1 VACANCIES The Ethics and Anti-Corruption Commission (EACC) is established under Section 3 of the Ethics and Anti-Corruption Commission Act No. 22 of 2011, pursuant to article (79) of the Constitution of Kenya. The Mandate of the Commission is to combat and prevent corruption through law enforcement, preventive measures, education and promotion of standards and best practices of Integrity, Ethics and Anti-Corruption. INVESTIGATIONS DIRECTORATE OPERATIONS ASSISTANT II HUDUMA CENTER, JOB GRADE - EACC 10 (25 POSTS) REF: EACC/ID/OAII/1 Reporting to Deputy Director Report and Data Centre through the Assistant Director Report and Data Centre; Duties and responsibilities include:- Receiving complaints/information brought to the Commission; Analyzing and classifying the complaints and information; Interviewing and providing advice to the clients; Preparing appropriate memoranda and correspondences; Maintaining and updating complaints/reports database; Distributing IEC material; Collecting and preparing corruption intelligence briefs. 1
2 Requirements for appointment: For appointment to this grade, a candidate must have:- Minimum working experience of 3 years; Diploma in any of the following disciplines; Criminology, Communications, Law, Education, Engineering, Business Management, Business Administration, Governance or its equivalent qualification from a recognized institution; Certificate in Investigations lasting not less than three (3) months from a recognized institution will be an added advantage Demonstrated integrity and professional competence as reflected in Work performance and results; INVESTIGATIONS OFFICER II- INTELLIGENCE OFFICER, JOB GRADE - EACC 8 (12 POSTS) REF: EACC/ID/IOII/2 Reporting to Deputy Director Intelligence and Operations thro the Assistant Director, Intelligence Duties and responsibilities will include:- Maintenance and development of sources of information related to corruption and economic crimes; Collection of information related to corruption and economic crimes; Compiling of information reports; Recruitment and running of agents and informants; Producing intelligence briefs/reports as may be required from time to time. 4 INVESTIGATIONS OFFICER II INTELLIGENCE ANALYST, JOB GRADE - EACC 8 (2 POSTS) REF: EACC/ID/IOII/4 Reporting to the Assistant Director, Intelligence Duties and responsibilities; Dissemination of intelligence products to various consumers; Carrying out analysis of information related to corruption and economic crimes; Producing intelligence briefs/reports as may be required from time to time; Sharing relevant intelligence briefs/reports with other divisions on need to know basis; Maintaining data base of intelligence and information reports. 14 Carrying out sting operations and providing backup support; Demonstrated integrity and professional competence as reflected in work LEGAL OFFICER II, JOB GRADE - EACC 8 (1 POST) REF: EACC/ID/LOII/15 Reporting to Deputy Director Forensic Investigations through the Assistant Director Forensic Investigations Duties and Responsibilities; Drafting policy documents, guidelines and regulations; Evaluating evidence submitted for determination of its sufficiency and recommending appropriate action; Holding brief in the prosecution of anti-corruption and economic crimes and violation of codes of conduct cases; Providing actual legal representation in cases where the Commission is sued; Drafting contracts, Memoranda of Understanding and partnership agreements between the Commission and third parties; Instituting civil proceedings for compensation or recovery of public assets acquired through corrupt activities; Carrying out legal research, reviewing legislations and making recommendations on amendments; Providing legal advice/opinion to the Commission; Preparing reports on legal matters Requirements for appointment For appointment to this grade, a candidate must have: Minimum working experience of 5 years; Bachelor s degree in Law or its equivalent qualification from a recognized institution; Advocate of the High Court of Kenya; Demonstrated integrity and professional competence as reflected in work 14
15 INVESTIGATIONS OFFICER II STANDARDS, JOB GRADE - EACC 8 (1 POST) REF: EACC/ID/IOII/16 Reporting to Deputy Director Forensic Investigations through the Assistant Director Forensic Investigations. Duties and Responsibilities; Carrying out interpretation of Kenya Standards and other approved specifications (ISO Standards) in the industry local and imports. Monitoring quality management system systems within the industry. Handling and analysing samples for quality testing reports and certificate of analysis. Receive, analyse laboratory test reports and give feed back to the industry. Facilitating surveillance, import inspection on product quality in the port entries. Participating in prosecution of the various parties contravening the Standards Act, Anti-Counterfeit Act; Providing consultancy services in product and process quality to industry and other stakeholders. Monitoring matters relating to counterfeiting, combat counterfeiting, trade and other dealings in counterfeit goods. Carrying out quality contractual services on products in the relevant field, on behalf of industry Participating in the relevant technical meetings for development of standards, import inspection processes at port of entries Liaising with government institutions and other stakeholders on standards and revenue streams Familiarizing with techniques of analysing a wide range of industrial products and methods of writing test reports. 16 Certificate in computer application skills Demonstrated integrity, professional competence and administrative capabilities as reflected in work LEGAL SERVICES DIRECTORATE ASSISTANT DIRECTOR, EVIDENCE ANALYSIS, JOB GRADE - EACC 5 (1 POST) REF: EACC/ LS/ADEA/17 Reporting to the Director Legal services through the Deputy Director, Evidence Analysis Duties and responsibilities:- Initiating and coordinating development and review of policies, guidelines and regulations on enforcement of anti-corruption legislations; Evaluating evidence submitted for determination of its sufficiency; recommending acts of corruption and economic crimes and violation of codes of ethics to the Director of Public Prosecutions for prosecution; Preparation and monitoring progress of prosecution of anti-corruption and economic crimes and violation of codes of conduct cases in liaison with the Director of Public Prosecutions; Providing support in investigation of corruption, economic crime and violation of code of ethics; Providing legal services on contracts, Memorandums of Understanding and partnership agreements between the Commission and third parties; Preparation of the statutory Quarterly Reports Reviewing legislations and making recommendations on amendments and providing legal advice/opinion to the Commission. Requirements for appointment For appointment to this grade, an officer must have:- Minimum working experience of 12 years Served in the grade of Senior Legal Officer, or in comparable position for a minimum period of three (3) years with proven experience; Bachelor s degree in Law or its equivalent qualification from a recognized institution; 16
