Deputy County Director, Information Communication Technology, JG Q An officer at this level will be responsible to the County Chief Officer, Information Communication Technology, for the formulation, implementation and coordination of ICT policies, strategies and programmes. Basic Salary scale: 89,748X4,487-94,235X4,712-98,947X4, ,894X5, ,543X5, ,270 P.m Specific duties and responsibilities will include; a) Coordinating research and development on emerging technological issues; b) Monitoring and evaluating ICT programmes and policies; c) Preparing ICT status reports and d) Ensuring professional standards and guidelines are adhered to. For appointment to this grade, an officer must; a) Be a Kenyan citizen b) Have Served in the in an equivalent and relevant position in the Public Service or private sector for not less than three (3) years; c) Have Bachelors degree in Computer Science or any other ICT related discipline from a recognized institution; d) Masters in Computer Science or any other ICT related discipline will be an advantage 1
2 e) Have demonstrated a high level of competence and outstanding management qualities in computerized information systems; and f) Have a thorough understanding of the national goals and objectives and the ability to interpret and apply them to the computing management concepts. g) Satisfy the requirement of chapter six of the constitution of Kenya Information Communication Technology Officer II, JG 'J' (1 post) Basic Salary Scale: Kshs. 24,662x1,233-25,895x1,233-27,180x1,340-28,520x1,398-29,918 p.m The duties and responsibilities of the Information Communication Technology Officer II will include: a) Analyzing, designing, coding, testing, implementing computer programs providing user support; and maintaining support systems and training of users; repairing and maintaining of Information Communication Technology equipment and associated peripherals; b) Receiving, installing and certifying of Information Communication Technology equipment; and c) Configuring of new Information Communication Technology equipment For appointment to this grade, a candidate must have: a) A Higher Diploma in Computer Science/Information Communication Technology or its equivalent qualification from a recognized Institution. b) At least three years experience as Information Communication Technology Officer and a Diploma in Computer Science/ Information Communication Technology; or its equivalent qualification from a recognized institution; 3. Information Communication Technology Officer I, JG 'K' (1 post) Salary Scale: Kshs. 31,020 x 1,560 32,580 x 1,620 34,200 x 1,710 35,910 x 1,800 37,710 x 1,890 39,600 x 1,990 41,590 p.m. The duties and responsibilities at this level will include: 2
3 a) Installation and maintenance of computer systems; b) Configuration of Local Area Network and Wide Area Network; c) Developing and updating application systems and carrying out systems analysis, design and programme specifications in liaison with users; d) Carrying out repairs and maintenance of Information Communication Technology equipment and associated peripherals; e) Drawing up hardware specifications for Information Communication Technology equipment; f) Verification, validation and certification of Information Communication Technology equipment; and overseeing the process of configuration of new Information Communication Technology equipment. For appointment to this grade, a candidate must have a) A degree in any of the following fields: Computer Science/ Information Communication Technology or in Electronics/Electrical Engineering from a recognized institution b) At least three years experience as Information Communication Technology Officer II or in an equivalent and relevant position and shown merit and ability as reflected in work performance and results. 4. Information Communication Technology Officer III, JG 'H ( 2 posts) Salary Scale: Kshs. 19,323 x ,289 x 1,015 21,304 x 1,065 22,369 x 1,120 23,489 x 1,173 24,662 p.m Duties and responsibilities at this level will include; a) Writing and testing simple computer programs according to instructions and specifications; b) Assisting in the implementation of the computer systems; c) Providing user support and training of users; d) Repairs and maintenance of ICT equipment and associated peripherals; monitoring the performance of ICT equipments; and e) Reporting any faults for further action. For appointment to this grade a candidates must have; a) Kenya Certificate of Secondary Education means grade C- minus 3
4 b) Diploma in any of the following fields: ICT, Computer Science, Electrical/ Electronics engineering or its equivalent qualification from a recognized institution. Economist II Job Group K (2 Posts) Salary Scale: Kshs. 31,020 x 1,560 32,580 x 1,620 34,200 x 1,710 35,910 x 1,800 37,710 x 1,890 39,600 x 1,990 41,590 p.m. Duties and responsibilities at this level will include; a) Providing economic planning data b) Economic analysis c) Formulation of development strategies d) Identification, preparation and evaluation of development projects and programmes and monitoring of their implementation e) Conducting feasibility studies f) Determining project viability and setting project priorities g) Writing and submitting reports on specific assignments h) Control and supervision of technical and other supporting staff. i) Drawing up survey questionnaires and setting up control procedures for receiving returns and taking the necessary action j) Collection, collation, computerization and analysis of data Requirements for appointment For appointment to the grade of Economist II, candidates must be in possession of: a) A minimum of Upper Second Class Honours degree in Economics, or Economics and Mathematics, or Economics and statistics from a recognized University VACANCIES IN THE DEPARTMENT OF WATER 1. 5 The Duties and responsibilities of the deputy Director Water will include; a) Development and implementation of departmental strategies and work plan b) Coordination, monitoring evaluation and implementation of County Water Development projects c) Ensure proper planning, design, construction and maintenance of water works d) Coordinating capacity building for both staff and community e) Preparation of monthly, quarterly and annual programme performance report. f) Coordination between water department and water stakeholders and agencies. For a candidate to be appointed to this position of deputy County director of water he/she should be in possession of; a. Degree in water engineering, civil engineering, environmental engineering or equivalent with strong bias to water and environmental engineering. b. Registered with engineer s registration Board. c. At least five years experience in design and implementation of water supply schemes and sanitation facilities preferably in a busy institution. 2. Assistant Engineer I Job group L (2 Posts) 1. Basic Salary Scale: Kshs. 35,910x 1,800 37,710 x 1,890 39,600 x 1,990 41,590 x 2,070 43,660 x 2,220 45,880 p.m. Duties and Responsibilities a) Assist the County Deputy Director for Water in implementation of the departmental mandate at the Sub County level b) Coordination of all water related activities in the Sub- County c) Administration of line activities in the sub-county. d) Identification, design preparation of Bill of Quantities and supervision of water projects within Sub- county s e) Preparation of monthly, quarterly and yearly progress reports. f) Assist non-governmental organization under taking water related activities within the Sub-County g) Any other duties which may be assigned by County Chief Officer- Water from time to time. 5
6 For a candidate to be appointed to this position of Assistant Engineer I water he/she should be in possession of; a) Degree in water engineering, civil engineering, environmental engineering or equivalent b) At least three years experience in implementation of water supply schemes and sanitation facilities preferably in a busy institution. c) Be registered with the Engineer s Registration Board d) Computer literacy. 2. Inspector Ground Water ( 1Post) Job group H Basic Salary Scale: Kshs. 19,323 x ,289 x 1,015 21,304 x 1,065 22,369 x 1,120 23,489 x 1,173 24,662 p.m The Duties and responsibilities of the Inspector Ground Water will include; a) Assisting in the maintenance of all types of ground water and monitoring instruments b) Collection of ground water samples for ground water quality and quantity analysis c) Assisting the professionals in hydro-geological, geological and geophysical surveys For a candidate to be appointed to this position of Inspector Ground Water he/she should be in possession of; a) Kenya Certificate of Secondary Education means grade C plain with at least a C- in mathematics and English an Physical Science b) Diploma in ground water Technology or its equivalent from and approved institution c) Three years technical training course from the Kenya institute or an equivalent institution 3. 7 The duties and responsibilities of the Laboratory Technologists shall include; a) screening and receiving materials for carrying out water quality analysis b) storing, retrieving and issuing-out materials of analysis c) Submission of water quality reports. d) sampling at various sites; e) Carrying out field tests; f) Preparing reagents for analysis; g) Compiling and submitting laboratory reports. h) Maintaining records; and carrying out relevant laboratory analysis of samples. For appointment to this grade, a candidate must have:- a) Bachelor of Science degree in any of the following disciplines:- Analyticalchemistry, Industrial chemistry ; industrial micro- biology or its equivalent from a recognized institution; and b) Certificate in computer application skills from a recognized institution. c) At least three (3) years relevant work experience in similar position In addition the candidate should be (i) Ready to work in any location within the County. (ii) Able to work with minimum supervision. (iii) Able to operate latest water equipment. 4. 8 The duties and responsibilities of the Physical Planning Assistant I shall include; a) drawing/digitizing local, county regional physical planning development plan; b) collecting and analyzing geographical data for plan preparation; c) vetting and verifying physical development plans; d) inspecting sites, identifying site characteristics and establishing sites suitability for proposed development; e) cataloging and maintaining plan records; f) and converting analogue data to digital format using geographical information system (GIS) For appointment of this grade an officer must have:- a) Served in the grade of physical planning assistant II for minimum period of three (3) years b) Diploma/higher diploma in any of the following areas: urban and regional planning, regional planning, urban planning, building, civil engineering, cartography, geo-informatics, geographical information system (GIS) from a recognized institution; c) Associate membership of Kenya institute of planners or architectural association of Kenya (town planning chapter) d) Certificate in computer application skills from a recognized institution; and b) Land Survey Assistant III, Job Group H (2Posts) Basic Salary Scale: Kshs. 19,323 x ,289 x 1,015 21,304 x 1,065 22,369 x 1,120 23,489 x 1,173 24,662 p.m The duties and responsibilities of the Land Survey Assistant III Shall Include; a) Carrying out angular and distance measurements, b) Computation for small density topographical, site engineering, general boundary and photo control surveys.
