2 Background Information - Myanmar Myanmar is one of UNOPS leading o 퓽 ces in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Three Millennium Development Goal Fund (3MDG), the Livelihood and Food Security Trust Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS Myanmar is Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Myanmar and Cambodia, and for the Global Fund¹s Regional Artemisinin-resistance Initiative targeting drug resistant malaria in the Greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. Background Information - Job-speci 欘 c The Procurement and Logistics O 퓽 cer directly reports to the Infrastructure Manager and works under the overall guidance and supervision of the Procurement O 퓽 cer, MMOH Procurement Unit. The Procurement and Logistics O 퓽 cer will perform the following duties and responsibilities, but not limited to: Functional Responsibilities In collaboration with the all Infrastructure Project Managers undertake all activities related to procurement of Goods, Services and Works in compliance with UNOPS rules, regulations and policies. Conducting market research for sourcing vendors and goods in local and International markets as per the project requirements and updating the vendor s database Assisting, Project Managers in cost estimation, developing Speci 欘 cations, Terms of References (TORs), Statement of Works (SOW) and Designs with Sustainable procurement approaches. Draft all Solicitation documents, including Request for Quotations (RFQ), Invitations to Bid (ITB), and Request for Proposal (RFP). Managing di 텞 erent nature of tendering processes through RFQ, ITB and RFP process in full compliance with UNOPS Procurement Manual Organizing and chairing the pre-bid meetings with vendors and providing detailed technical and general clari 欘 cations of all queries from the bidders Leading the evaluation committee in all processes of Technical and Financial Evaluation of bids/proposals and preparing bid analysis report and recommendation of bidders for the award of contract. Submitting the evaluation case for the review of Donor/UNOPS review committee, i.e. HQCPC / LCPC in Headquarter, clarifying the queries and obtaining the approval for the recommended bidders. Drafting contracts with legal consideration, payment conditions and risk assessment Assisting stakeholders with amendments and extensions of contracts, contract administration throughout the life cycle of the contract and other procurement-related contractual issues. Using the OneUNOPS system for vendor s registration, purchase orders, payment receipts, closing budgets and all activities related to procurement. Handling all import and tax exemption and delivery matters in the most e 퓽 cient way. Manage and oversee the project's entire logistics and supply chain system Prepare Receipt and Inspection Reports (RIR) for all incoming equipment and supplies; 2/5

Track the project procured materials from the suppliers to the end users. Check all invoices and attach all supporting documents before submitting payments to 欘 nance section. Maintain and update all procurement 欘 les and records of corporate, service, maintenance and other contracts. Ensure all completed Procurement Documents are archived e 퓽 ciently and e 텞 ectively. Maintain e 텞 ective liaison with contractors/suppliers to ensure timely delivery. Responsible for maintenance of logistics and operational 欘 les, records and archives. Assist in the tagging of furniture/equipment upon receipt from the supplier, and updating of nonexpendable property inventory records and track movement of items. Assist in management of records in the asset control database. Review, verify and reconcile a variety of data and reports to ensure compliance and conformance with administrative rules and regulations. Support capacity building and knowledge sharing within the project by assisting with training and brie 欘 ng sessions. 1. Monitoring and Progress Controls All project procurement activities are conducted in accordance with UNOPS rules and regulations and are completed in a timely manner. Project procurement plans updated regularly and contracts are awarded in a timely manner. Proper coordination with other UNOPS units is maintained at all times to achieve e 텞 ective completion of procurement functions under the projects. Accurate maintenance of logistics 欘 les, records and database information for reference and reporting, as required by the project team and logistics Unit. 2. Applies innovation and creativity to problem-solving Education/Experience/Language requirements Education A Bachelor university degree in Finance, Business Administration, Public Administration, Economics or related 欘 eld in combination with qualifying experience is required. Master s Degree in accounting, 欘 nancial management, business administration or related 欘 led would be advantageous. A relevant professional accounting quali 欘 cation such as CIPS certi 欘 cation would be considered a signi 欘 cant asset. Experience A minimum two years of relevant experience at the national or international level in procurement management is required. Experience of managing FIDIC base contracts would be a distinct advantage Experience of using OneUNOPS ERP would be an asset Familiarity with UNGM, UN WEB BUY and Sustainable Procurement Practices would be a clear advantage Knowledge of UNOPS/UN rules and regulations preferred Knowledge of UNOPS procurement rules and regulations; working knowledge of ou (particularly Agresso) and experience with MS O 퓽 ce 2010 and/or newer versions is desired Knowledge of Microsoft o 퓽 ce is required.
