1 NATIONAL TRANSPORT AND SAFETY AUTHORITY JOB ADVERTISEMENT The National Transport and Safety Authority is a State Corporation established through an Act of Parliament; Act Number 33 of 26th October It is mandated with harmonizing the operations of the key road transport departments and to effectively manage the road transport sub-sector as well as minimizing loss of lives through road traffic accidents. NTSA is seeking to recruit qualified staff for the following positions: 1. Director, Road Safety - Ref: NTSA/06/2016/01 2. Director, Corporate Support Services - Ref: NTSA/06/2016/02 3. Audit and Risk Management Officer - Ref: NTSA/06/2016/01/ Driving Test Examiners - Ref: NTSA/06/2016/10 Detailed job descriptions for the above positions are as provided below. 1. DIRECTOR, ROAD SAFETY - REF: NTSA/06/2016/01 Reporting to the Director General, the job holder will be responsible for promoting safe motoring culture in Kenya by providing strategic leadership and direction in formulation, implementation 1 P a g e

2 and enforcement of Road Safety Prevention and mitigation Programmes in line with the Authority s Strategic Plan. Lead in development and implementation of Road Safety policies and strategies in line with NTSA s Vision, Mission and Mandate; Coordinate the development, promotion and implementation of the Authority s strategic working documents including Road Safety Action Plan as well as operational enforcement plans and orders; Advise on long-term Road Safety Strategic Plans and establish effective internal Monitoring and control systems and procedures to ensure realization of the Authority s Road Safety strategic goals; Build partnerships with other Road Safety Agencies, Governmental, international and national organizations and coordinate the road safety resource mobilization efforts; Coordinate the development of a functioning Road Safety Crash Data System in the country; Develop a monitoring and evaluation framework to check the progress of implementation of road safety action plans both at the national and county level and make appropriate corrective measures; Support the design, planning, execution and monitoring of the overall road safety strategic plan with the objective of making Kenyan Roads much Safer; Initiate, coordinate road crash investigations and follow up on implementation of recommendations thereof ; Initiate and coordinate Road Safety Research and Audit and awareness programmes Coordinate the Transport and Safety Committees at the County Level; Establish effective Road Safety programmes and interventions on speeding, Drunk driving, Pedestrian safety, and General Compliance; Oversee supervision of enforcement bases countrywide to ensure productivity and integrity in enforcement operations and strict adherence to approved operation plans; Seek and Build sustainable, mutually beneficial and collaborative relationships and networks with all stakeholders in road transport sub-sector; Ensure strict fiscal discipline, adherence to budgetary allocations for road safety activities; and 2 P a g e

3 Coordinate all the agencies involved in road safety programmes. Bachelor s Degree from recognized institution; Master s degree in a relevant field; Twelve (12) years relevant work experience, five (5) of which must have been at a senior management position in a large organization; Proven ability to develop policies and strategies in collaboration with diverse teams; Be highly analytical, assertive and a team player; Exemplary leadership & administrative skills; Visionary, transformative and result-oriented strategic thinker; Ability to work in multi-cultural and multi-ethnic environment with sensitivity and respect for diversity; Excellent negotiation, communication and lobbying skills; Ability to drive change and innovation. 2. DIRECTOR, CORPORATE SUPPORT SERVICES - REF: NTSA/06/2016/02 Reporting to the Director General, the job holder will be responsible for ensuring the Authority continuously has the institutional capacity and capabilities necessary to deliver on its mandate. The Director shall oversee the following key functions Human Resource and Administration, Finance and Corporate Affairs and Communication. Develop and oversee the implementation of a dynamic corporate strategy that is able to deliver exemplary services and results as envisioned in the strategic plan; Develop the Authority s budget and continuously monitor and evaluate its implementation; Give oversight to the Authority financial affairs and advise the Authority on financial planning strategies and policies; Ensure effective and efficient management of the Authority s Resources including Finances and Assets; 3 P a g e

4 Ensure the provision of meaningful, accurate and prompt management accounts and reports to the Director General and the Board; Negotiating with banks and donors for appropriate support; Give oversight to the Authority s human capital affairs, ensuring that the Authority has the right and sufficient human resource to meet its objectives; Ensure that current and future space and other facility needs are provided for; Provide oversight for effective records management operations; Oversee performance management system in the Authority; Participate in the development and review of the Institution s strategic plan; Ensure compliance with labour laws, public, Public Financial Management Act, IPSAS and IFRS and ISO Standards; Review the Corporate Services business plans in line with the overall strategic objectives and government performance contract; and Oversee operations of HR and Administration, Finance and Corporate Affairs and Communications departments. Bachelor s Degree in social sciences or business related field from a recognized institution; Master s Degree preferably Master of Business Administration from a recognized university; Possesses a relevant professional qualification and registration from an applicable body; At least ten (10) years management experience in two of the following fields finance, human resource, public administration and communication, five years of which should have been in a senior management position; Be highly analytical, assertive and a team player; Negotiation and lobbying skills; Ability to drive change and innovation; Team player with excellent interpersonal skills; Excellent communicator with negotiation skills and ability to manage multi-disciplinary teams; Demonstrate exemplary leadership skills; 4 P a g e

DEPUTY DIRECTOR, CORPORATE AFFAIRS AND COMMUNICATIONS - REF: NTSA/06/2016/03 Reporting to the Director, Corporate Support Services, and the job holder will be responsible for articulating, maintaining and portraying the brand and image of the Authority in a positive way to its stakeholders and the public at large. This involves formulating and implementing the corporate affairs and communications strategy to promote positive relations with stakeholders, media and the general public. Maintain data and documentation arising from media monitoring and follow up on NTSA media coverage and mentions; Direct activities of external stakeholders (private and public) and departments that develop and implement communication strategies and information programs touching on the Authority s mandate; Identify main stakeholders groups and audiences, determine the best way to communicate publicity information to them, and develop and implement a communication plan; Write effective press releases and statements, public notices and prepare information for media; and develop and maintain all Authority s public affairs and communications; Draft speeches for the Director General and Chairman and other Executives, and arrange interviews and other forms of contact for them; Establish and maintain the Authority s Public Complaints Mechanism (through logging and resolving) and acting as the liaison contact for the Authority with the Commission on Administrative Justice ( Ombudsman Office); Establish and maintain effective working relationships with stakeholders, government agencies, and media representatives and use these relationships to enhance the Authority s brand and mandate; Respond to requests for information about the Authority s activities or status. Develop and maintain the company's corporate image and identity, which includes the use and application of Authority s logos and signage; 5 P a g e

6 Support other NTSA functions to drive staff engagement in the NTSA brand by developing internal communications strategies; Manage Corporate Affairs and Communications budgets; Evaluate the Authority s advertising and multimedia programs for compatibility with corporate affairs and communications efforts; Co-ordinate the Authority s Corporate Social Responsibility programmes. Bachelor s Degree in Communications, Journalism, Public Relations or related field from a recognized institution; Master s degree in a relevant area will be a key added advantage; Postgraduate diploma in journalism, public relations or any other relevant field will also be an added advantage; Eleven (11) years relevant work experience, five (5) of which must have been at a senior management position in a large organization; Member of the Public Relations Society of Kenya (PRSK) or Marketing Society of Kenya (MSK); Proven ability to develop communication strategies related to organizational policies in collaboration with diverse teams; Excellent communication skills including good command of English language; Be highly analytical, assertive and a team player; Negotiation and lobbying skills; Ability to drive change and innovation. 4. REGIONAL MANAGERS - REF: NTSA/06/2016/04 Reporting to the functional Directors, the job holder will be responsible for coordination of NTSA activities in the regions. Coordinate all Road Safety and Enforcement activities; Coordinate all licensing activities in the station/region; 6 P a g e

7 Coordinate all registration activities in the station/region; Coordinate all motor vehicle inspection activities in the station/region; Manage all staff working in the station/region; Coordinate all stakeholders activities in the station/region; Compile and submit weekly, monthly and quarterly reports; and Represent the Authority in all activities in the region related to Road Transport & Licensing; Bachelor s Degree from recognized institution; Master s degree in a relevant field will be an added advantage; At least ten (10) years experience, three (3) of which must have been at a management position in a large organization; Experience in road transport sector; Ability to interact with stakeholders; Team player with excellent interpersonal skills; Excellent communicator with negotiation/lobbying skills and ability to manage multidisciplinary teams; Demonstrate exemplary leadership skills; Highly organized with good time management skills; Proficient in ICT; Excellent written and verbal communication skills. 5. SECURITY MANAGER - REF: NTSA/06/2016/05 (RE-ADVERTISEMENT) Reporting to the Deputy Director, HR and Administration, the job holder will have responsibilities of providing support, leadership and management of all security concerns in NTSA Offices including security management; security awareness; and contingency/emergency planning and response. The Manager will also protect the property, information, buildings, grounds and Authority staff to allow for proper execution of duties. 7 P a g e

8 Develop, organize and control an effective security system to protect the Authority s interests, information, premises, personnel and property; Ensure that proactive security control measures and procedures are implemented and administered at all NTSA premises; Develop, implement, update and advise NTSA Management on security policies, procedures and compliance; Investigate and prepare reports on crimes/incidences involving NTSA personnel, property and assets committed within / outside NTSA premises and recommending corrective control measures; Develop and establish sound emergency procedures on fire detection, prevention and protection and conducting regular mock fire, training and evacuation drills; Establish and manage Radio Communication services network; Ensure provision of armed and un armed security services as the need arises Sensitize staff on security & safety matters; Conduct covert and overt intelligence gathering to detect irregularities likely to affect the core business of the Authority and give a report to management; Co-ordinate security and safety risk assessment surveys; Conduct vulnerability assessment of the Authority premises; Prepare annual budget and procurement plan for the security function; and Manage third party Security Firms guards in the Authority Offices and specifically Liaising with other security/ Government agencies when necessary. Bachelor s degree and proven advanced education in security management or related field; Must have worked with the Kenya Armed Forces/ Police and attained the rank of Major & above or Senior Superintendent or as a security manager in a reputable organization; Must have military intelligence or criminal investigation or crime prevention background; A minimum of 10 years experience as a hands on security practitioner, three (3) of which should have been in Security Management position; 8 P a g e

9 Demonstrable strong skills and experience in corporate investigations with outstanding verbal and written communications and strong relations with government and private security agencies; Exposure to and knowledge of loss prevention, access control systems and procedures, video surveillance, CCTV and related physical security skills; Demonstrated self-confidence with capability of interacting with all staff cadres and maintaining confidentiality; Good communication skills, both spoken and written English and Kiswahili; Ability to work within a multi-cultural setting; and Management skills. 6. MANAGER, CORPORATE AFFAIRS AND COMMUNICATIONS - REF: NTSA/06/2016/06 Reporting to the Deputy Director, Corporate Affairs and Communication, the job holder will be responsible for creating and communicating a favorable public image of the Authority Support and participate in the writing of effective press releases and statements, public notices and prepare information for media; Draft corporate speeches and arrange interviews and other forms of contact for them; Participate in establishing and maintaining the Authority s Public Complaints Mechanism (through logging and resolving); Support in the implementation of the Authority s communication approach with the media and other electronic and digital communication platforms; and use these relationships to enhance the Authority s brand and mandate; Facilitate media visits to NTSA functions and other operational facilities/areas; Support in the activities of external stakeholders (private and public) and departments that develop and implement communication strategies and information programs touching on the Authority s mandate; Supervise and review of the activities of Corporate Affairs and Communications staff; 9 P a g e

10 Participate in the segmentation of the Authority s stakeholders groups and audiences, determine the best way to communicate publicity information to them, and develop and implement a communication plan; Support in developing and maintaining Authority s corporate image and identity, which includes the use and application of Authority s logos and signage; Support other Authority functions to drive staff engagement in the NTSA brand by developing internal communications strategies; Participate in managing the Corporate Affairs and Communications budgets; Support in evaluating the Authority s advertising and multimedia programs for compatibility with corporate affairs and communications efforts; and Participate and support in the co-ordination the Authority s Corporate Social Responsibility programmes. Bachelor s Degree in communications, journalism, public relations or other relevant field from recognized institution(s); Masters degree in a relevant field will be an added advantage; Postgraduate diploma in journalism, public relations or any other relevant field will be an added advantage; At least ten (10) years relevant work experience, three (3) years of which must have been in a managerial position in corporate communications, public relations or journalism in a large organization; Member of the Public Relations Society of Kenya (PRSK) or Marketing Society of Kenya (MSK); Excellent written and verbal communication skills; Be highly analytical, assertive and a team player; Negotiation and lobbying skills; Attentive to details, accurate and a keen observer; Highly organized with good time management skills; IT proficiency; 10 P a g e

SENIOR CORPORATE AFFAIRS AND COMMUNICATIONS OFFICER - REF: NTSA/06/2016/07 Reporting to the Manager, Corporate Affairs and Communication, the job holder will be responsible for defining and communicating the branding and corporate identity to the media through strategy program by creating and implementing the Corporate Identity Manual. Maintain data and documentation arising from media monitoring and follow up on NTSA media coverage and mentions; Support and participate in the writing of effective press releases and statements, public notices and prepare information for media; Support in developing and implementing effective internal and external media relations strategies; Support in the implementation of the Authority s communication approach with the media and other electronic and digital communication platforms; Support in the implementation of the Authority s communication approach with the media and other electronic and digital communication platforms; and use these relationships to enhance the Authority s brand and image; Participate in the facilitation of media visits to NTSA functions and other operational facilities/areas; Support in developing and maintaining the company's corporate image and identity, which includes the use and application of Authority s logos and signage; Support in the activities of external stakeholders (private and public) and departments that develop and implement communication strategies and information programs touching on the Authority s mandate; Participate in the segmentation of the Authority s stakeholders groups and audiences, determine the best way to communicate publicity information to them, and develop and implement a communication plan; Produce suitable communication materials for media house use, NTSA e-communication and digital sites, stakeholder s events, newspapers and magazines supplements and annual publications; and 11 P a g e

SENIOR AUDIT AND RISK MANAGEMENT OFFICER - REF: NTSA/06/2016/08 Reporting to the Audit and Risk Manager, the job holder is responsible for giving assurance to the management on the existence of effective risk control framework. Review and evaluate systems of internal controls; Prepare EACC performance contracting reports as per signed Authority s Performance Contract; Contribute to preparation of risk based audit plan and programs for the audit engagement; Conduct in accordance to the auditing standards segments of financial, operations, systems and compliance audits to operations; Obtain information directly or indirectly through examination of records or interview the auditee; 12 P a g e

13 Review and evaluate the system of internal controls, assess their adequacy, effectiveness and proposing recommendations for their improvement; Safeguard the authority s assets by establishing appropriate means of verifying their existence, ownership and valuation; Ensure institution compliance to the laid down policies and applicable Kenyan laws and regulations; Prepare audit working papers properly documenting the work performed; Draft on a monthly basis audit reports and communications on work performed for review; Assist in establishing a follow up mechanism on agreed recommendations on financial, operational and regulatory deficiencies reported during past audits; Collaborate and assist the internal manager and assistant audit Manager to gather information needed for external audits; and Carry put special audits as may be directed by management. Bachelor s Degree in Accounting or Finance; Training in Risk Evaluation and Management; Completed CPA, CISA or ACCA; At least 4 years of relevant experience in a reputable organization; Initiative and self-drive for high quality performance; Ability to write reports and proposals; Good communication skills both spoken and written; Excellent team working skills, good organizational and social skills; Attention to details, accurate and a keen observer; Highly organized with good time management skills. 9. AUDIT AND RISK MANAGEMENT OFFICER - REF: NTSA/06/2016/09 Reporting to the Senior Audit and Risk Management Officer, the job holder will be responsible for giving assurance to the management on the existence of effective risk control framework. 13 P a g e

14 Develop the assigned audit plan including scope and objectives of the audit, and audit procedures and obtain the Audit and Risk Manager s approval; Carry out tests, evaluate the results and draw conclusions, discuss with the team leader and obtain the Audit and Risk Manager s approval; Draft audit recommendations and write audit memos, solicit input from the team leader and then obtain the Audit and Risk Manager s approval; Draft the audit report and obtain feedback from the team leader and the supervisor; Follow up on implementation of corrective actions; Assist with the review and audit of compliance with policies, plans, procedures, laws, and regulation; Carry out audit assignments and Drafting audit recommendations; Conduct special assignment as may be assigned by the Audit and Risk Manager; and Provide assistance to Internal Auditors and External Auditors as required. Bachelor s Degree in, Accounting or Finance; Completed CPA, CISA or ACCA; At least 2 years of relevant experience in a reputable organization; Initiative and self-drive for high quality performance; Ability to write reports and proposals; Good communication skills both spoken and written; Excellent team working skills, good organizational and social skills; Attention to details, accurate and a keen observer; Highly organized with good time management skills; High integrity levels; Ability to work under pressure. 10. DRIVING TEST EXAMINERS - REF: NTSA/06/2016/10 The Driving Test Examiners will be responsible for conducting driver license examinations to determine the eligibility of applicants for licensure, and applying the various laws, rules and regulations in making these determinations. 14 P a g e

15 Key duties and responsibilities: Carry out examination and testing of drivers and riders (both theory and practical); Compile and submit reports on test results; Advise on most appropriate examination /testing procedures; Participate in review of curriculums for examination/testing of drivers.
