PT group. Unfortunately, their group, and all other WCPSS employees in salary banded positions have seen only the limited 1.2% increase and $500 increase referenced above. Please note that the OT/PT group did receive the $1,250 one-time bonus that all other non-certified staff received in December Additionally, this group is included in the requested 3% salary increase request. 5. How much are we paying contractors we hire to do this work? Total estimated expenditures to provide contracted OT/PT services for are $300 k. Total salary and benefits for OT/PT for is estimated to be $3.6 m. 6. How do OT/PT salaries compare to SL/A? Entry Level OT/PT salary is 1.8% lower than SL/A Middle Level OT/PT salary is 2.8% higher than SL/A Most Experience OT/PT salary is 18% higher than SL/A 7. Does the state set minimum salary levels for OT/PT? Yes, the state s current minimum rate is $4,321 per month. Our current entry level rate is $4,523 per month. 8. Is it correct that we cannot be reimbursed by Medicaid when contractors are providing these services? When our OT/PT staff provides services, the district bills fee for service for this work and we are reimbursed federal funding (Medicaid). The district uses the reimbursements to pay for contractors, and cannot allow the contractors to bill fee for service as this would be double dipping/not allowed. 9. How much would it cost to shift OT/PT back to a step salary schedule? Staff is currently estimating the cost of this. We must also look at the results of the market comparability study that is being conducted, any state legislation that revises compensation, and final local funding that is available to address compensation. 2

3 10. How do WCPSS teacher salaries compare to those in neighboring states? Following is a chart showing entry level teacher level salary in some neighboring state districts. Amounts include any local supplement, and are from the bachelor s degree schedule. Percent indicates the differential to WCPSS.
