Executive summary This reprt cntains the data prvided t reprt the status f the implementatin by f the fllwing TAF TSI [2] functins: Reference Files Functin: Cmpany Cdes Primary Lcatin Cdes Cmmn Interface Functin Rlling Stck Reference Database. Train Running Infrmatin Functin Wagn and Intermdal Unit Operatinal Database This secnd reprt, cmpared t the first ne issued in April 2015, cntains the reprting abut the implementatin f tw new functins agreed by the ERA TAF TSI Cperatin Grup in February Mrever, the participatin f the cmpanies has grwn in all aspects. Fr 187 cmpany cntacts registered in the JSG Reprting Tl, the 81 respnses has nearly dubled the number f respnses gt in the 1 st reprt. T better evaluate the current degree f implementatin fr every functin, the data prvided is cmpared t the baseline defined in the Master Plan (1) 1 t implement the TAF TSI [2] regulatin delivered by the Eurpean Rail Sectr in The TAF-TSI Master Plan (1) was submitted t the TAF-TSI Steering Cmmittee, DG MOVE and ERA n 15th Nvember, A ttal f 58 cmpanies, representing ver 85% f the ttal Tnne and Track Kilmetres in Eurpe respnded with their individual plans fr implementatin. The target dates are based n the crrespnding TAF-TSI functin t be implemented and they were set when 80% r mre f the respndents indicated a final implementatin. The data prvided is a self-declaratin made by every cmpany abut the level f implementatin f the abve mentined functins. Mst f the data has been cllected thrugh an entity set-up by the Eurpean Rail Sectr, Jint Sectr Grup (JSG), t technically supprt the implementatin f the system. 7 Regarding the functin Rlling Stck Reference Database, the implementatin data has been cllected by the JSG in clse cperatin with the Internatinal Unin f Wagn Keepers, UIP. They have submitted t ERA a file cntaining the status infrmatin f ne hundred sixteen (116) cmpanies acrss Eurpe. The fllwing key findings per TAF functin can be highlighted: The majrity f IMs has cmpleted the ppulatin f the Cmmn Reference Files fr lcatins n their netwrk. Thereby, it cannt be bserved a big difference cmpared t the 1 st reprt. Cmpany cdes are already widely used within the sectr, bth by IMs and RUs. Nevertheless, sme difficulties t get the Cmpany Cdes may be drawn frm the results f the survey perfrmed fr this particular functin. The majrity f RUs is still develping the cmmn interface, while a number f IMs have already finished the implementatin f the cmmn interface. The deplyment f the Rlling Stck Reference Database has been already launched, hwever mainly UIP members have delivered data cncerning the implementatin f this functin. Regarding the data delivered, these Wagn Keepers cmpanies have already cmpleted the implementatin f this functin. The level f realisatin f Train Running Infrmatin is prgressing in accrdance with the implementatin schedule quted in the TAF TSI Master plan by The level f fulfilment f the Wagn and Intermdal Unit Operatinal Database is still very lw based n the realisatin milestnes reflected n the TAF TSI Master Plan (1), where half f Railway Undertakings respndents cmmitted t deply this functin by 2016 and the whle implementatin t be perfrmed by Furthermre, the reprt identifies the functins where the sectr shall allcate mre resurces t meet the target implementatin date quted in the TAF TSI Master Plan (1). In particular this reprt shws that the implementatin f the Rlling Stck Reference Database (RSRD) by 1 st half f 2015 is in average fr the verall Eurpean rail sectr delayed cmpared t the declared target implementatin date in the Master Plan, The drivers fr the implementatin f this functin are the Private Wagn Owners, mstly UIP members, and the Railway Undertakings (RUs). Hwever, cmpared t the 1 st Implementatin reprt, the RUs have already started delivering infrmatin abut the implementatin f the TAF TSI [2] cmpliant RSRD database. Page 7 f 54

Intrductin This 2 nd Status Reprt is delivered accrding t the legal frame prvided by the Cmmissin Regulatin (EU) N 1305/2014 f 11 December 2014 n the Technical Specificatin fr Interperability relating t the Telematics Applicatins fr Freight subsystem f the rail system in the Eurpean Unin and repealing the Regulatin (EC) N 62/2006 in frce, TAF TSI [2]. In particular, Article 5 f the Regulatin [2] attributes t the Eurpean Railway Agency the task t assess and versee the implementatin f the Regulatin t determine whether the agreed bjectives and deadlines have been achieved and t prvide an assessment reprt t the TAF steering cmmittee referred t in Sectin f the Annex. Furthermre, the Eurpean Cmmissin (EC) issued a letter n (2) describing the tasks expected t be carried ut by the Agency fr the Assessment f TAF TSI [2] implementatin. Beynd this, this activity meets the 4 th Strategic Pririty f the ERA wrk prgrammes 2014 and 2015, Simplified Access fr Custmers. On this basis, the Agency launched in Octber 2014 the C-peratin Grup fr the Implementatin f Telematics Applicatins fr Freight. The C-peratin Grup perfrms the fllwing tasks: T assess the reprts frm the sectr (cmpanies, NCPs and RBs) abut the TAF TSI [2] implementatin. T cmpare the data received with the cntent f the TAF TSI Master Plan (1) and assess the prgress f implementatin t determine whether the bjectives pursued and deadlines have been achieved. T use Key Perfrmance Indicatrs (KPIs) 3 previusly agreed between the Agency and the Rail Sectr t assess the evlutin f the deplyment f the system and reprt twice per year t the Eurpean Cmmissin and t the TAF Steering Cmmittee. T perfrm a disseminatin campaign t NCPs and assist them t fllw-up the TAF TSI [2] implementatin at natinal level. All these activities are perfrmed in clse cperatin with the different stakehlders, wh will prvide implementatin reprts. 9 ERA has t infrm the EC abut the results f this mnitring and has t advise the EC abut the pssible changes needed. In a multimdal cntext, ERA has t guarantee that any f the actins taken d nt create additinal bstacles fr multimdal envirnment. In additin, the effrt made by the Eurpean rail sectr t deply the TAF TSI [2] system is als supprted by the Cnnecting Eurpe Facility (CEF) [4] prgramme launched by the Eurpean Cmmissin and managed by the INEA Executive Agency. The CEF 4 [4] will better mbilise private financing and allw fr innvative financial instruments such as guarantees and prject bnds t gain maximum leverage frm this EU funding injectin at it s a financial tl at dispsal f all the cmpanies implementing TAF TSI [2] regulatin. 3. Cntext The final versin f the TAF-TSI Master Plan (1), establishing the implementatin timeline fr the Regulatin, was submitted t the TAF-TSI Steering Cmmittee, DG MOVE and ERA n 15 th Nvember A ttal f 58 cmpanies, representing ver 85% f the ttal Tnnes and Track Kilmetres in Eurpe respnded with their individual plans fr implementatin. Target dates were set when 80% r mre f the respndents indicated a final implementatin. The target dates are based n the crrespnding TAF-TSI functin t be implemented. An analysis, based n Crridr Regulatin N 913/2010 [3], was als incrprated int this Master Plan (1). As the Crridr Regulatin specifically addresses Shrt Term Path Requests and Train Running Infrmatin, these were the nly functins included. It shuld be nted that the TAF-TSI is a supprting tl and nt a prerequisite fr the implementatin f Regulatin N 913/2010. Therefre the later date f implementatin f the TAF-TSI shuld have n impact n the implementatin f 913/2010. In rder t cllect the data and t bst the invlvement f the higher pssible number f cmpanies, the Eurpean Railway Agency has clsely wrked with the Eurpean Rail Sectr t set-up the apprpriate mechanism t cllect the data cncerning the deplyment f the abve mentined functins. Indeed, the Eurpean Rail Sectr gruped thrugh the entity Jint Sectr Grup (JSG) and the Agency has set-up tw IT tls t cllect and visualize the data submitted by the Eurpean rail cmpanies, Infrastructure Managers, Railway Undertakings and Wagn Keepers. Fr this purpse the cmpanies submit their infrmatin t the JSG IT tl thrugh a Web service available fr all the cmpanies registered. Fr the time being the number f registered cmpanies is ne hundred eighty seven (187). Once the data is cllected, the raw data is delivered t the Agency, wh incrprates this infrmatin in the ERA IT tl fr TAF TSI [2] mnitring. This 4 3_interperability.pdf Page 9 f 54

10 IT tl cmprises a database t stre the data and a GIS tl t visualize n maps the prgress f the implementatin. There are three grups f maps: Maps t reprt abut cmmn functins. These maps shw the degree f implementatin f the Reference Files (Cmpany Cdes and Primary Lcatin Cdes) and the Cmmn Interface functins at Eurpean level. Maps t reprt abut RU-IM Cmmunicatin functins. The presentatin f the prgress evlutin per crridrs underpins the implementatin f Crridr Regulatin N 913/2010 [3]. Thereby, these maps represent the prgress f the implementatin at cuntry level and at crridr level f the functins implementing the exchange f data fr the fllwing prcesses: Shrt Term Path Request, Train Running Infrmatin, Train Preparatin, Service Disruptin and Unique Train Identifiers. Maps t reprt abut Railway Undertaking s functins. These maps shw the degree f implementatin at cuntry level f the functins t exchange data amngst Railway Undertakings and Wagn Keepers: Cnsignment Data Functin, Wagn and Intermdal Unit Operatinal Database (WIMO) Functin, Wagn Mvement Functin, Shipment ETA Functin and Rlling Stck Reference Database. The scpe f the present reprt is t infrm abut the deplyment f the functins scheduled t be implemented by 1 st half 2015 in the Master Plan (1) delivered by the sectr fr the implementatin f the TAF TSI [2] system. As it was agreed by the members f the C-peratin Grup fr the Implementatin f Telematics Applicatins fr Freight in the 1st meeting held n 26 th February 2015, this reprt prvides infrmatin abut the implementatin f the fllwing functins: Reference Files Functin: Cmpany Cdes Primary Lcatin Cdes Cmmn Interface Functin Rlling Stck Reference Database. Train Running Infrmatin Functin Wagn and Intermdal Unit Operatinal Database T have a cmmn apprach fr all cmpanies cntributrs submitting implementatin infrmatin, an ptinal cmmn criterin has been agreed with the representatives f the rail sectr t assess the degree f deplyment f TAF TSI functins. This criterin is based n the standard divisin in prject phases f IT prjects defined in the methdlgy fr prject management in use at the Eurpean Cmmissin (PM 2 ). Assuming that prject phases are divisins within a prject where extra cntrl is needed t effectively manage the cmpletin f a majr deliverable, then it may be ideally assimilated each f the 12 TAF TSI functins identified in the TAF TSI Master Plan (1) t an individual IT reference implementatin prject. 11 Within every individual IT reference implementatin prject, we use percentages f cmpletin as early indicatrs t track the prgress made each perid f ne year (n-3, n-2, and n-1, n) ver a 4-year time span. This will allw raising warnings t prevent delays in the implementatin f a particular functin. Therefre, taking int accunt the abve mentined assumptins, every functin implementatin may be cnsidered as an individual prject t be split in the fllwing reference phases: Initiating Phase: This phase may cmprise thse prcesses perfrmed t define a new prject r a new phase f an existing prject by btaining authrizatin t start the prject r phase. This phase includes typically the fllwing activities: Feasibility Study Business Case Gathering f Technical and Functinal Requirements These activities may crrespnd in an ptinal reference implementatin t a Degree f Implementatin (DI) between 0% and 25% fr a particular functin. If the DI is achieved at the beginning f the timeframe fr the deplyment f such a functin, deadline minus ideally three years (deadline-3), the implementatin f this functin can be deemed n time. Planning Phase: this phase includes typically thse activities required t establish the scpe f the prject, refine the bjectives, and define the curse f actin required t attain the bjectives that the prject was undertaken t achieve: Resurce Planning Prject Wrk Planning (Wrking Break Dwn Structure) Migratin Planning Outsurcing Plan Risk Management Planning These activities may crrespnd in an ptinal reference implementatin t a Degree f Implementatin (DI) between 25% and 50% fr a particular functin. If the DI is achieved within the deadline minus ideally tw years (deadline-2) perid, the implementatin f this functin culd be deemed t be n time. Executing Phase: this phase may cmprise thse prcesses perfrmed t cmplete the wrk defined in the prject management plan t satisfy the prject specificatins. This phase includes activities such as: Prcurement Executing Testing (User Acceptance and system Integratin) Training and Educatin These activities may crrespnd in an ptinal reference implementatin t a Degree f Implementatin (DI) between 50% and 75% fr a particular functin. If the DI is achieved within the deadline minus ideally ne year (deadline-1) perid, the implementatin f this functin culd be deemed t be n time. In Prductin & Mnitr & Cntrl: this phase may cmprise thse prcesses perfrmed t finalise all activities acrss all phases t frmally clse the prject. Therefre, it may include the delivery f the prduct/service, in the cntext f the TAF TSI [2] deplyment, the delivery f the IT system implementing a particular TAF TSI [2] functin mving t prductin envirnment. These activities crrespnd in an ptinal reference implementatin t a Degree f Implementatin (DI) between 75% t 100% fr a particular functin. If the DI is achieved within the deadline minus ideally ne year (deadline-1) perid, the implementatin f this functin culd be deemed t be n time. Page 11 f 54

12 The abve explained phases are summarised in the fllwing diagram explaining the expected cmmitment f resurces made fr every phase f the prject. Figure 2: PM 2 prject lifecycle. Nevertheless, the different activities t be develped in the framewrk f a prject t implement a particular TAF TSI [2] functin shuld be adapted t the particular situatin in every cmpany. Therefre, every prject may be assimilated, in a vluntary basis, t the additin f the fur phases afrementined (Initiating, Planning, Executing and Clsing) establishing an ptinal cmparable reference implementatin t assess the prgress f the implementatin per cmpany. In cnclusin, in the cntext f the C-peratin Grup fr TAF TSI Implementatin there are tw ways t reprt abut the implementatin f a particular TAF TSI functin cmpared t the TAF TSI Master Plan (1): n ne hand, cmpanies may declare the final delivery f a particular TAF TSI functin within the deadline set ut in the TAF TSI Master Plan (1); in this case the implementatin f this functin will be deemed t be n time, and thus DI = 100% -> Green clur n the map; n the ther hand, cmpanies may declare the Degree f Implementatin (DI) fr every functin taking int accunt the ptinal methdlgy afrementined based n different phases fr the prject. In this case, the declared Degree f Implementatin will be clur-cded and displayed as fllws: Prject nt launched: 0% r n data -> Blue clur n the map. Initiating Phase accmplished: DI < 25% -> Red clur n the map. Planning Phase accmplished: 25% =< DI < 50% -> Orange clur n the map. Executing Phase accmplished: 50% =< DI < 75% -> Light Green clur n the map. In Prductin & Mnitr & Cntrl accmplished: 75% =< DI =< 100% -> Green clur n the map. Page 12 f 54

Analysis TAF TSI Master Plan (1) shws that mst f functins f the TAF TSI can be achieved by the end f 2018, with mst functins peratinal by The mst difficult part f the realisatin will be the implementatin f the unique Train Identifiers (TID), upn which many ther functins are dependent. Indeed, the first set f functins t be implemented in rder t facilitate the further deplyment f the system is: Reference Files Functin: Cmpany Cdes Primary Lcatin Cdes Cmmn Interface Functin Rlling Stck Reference Database. In additin t the abve listed functins, the members f the TAF TSI Implementatin C-peratin Grup agreed in the 1 st ERA TAF TSI Implementatin Cperatin Grup, meeting held n 26 th February 2015, t add in the 2 nd reprt cncerning the implementatin f TAF TSI [2] by 1 st half 2015 the fllwing functins: Train Running Infrmatin Functin Wagn and Intermdal Unit Operatinal Database (WIMO) Functin 4.1. Evlutin f TAF functins at Cuntry level In line with the timeline defined in the TAF TSI Master Plan (1) and the request f the TAF TSI Implementatin C-peratin Grup members, the reprting f this secnd reprt is limited t the TAF TSI [2] functins which culd be achieved by 1 st half 2015: Reference Files Functin: Cmpany Cdes Primary Lcatin Cdes Cmmn Interface Functin Rlling Stck Reference Database. Train Running Infrmatin Functin Wagn and Intermdal Unit Operatinal Database (WIMO) Functin The data were cllected by the JSG tl in July 2015 and transferred t the ERA TAF TSI Implementatin Cperatin Grup IT tl. Cncerning the criteria adpted t estimate the level f implementatin per cuntry, it has been agreed within the cntext f the TAF TSI Implementatin C-peratin Grup t apply a weighting factr per cmpany t thse functins where the market share f RUs, Wagn keepers and Infrastructure Managers is relevant t have a better view f the degree f implementatin per cuntry. Thereby, the weighting factr per cmpany has been applied fr the fllwing functins: Rlling Stck Reference Database. 14 Mre details abut the particular weighting factr applied is prvided in every sectin fr every functin. Indeed, it depends n different parameters as track kilmetres fr Infrastructure Managers, tnne kilmetres fr Railway Undertakings and number f wagns fr Wagn Keepers. Fr the remaining functins an average calculatin fr the values supplied by all the cmpanies reprting that they have started freight transprt activities r intent t develp it in the near future is applied. Thereby, the average withut any weighting factr is applied t the fllwing functins: Reference Files Functin: Cmpany Cdes Primary Lcatin Cdes Cmmn Interface Functin Implementatin status in the 1 st half 2015 fr Cmpany Cdes functin In every cuntry, the Average Degree f Implementatin (DI) fr the Cmpany Cdes functin is calculated frm the data prvided by the cmpanies respnding the JSG survey in every cuntry withut applying any weighting factr. It means that an arithmetic mean f a series f degree f implementatin fr this functin supplied by the cmpanies that they have started freight transprt activities r intent t develp it in the near future is calculated. That is the argument t attribute t these tw functins a yellw clur, which means in the frame f the ERA TAF TSI Implementatin Cperatin Grup, that the evlutin f these tw functins shuld be fllwed up. Finally, the cmparisn between the 1 st Status reprt (3) and the 2 nd ne clearly indicates that the evlutin f the Primary Lcatin Cdes, Train Running Infrmatin and Wagn and Intermdal Unit Operatinal Database functins shws a psitive trend between these tw temprary snap shts. 5 Light red clur indicates a negative trend, while light green ne indicates a psitive ne. The reprt allws us t cnclude that the evlutin f the implementatin f Primary lcatin Cdes and Train Running Infrmatin functins is in line with level required in the TAF TSI Master Plan (1). In particular, it is quite relevant the data supplied by the Infrastructure Managers, because it clearly illustrates us abut their cmmitment t ppulate the primary lcatin central repsitry and t test the exchange f data fr tracking the mvement f the trains, Train Running Infrmatin. The Infrastructure Managers are in fact the drivers fr the deplyment f the Primary Lcatin Cdes and Train Running Infrmatin functins. This psitive evlutin will bring benefits in the further develpment f ther TAF TSI [2] functins as the Service Disruptin Infrmatin and Shipment ETI/ETA functins. Thus, we can state that the basic elements t deply the system are already in place. Page 36 f 54

37 Regarding the Cmpany Cdes functin, we can bserve a slight decline in the level f fulfilment at the same time mre cmpanies are jining the implementatin prcess fr TAF TSI. This is an issue t be treated tgether with the Cmpany cde allcatin bdy, UIC, because it can be cncluded that the newcmers are nt sufficiently aware f the prcess in place t allcate cmpany cdes. The level f implementatin f the Cmmn Interface functin is als slightly declining because f the enlargement f the survey ppulatin. In fact, sme cmpanies declared that they will be able t generate TAF TSI [2] cmpliant messages frm their legacy systems withut further cnversin. Fr this reasn, even if the level f deplyment fr this functin is lwer than that ne fr the Reference Files functins (Primary Lcatin and Cmpany cdes), this is nt perceived as prblem fr the verall deplyment f the TAF TSI system. This utcme can be as well justified either n the lack f knwledge abut the technical requirements t deply the TAF TSI [2] messages set, r because mst f the cmpanies are starting nw t install a lcal instance f this tl. The results fr the Rlling Stck Reference Database functin shws that the sectr has still t dedicate mre resurces t develp this functinality, in particular the Railway Undertakings, wh in mst f cases may act as Wagn Keepers as well. Indeed, althugh similar functinality may be in place fr mst f the Railway Undertakings perating in Eurpe, nly few Railway Undertakings have delivered data fr this particular functin t the JSG-UIP t shw the level f deplyment. Mrever, whether we may cnfrnt these results with the number f wagns stred in the GCU wagn database (with mre than 600,000 wagns currently declared acrss 20 cuntries in Eurpe), we can cnclude that fr the time being almst 20% f the Eurpean wagn fleet is fulfilling the legal requirements requested fr Rlling Stck Reference Database functin trugh the implementatin f RSRD 2 database. Due t the delay bserved fr the deplyment f the Rlling Stck Reference Database functin, the ERA TAF TSI Implementatin Cperatin Grup has reflected n a set f measures t treat this issue in the cntext f the 2 nd ERA TAF TSI Implementatin Cperatin Grup meeting held n 29 th and 30 th September 2015 (4). In particular, a set f criteria fr the wagns nt t be stred in the Rlling Stck Reference Database has been defined: thse wagns wned by IMs, wagns wned by small cmpanies subcntracted t perfrm wrks n the tracks, wagns wned by RUs use this rlling stck nly fr their wn purpse and nt prviding them t third parties, and wagns wned by wagn keepers using this rlling stck nly fr their wn purpse and nt prviding them t third parties. All these wagns can be cnsidered as a small part f the ttal fleet at Eurpean level. Indeed, whether the technical and administrative infrmatin f the rest f the Eurpean wagn s fleet is stred in the Rlling Stck Reference Database in accrdance with the master plan requirements, it culd be stated that the functinality is implemented (in the master plan is quted that 76% f all f the private wagns registered in the GCU database wuld implement the Rlling Stck Reference Database by end 2013). This apprach was endrsed by the NCPs as a pragmatic apprach t be adpted in the cntext f the reprting prcess t clarify wh are intended t implement the Rlling Stck Reference Database. Page 37 f 54

38 Regarding the level f accmplishment declared fr Wagn and Intermdal Unit Operatinal Database functin, we can draw the cnclusin that a delay can be expected cmpared t the cmmitment quted in the TAF TSI Master Plan (1). Therefre, the cmpanies shuld put in place sme measures t mitigate this risk in rder t avid it becmes an issue that it may make difficult the deplyment f further functins as Wagn Mvement. Furthermre, the results btained allw cncluding that mre supprt frm the EU institutins can be prvided t help the cmpanies t implement these functins thrugh different actins as better disseminatin and increase f funding. T prvide an apprpriate respnse t the first actin requested t EU institutins, the ERA TAF TSI Implementatin Cperatin Grup decided in the 2 nd meeting held n 29 th and 30 th September 2015 (4) t set up a campaign f Reginal Wrkshps acrss Eurpean Member States. This campaign f Reginal Wrkshps aims t better disseminate the cntent f TAF TSI based n daily implementatin made by implementers and rail cmpanies at EU level. It becmes a dedicated activity embedded in the framewrk f the ERA TAF TSI Implementatin Cperatin Grup. These wrkshps are led by the Natinal Cntact Pints (NCPs) in clse cperatin with ERA. T undertake this activity with the expected results a detailed guideline (Guideline TAF TSI Reginal Wrkshp (5)) has been apprved in the 2 nd meeting (4) afrementined. Furthermre, ne Reginal Wrkshp has been already hsted by the Prtuguese and Spanish NCPs in Madrid in June This initiative was been highly appreciated by the cmpanies attending the event and the NCPs wh cllabrated with ERA fr its rganisatin. Indeed, bth NCPs remarked in the Rail Interperability and Safety Cmmittee (RISC) the success f this actin, where mre than 40 railway cmpanies, including IM and RU, frm Spain and arund 10 frm Prtugal have participated in an active way. Furthermre, they cnsidered this cperatin between ERA and Natinal Authrities as the way t enhance interperability acrss the Eurpean Railway system, prmting the infrmatin and the exchange f views amng the different actrs f the railway sectr. Thereby, it was annunced that the next Reginal Wrkshp t be held in Paris in February 2016 and rganized by Luxemburg NCP, Belgium NCP and France NCP fr the cmpanies perfrming freight transprt activities r intent t develp it in the near future in these cuntries. Cncerning the financial supprt needed t deply TAF TSI [2], during the 2 nd ERA TAF TSI Implementatin Cperatin Grup meeting held n 29 th and 30 th September 2015 (4), the Eurpean Cmmissin learnt the Cperatin Grup members abut the existing funding tls at Eurpean level t endrse the effrt made by the cmpanies t implement TAF TSI. Prpsals t supprt the Reprting Prcess This reprt cntains the fllwing prpsals endrsed by the ERA TAF TSI Implementatin Cperatin Grup in the 2 nd meeting held n 29 th and 30 th September 2015 (4): T have a campaign f Reginal Wrkshps under the aegis f the ERA TAF TSI Implementatin Cperatin Grup. The campaign will cmprise at least 2 wrkshps per year t be perfrmed in line with the requirements quted in the Guideline TAF TSI Reginal Wrkshp (5). JSG t send earlier an leaving the rail cmpanies mre time t prepare the reprting better and make sure that they had the right staff in place (1 mnth befre the reprting sessin is launched). NCPs t be cntacted by ERA at an earlier stage, s that the cmmunicatin with the rail cmpanies may be better prepared (1 mnth befre the reprting sessin is launched). Cmpanies will be infrmed earlier n when the reprting time will be launched t ensure that they have access and understand the JSG IT tl. 8.
