2 Description The Graduate Certificate in Management (Public Sector) has been developed by La Trobe University in conjunction with IPAA Victoria. This qualification is designed for Aboriginal and Torres Strait Islander public servants seeking to advance their career in public administration. The program commences by exploring the foundation knowledge required of all managers whatever the context, and finishes with a strong understanding of how policy is developed and implemented. The program also provides the opportunity for participants to develop knowledge in more specialised areas of leadership and business planning. The certificate brings together Aboriginal and Torres Strait Islander public administrators from a diverse mix of roles in a way that facilitates dynamic multidisciplinary innovation and exchange of ideas. In 2016 Non-Indigenous public sector professionals have been offered an opportunity to participle in this course. In this way the course is an opportunity for both Indigenous and Non-Indigenous professionals to learn about each others perspectives on management and public policy. The primary objective of the course is to equip participants with the tools and skills necessary to develop ideas, lead and manage organisational activities across government. The course offers opportunities for a pathway to a Master of Management. Entry Requirements Public servants of Aboriginal or Torres Strait Island origin must meet the following prerequisites to be eligible: i. Demonstrated five years of work experience or; ii. Have completed a Bachelor degree or equivalent with results that, upon submission and review, demonstrate an aptitude for postgraduate study. Course Duration Part-time: 2 years January December 2018 Course Fees Fees $2,850 per unit (fees subject to change)
3 UNIT 1 - Entrepreneurial Business Planning This subject prepares students for entrepreneurial business planning. Entrepreneurship is a symbol of business tenacity and achievement. Students in this subject will work through the challenges involved in transforming an innovation or idea into a new and vibrant business venture. Learning Objectives Students will recognise key entrepreneurship theories. Students will examine contemporary organisation issues in the light of such management theories. Students should develop an understanding of entrepreneurial management practice in the light of these management theories. Social/non-profit entrepreneurship Ethnic and immigrant entrepreneurship Regional development and innovation Sport entrepreneurship International entrepreneurship Technology entrepreneurship Healthcare entrepreneurship University/education entrepreneurship Entrepreneurship and organisational behaviour Entrepreneurial marketing Venture capital financing and family business Public private partnerships UNIT 2 - Accounting and Finance for Sustainable Value Creation This subject provides an introduction to key concepts, theories and practical applications associated with accounting and finance in diverse organisational contexts. The content of the subject will cover the nature of the accounting and financial environment and the types of accounting and financial practice and decision-making required from a business perspective, informed by the need for sustainable value creation. Students engage with these issues by considering and analysing practical examples. Learning Objectives Communicate the nature and underlying concepts of the basic financial statements Communicate, in a written business report, the analysis and interpretation of a basic set of accounting reports for internal and external business decisions Explain, using clear concise and well written prose the importance of the concepts of cash time and risk to financial decision making Apply the concepts of the time value of money and risk and return in the valuation of debt and equity securities, measuring the cost of capital and evaluating investment projects, in order to make funding and investment decisions Introduction to Accounting and Finance Principles of accounting Understanding and using the statement of financial performance Understanding and using the statement of financial position Understanding and using the statement of cash flows Evaluating business performance Principles of finance Financial mathematics Valuation of securities Project evaluation Risk and return Cost of capital
4 UNIT 3 - Leadership In this subject students develop and apply an understanding of the practical skills and theoretical knowledge required to become a responsible and effective leader in the organisational context. Teams, tasks, organisational intent and the complexities of being a leader in the dynamic and complex arena of the contemporary organisation form an essential part of this subject. Learning Objectives Outline, discuss and evaluate key leadership theories and debates Through a reading of the body of knowledge compile and discuss instances of contemporary leadership practice To recognise and articulate leadership issues in a group context To demonstrate the connections between responsible leadership and other dimensions of management To form an ethical leadership perspective Foundations of responsible leadership Leadership and power Leadership and communication Leadership, planning and accountability Media Sport Ethics Leadership and organisational change Leadership, organisational structures and society Leadership and sustainability Leadership, creativity and innovation UNIT 4 - IPAA Gain the Policy Edge This 5-day intensive program is designed to equip participants with the knowledge and skills to make a major contribution to policy development and policy leadership. Senior public sector leaders from across a variety of portfolio areas share their experiences and perspectives. Participants work in syndicate groups to prepare a hypothetical policy presentation to government. It concludes with a simulation in Parliament House where participants practice and receive feedback on their policy formulations and presentations from former Ministers and Secretaries. Learning objectives Examine the context and complexity of public policy work Examine the steps to successful public policy making, including issue analysis, policy options, the budget process, consultation and co-ordination Explore the crucial interaction between public servants and Ministers, particularly in relation to the Budget and Expenditure Review Committee and the Public Accounts and Estimates Committees Develop skills through practical exercises including the application of case studies and a 2-day simulation culminating in group presentations in Parliament House Hear critical insights from experienced senior public servants and Ministers Develop lasting networks How does government work? Policy program solving Open and evidence based idea generation External engagement and networked management Role of central government Role of Ministers and ministerial advisors Budget cycle Complex systems
