1 Job application information fact sheet Applying for a job with Treasury Thank you for your interest in applying for a job within. This job application information package outlines the application process, provides some information about the Treasury and will guide you in developing your application. Please read this fact sheet and if you have any questions the identified Contact Officer for the position will be able to assist you. About serves the Treasurer and the Government by providing economic and financial advice for the overall management of the State's finances. Treasury is a central agency and has a service-wide responsibility for policy advice and direction. The Department of Premier and Cabinet (DPC) is another example of a central agency. Treasury advise the NSW Government on how best to manage the State's finances, including revenue and expenditure strategies and risk management. We prepare the Budget and the Consolidated Financial Statements for the State. We also issue directions to public sector agencies on accounting and financial matters through Treasurer's Directions, Treasury policies, Treasury Circulars and Statements of Best Practice. was established in 1824 and is the oldest continuing government agency in Australia. NSW is the most populated Australian State, with public assets valued at around $147 billion. This compares with the Gross State Product of around $321 billion per annum. We are located in Governor Macquarie Tower (GMT) in Sydney s CBD and employ about 400 staff with an operating budget of around $49 million per annum. The entities constituting the Cluster include: NSW Self Insurance Corporation (SICorp) NSW Industrial Relations Corporation (TCorp). Provide the fiscal and economic context for sound policy development and informed decision making. 2. The Selection Process When a position has been advertised, there are several steps that are taken to identify the most suitable for the position based on merit. Applications should be submitted as identified in the advertisement either online or via . uses capability based recruitment. This means we look at the capability requirements (both technical and behavioural) to assess the strongest applicants for the role. The Selection Panel Assessment Panels are comprised of at least two members including a male and female representative. One panel member is usually the immediate supervisor of the position. There will always be another panel member who will be an Independent and may be a Treasury employee from another division.

3 job application information fact sheet It is the panel s responsibility to review all applications and select the person most suited for the position based on merit. Shortlisting Shortlisting selects applicants who meet the capability is done to determine which applicant/s, based on their written application, possess the necessary skills, knowledge and abilities required for the position. These are the applicants who will be selected for further consideration and will be invited to an assessment centre. The Assessment Process has introduced assessment centres to engage the best candidates for the job. This means in addition to an interview, you may be asked to undertake some additional assessment activities. All of the activities are based on the technical and behavioural capabilities in the advertisement. If you are shortlisted, you will be contacted and advised of the date, time and location of the assessment centre. You may be requested to bring further documentation with you. Treasury encourages applications from EEO groups and will provide reasonable adjustments for applicants upon request, e.g. access for wheelchairs. Applicants should advise Treasury of any particular needs so that arrangements may be made. Appointment Once the selection panel has identified the most appropriate candidate based on merit and all relevant checks have been completed, the selection committee s recommendation is given to the appropriate delegate for approval. The successful applicant will then be contacted and will receive a verbal offer of appointment followed by a formal letter of offer. All applicants will receive a letter advising the result of their application and whether or not they have been successful. In some circumstances an eligibility list of the top applicants will be created. This list remains current for twelve months after the closing date. Application Feedback Applicants who are unsuccessful will receive notification in writing after the selection process has been finalised. They will be provided with appropriate contact details to obtain feedback. This feedback will consist of constructive comments to assist with future applications and will address issues from the application and interview stages, along with any tasks performed at interview. Closing Dates and Time Your application must be received before midnight of the closing date specified in the advertisement. In exceptional circumstances, an extension may be pre-approved by the nominated Contact Officer. The Contact Officer s details will be in the advertisement.

4 job application information fact sheet Writing Your Application The decision as to which applicants are called for interview is made solely on the assessment of written applications. It is important to demonstrate to the selection panel why you believe you are the best candidate for the position. In your application you must clearly demonstrate your skills, knowledge, and abilities at the capability level for which you are applying. The best way to do this is to provide examples that demonstrate your performance at that level in previous positions. The Treasury Capability framework has the core competencies required of all Treasury staff, providing descriptors of how this is expected to be displayed at the various levels. You can use this as a guide while you are preparing your cover letter and resume. There are two parts to your application: covering letter and resume. Your Covering Letter The letter should include your name, address, and contact details and be no more than two pages in length. This should clearly and succinctly identify: Your Resume Position and branch / division that you are interested in and why Provide examples of how you have applied your technical skills and displayed the Treasury behavioural capabilities at the level required. Please note you do not have to address selection criteria. Your resume should include your education, work experience/history, skills and your referees. Your work experience/history should list details of relevant past work experience commencing with the most recent position held, state the employer s name and the dates of your employment. Include the duties you performed in each job, as well as your responsibilities and the achievements. Your resume should also include the names and contact details of at least two (2) referees. These referees should be able to provide the selection committee with information on your knowledge, skills, ability and experience in relation to the requirements of the advertised position. Ideally, your referees will include your current or recent manager. The length of your resume will depend on your experience but please keep the information succinct and relevant to the position being advertised. 5 job application information fact sheet Resource Allocation Directorate This is a significant component of Treasury s work and is the main agency facing part of Treasury. The Directorate works with NSW public sector agencies to oversight agency budget performance and micro-economic reform towards the efficient and effective use of the State s resources. Resource Allocation Directorate is made up of the following branches: Health and Justice Natural Resources and Government Services Education, Families and Communities Transport and Planning Fiscal Effectiveness Office and Centre for Excellence Detailed information about the structure and functions of can be sourced on our website: (please refer to who we are and what we do ) Permanent and temporary roles exist across the RAD Divisions, with specific roles available in different Divisions. Additional vacancies may arise over and candidates may be considered to fill future vacancies. Principal Advisor Treasury Technical Officer - Accounting Specialist This role is a Principal Advisor focusing on accountancy leadership and support for the Transport and Planning Division and other RAD Divisions as required. It advises on and reviews the application of accounting policy and standards to the transport entities, transport transactions and projects and other matters. This role requires that the individual work with the transport agencies, especially CFOs to ensure the most appropriate accounting treatments are applied. The role is focused on mitigating the risk of incorrect accounting treatments and may also have to liaise with the Office of the Auditor General. The role will advise the Treasury Executive and other parts of Treasury as necessary on accounting matters for the Transport and other sectors, as required. The role will also provide technical support for review of transport finances and projects to establish improved systems and accountabilities. Principal Advisor Treasury Technical Officer The purpose of this role is to lead projects which may cover a range of reviews or reforms for various portfolios and matters. These roles have a specific project management focus but also work closely with one or more of the cluster facing Branches in each Division. The role currently available is in the Fiscal Effectiveness Office and specialises in the oversight of the delivery of agency savings programs. It also liaises with agencies on financial management issues.

6 job application information fact sheet Principal Advisor Grade These positions report to Director, Cluster Branches, Director FEO, or Manager, Strategic Branches. The current role is in the Education, Families and Communities Division. These roles will be in one of the following categories: Key Agency Lead: These roles are responsible for oversight of one or more key agencies within a cluster and may be responsible for coordinated cluster oversight from a financial and reform perspective. They also mentor teams oversighting cluster business. Strategic Projects Lead: These roles are mainly located in the Strategic Project Branches in Divisions or with the Fiscal Effectiveness Office (FEO) and Centre for Excellence. They have a project focus and manage key financial and other reform projects and mentor project staff. Senior Financial Analyst Grade 7/8 and Grade 9/10 The purpose of these roles is to support analysis and/or projects which may cover a range of policy areas or clusters. Roles are currently available in the Transport & Planning and Natural Resources & Government Services Divisions and in the Centre for Excellence. Appointments to Grade 7/8 or 9/10 will depend on the preferred candidate s skills and experience. The focus of these will roles will be in one or both of the following categories: Agency Oversight: These roles are responsible for supporting a Cluster Branch and its Director in oversight of the agencies within a cluster. Issues Management: these roles are mainly located in the Strategic Project Branch of the Division. They have a project management, capital oversight and/or economic focus and support project teams in the delivery of key reforms. Financial Analyst Grade 5/6 The purpose of these roles is to support analysis and/or projects which may cover a range of policy areas or clusters. The current role is in the Natural Resources and Government Services Division. The focus of these will roles will be in one or both of the following categories: Agency Oversight: These roles are responsible for supporting a Cluster Branch and its Director in the financial and reform oversight of the agencies within a cluster. Issues Management: these roles are mainly located in the Strategic Project Branches in Divisions They have a project focus and support project teams in the delivery of key reform projects. Remuneration package Salaries range from $73, to $ 154,352.00, plus employer's contribution to superannuation and annual leave loading.
