2 Duties and Responsibilities This is the entry and training grade for National Government Administrative Officers cadre. An officer at this level will be deployed in the administration field. Work at this level will be limited in scope and complexity and will be carried out under the guidance and supervision of a more senior officer. Specific duties and responsibilities include: (i) allocating administrative duties, including general office administration to staff under their supervision; (ii) managing assets and inventory; (iii) planning and maintaining security; (iv) co-ordinating and organizing Government functions; (v) countering terrorism and mitigating disaster; (vi) undertaking peace building initiatives; and (vii) overseeing implementation of National Government development projects. VACANCIES IN THE OFFICE OF THE ATTORNEY GENERAL AND DEPARTMENT OF JUSTICE CHIEF STATE COUNSEL THIRTY (30) POSTS - V/No.44/2015 Basic Salary Scale: Ksh.120,270 Ksh.180, 660 p.m. SLG 7 Terms of Service: Contract For appointment to this grade a candidate must have: (i) served for a minimum period of fifteen (15) years in the Public Service, One (1) of which should have been at the level of Deputy Chief State Counsel, SLG 6 /Job Group R or in a comparable and relevant position in the Public Service; (ii) a Bachelor of Laws (LLB) degree from a university recognized in Kenya; (iii) a Post graduate Diploma in legal studies from the Kenya School of Law; (iv) been admitted as an Advocate of the High Court of Kenya; (v) a clear understanding of the National Development Goals,Vision 2030, Millennium Development Goals and the ability to relate them to the legal function; and (vi) demonstrated professional and leadership capability as reflected in work performance and results. Specific duties and responsibilities include: (i) formulating, implementing and reviewing legal policies and programmes; (ii) providing legal advice and opinions to Ministries/State Departments and State Corporations; (iii) undertaking litigation on behalf of the Government; (iv) drafting complex bills and subsidiary legislation and reviewing complex documents, contracts and international agreements; (v) preparing statutes for revision and publication of the annual supplement to the Laws of Kenya; (vi) undertaking research and spearheading reforms in the legal function; (vii) ensuring compliance with the principles and values of good governance under Article 10 of the Constitution; (viii) effective administration of the registries, allocation of case files, arbitrations, asset tracing and recovery/debt collection, estates and trusts property management and issuance of gazette notice; and (ix) handling disciplinary processes, dispute settlement/resolution and prosecuting matters before the Disciplinary Tribunal. 2
3 DEPUTY CHIEF STATE COUNSEL - THIRTY(30) POSTS V/NO. 45/2015 Ksh.109, Ksh.144,928 p.m. SLG 6 For appointment to this grade a candidate must have: (i) served for a cumulative period of at least ten (10) years in the Public Service, one (1) of which should have been at the level of Senior Principal State Counsel, SLG 5 /Job Group Q or in a comparable and relevant position in the Public Service; (ii) a Bachelor of Laws (LLB) degree from a university recognized in Kenya; (iii) a Post graduate Diploma in legal studies from the Kenya School of Law; (iv) been admitted as an Advocate of the High Court of Kenya; (v) a clear understanding of the National Development Goals, Vision 2030, Millennium Development Goals and the ability to relate them to legal function; and (vi) demonstrated professional and leadership capability as reflected in work performance and results. VACANCIES IN THE MINISTRY OF AGRICULTURE, LIVESTOCK AND FISHERIES (STATE DEPARTMENT OF LIVESTOCK) DIRECTOR OF VETERINARY SERVICES ONE (1) POST - V/No. 47/2015 Basic Salary Scale: Ksh.152,060 Ksh.302,980 p.m Terms of Service: Contract - (Job Group T ) For appointment to this grade, a candidate must have: (i) served in the grade Deputy Director, Veterinary Services, Job Group R or equivalent and relevant position in the wider public service for a minimum period of three (3) years; (ii) a Bachelors degree in Veterinary Medicine (BVM) from a university recognized in Kenya; (iii) a Masters degree in any of the following disciplines: Veterinary Medicine, Veterinary Surgery, Livestock Economics, Forensic Science, Animal Nutrition and Feed Sciences, Animal Genetics and Breeding, Clinical Studies, Veterinary Public Health, Livestock Production Systems, Poultry Science, Veterinary Anatomy, Reproductive Biology, Veterinary pathology and Microbiology, Clinical Pathology and Laboratory diagnosis, Veterinary Pathology and Diagnosis, Fish Science, Apiary Science, Public Health, Applied Veterinary Parasitology, Applied Microbiology, Comparative Mammalian Physiology, Pharmacology and Toxicology, Wildlife Health and Management, Veterinary Epidemiology and Economics, Animal Production or Aquatic Science from a university recognized in Kenya; (iv) been registered by the Kenya Veterinary Board; (v) a certificate in Strategic Leadership Development course from a recognized institution; (vi) a clear understanding of the National Development Goals, Vision 2030, Millennium Development Goals, emerging trends and techniques and the ability to translate them to the veterinary function; and (vii) demonstrated outstanding leadership and professional competence in work performance. Duties and Responsibilities An officer at this level will be answerable to the Principal Secretary for providing leadership and technical advice on veterinary services. Specific duties and responsibilities include: (i) formulating, implementing and reviewing veterinary service policies; 4
5 (ii) providing leadership in animal disease and pest control, veterinary diagnostic services, biosafety and quality assurance of inputs and products, zoological service, hides and skin and leather development, veterinary public health, animal reproductive, extension and animal welfare programs; (iii) approving slaughterhouse designs and export/import request documents in respect to live animals, animal products, by-products and inputs; (iv) participating and collaborating with approved local, regional and international bodies in the field of animal health and ratifying trade protocols in food and feed stuffs; (v) recommending for registration of veterinary drugs, vaccines, and acaricides; (vi) regulating the production, importation, distribution and export of animal genetic materials; (vii) overseeing the management of Animal Health and Industry, Veterinary Public Health and Meat Technology training institution; and (viii) reporting to World Organisation for Animal Health (WOAH/OIE) on animal disease outbreaks and response; and (ix) ensuring compliance with the principles and values of good governance under Article 10 of the Constitution. Duties and Responsibilities An officer at this level will be responsible to the Director of Veterinary Services for the efficient management of a division. He/She will be deployed in any of the following divisions: Animal Diseases and Pest Control Services, Food Safety and Animal By-Products Services, Diagnostic Services, Quality Assurance and Bio-Safety Services or Breeding, Extension and Animal Welfare Services. At the Animal Diseases and Pest Control Services Division, Specific Duties will include: (i) formulating, reviewing and implementing policies relating to animal diseases and pest control services; (ii) controlling of Zoonoses through development of disease contingency plans and establishing and maintaining disease free zones and quarantine stations; (iii) analyzing, preparing and submitting World Organisation for Animal Health (WOAH/OIE) reports on animal disease outbreaks and response; (iv) coordinating and regulating the provision of clinical veterinary services throughout the country including in Arid and Semi Arid Areas (ASAL); 5
6 (v) (vi) (vii) (viii) evaluating field efficacy trials results for acaricides and making appropriate recommendations; coordinating the development and maintenance of animal identification and traceability system; collaborating with other stakeholders on research agenda setting on animal diseases and pest management strategies; coordinating veterinary information management and dissemination to stakeholders and evaluating export/import requests documents in respect to live animals, drugs, vaccines and by-products and making appropriate recommendations. At the Food Safety and Animal By-Products Services Division, Specific Duties will include: (i) formulating, implementing and reviewing policies relating to food safety and animal by-products services; (ii) planning and coordinating safety assurance of foods of animal origin and residue testing programs; (iii) analyzing and interpreting reports on food safety assurance and making appropriate recommendations; (iv) liaising with national and international standard setting bodies in the development and implementation of food safety standards; (v) participating in national committee on matters related to Genetically Modified Organisms in foods, Biosecurity, feeds and animal products and by-products; (vi) evaluating import and export applications in respect to foods of animal origin, animal feed premixes and byproducts and making appropriate recommendations; (vii) participating in curriculum development, training public awareness and education on food safety. At the Diagnostic, Quality Assurance and Bio-Safety Services Division, Specific Duties will include: (i) formulating, implementing and reviewing policies relating to diagnostic service, quality assurance and biosafety services; (ii) formulating and reviewing standard operating procedures relating to quality assurance of biologics, biological assays, diagnostic technologies and bio safety; (iii) collaborating with other institutions working on animal research on diagnostics and quality assurance of veterinary inputs and products; (iv) facilitating implementation and maintenance of ISO standards; and (v) promoting and regulating establishment of private veterinary laboratories. At the Breeding, Extension and Animal Welfare Services Division, Specific Duties will include: (i) formulating, implementing and reviewing policies relating to animal reproductive, extension and welfare services; (ii) coordinating research-extension-farmer linkages, breeding technologies and animal welfare; (iii) coordinating animal breeding and biotechnology; (iv) collaborating with breeding organizations and livestock centers; (v) developing and disseminating information on animal health, breeding and welfare; (vi) assessing applications for production, importation, distribution and export of animal genetic materials, breeding technologies and animal welfare; and (vii) participating in curriculum development, training, public awareness and education on breeding, extension and animal welfare.
