1 Department of Environment, Land, Water and Planning Position Description Position purpose The Senior Strategic Advisor Advice and Assessment will play a key role in the Government Land Advice and Co-ordination branch of the Strategic Land Assessment and Information Division Land Use Victoria. This new branch is intended to become a trusted, neutral, expert advisor to government and landholding agencies. The position will contribute to key policy, strategy, analytic and reform priorities to improve the value delivered from the State government s $114 billion land portfolio. We bring together planning, local government and infrastructure, environment, climate change, energy and water functions, to ensure an integrated approach to the development of long-term State and regional strategies that build on social, environmental and economic opportunities to provide for future population growth and change. We build community resilience by adopting an all-hazards, all-agencies approach across our built and natural environments to improve protection against natural disasters and other emergencies. 2 For further information about the department, please visit our website Context Land Use Victoria Land Use Victoria is a new function in Local Infrastructure. LUV is responsible for providing whole of Victorian Government leadership on land information, policy, assessment and advice, to enable government to more strategically use its land and maximise public value. It is also responsible for managing the government's program for land administration and property information by providing innovative solutions for authoritative, comprehensive and easily accessible services in land registration, property information, valuation, land surveying and geographic naming, land data management services and spatial mapping services. Strategic Land Assessments and Information Division The SLAI Division includes four branches: the Valuer-General Victoria, the Surveyor-General Victoria, Land Information and Spatial Services, and Government Land Advice and Coordination. These branches perform a broad range of functions from service delivery through to policy and strategy development. They are connected by common capabilities and networks, and include some statutory responsibilities in the VGV and SGV which are independent of reporting lines. The GLAC and LISS branches include substantial new functions and are expected to lead significant reform and transformation in the medium term. Government Land Advice and Coordination Branch The branch is an entirely new function in Land Use Victoria. It will deliver a unique range of services and functions including policy, advice, and analytics to support good decision making about government land - across the State's $114 billion land portfolio. Accountabilities Contribute to the development of a whole-of-government strategy for government land with a holistic policy view of the acquisition or uses of surplus and underutilized land within the government land portfolio Contribute to the development of a land information strategy that provides clear direction for the collection, management and sharing of land information Provide advice and recommendations to government agencies on potential land use scenarios arising from the identification of surplus or underutilised land, development or capital investments and options for current and future land use needs based on agency strategic planning and relevant long term plans Develop and maintain effective relationships with key internal and external stakeholders necessary to ensure understanding of and support for the division s key projects and initiatives and the Government s policies and priorities. Specialist/Technical Expertise Demonstrated experience in contributing to the development and delivery of strategic government policy, projects and initiatives Demonstrated experience in strategic relationship and stakeholder management Knowledge and Skills Policy and Strategy: Demonstrated ability to provide authoritative, effective and timely high level policy advice to government agencies, senior levels of the organisation and key stakeholders. Experience at digesting and assessing a range of content to develop advice and options for government agencies, senior management and Cabinet consideration. Experience in managing and leading complex policy and strategy projects; ability to develop project briefs and produce detailed project plans, manage project risks and issues and ensure project objectives are met. Influencing and stakeholder management/relationship building: Demonstrated ability to negotiate with stakeholders to gain co-operation, influence views and meet timelines for project delivery; ability to manage consultation processes including engagement with key stakeholders. Proven ability to establish and maintain positive relationships with people at all levels, forge useful partnerships across business areas, functions and organisations, and build trust through consistency of values, actions and communications. Teamwork: Demonstrated track record of contributing effectively to high performing teams, including aligning and monitoring own performance with organisational values and goals and role expectations. Written Communication: Experience at preparing complex briefs, letters, s and reports using clear, concise and grammatically correct language; ability to convey ideas and information in a clear and interesting way Initiative and Adaptability: Proactive and self-starting; seizes opportunities and acts upon them; takes responsibility for own actions. Open to new ideas; accepts changed priorities without undue discomfort; recognises the merits of different options and acts accordingly. Department Values Our values underpin everything we do. Emergency Response and Health and Safety Requirements The department plays a major role in Victoria s emergency response activities, through an all-hazards, all-agencies approach.
