1 POSITION AVAILABLE The County Auditor s Office is seeking a Payroll/Service Section Clerk. This full-time position with benefits will pay wages beginning in the range of $12 to $14 per hour, depending upon experience. On-the-job training will be provided, but payroll experience is preferred. Computer knowledge with experience using Microsoft Excel, strong interpersonal communication and organizational skills are necessary. This job involves payroll and reporting duties, assisting the general public, and office work. A detailed job description and job application follow. 2 CLASSIFICATION SPECIFICATION: PAYROLL CLERK JOB RESPONSIBILITIES: Under general supervision, prepares and provides the County payroll using computers and equipment, prepares all reports required on payroll matter, assists in other areas of the office as requested, performs other related duties as required. QUALIFICATIONS: Any combination of training and work experience which indicates possession of the skills, knowledge and abilities listed below. An example of an acceptable qualification for this position is: Course work in bookkeeping, secretarial skills, office practices and procedures; one (1) year experience in payroll computation work; demonstrate ability to maintain accurate records, to type or equivalent combinations of training and/or experience. Must be able to meet bonding requirements of the State of Ohio. % 40 ILLUSTRATIVE DUTIES: (The duties listed below are intended to depict tasks performed by this classification.) (1)Enters using computer equipment all data used in the preparing of and producing of the County payroll (e.g., wage rate, hours worked, deductions, dues, taxes, PERS, etc); verifies and reconciles all payroll totals against computer output and documentation; maintains and updates all payroll information contained in computer data bank (e.g., name, address, tax deductions, exemptions, insurance deductions, garnishments, etc.); prepares and produces all County payroll checks and direct deposit payments; assists in the distribution of the County payroll; prepares, distributes and/or pays in all payroll deduction payments; maintains all associated files; answers inquiries and fulfills public record requests from taxpayers and other interested parties pertaining to payroll and other files maintained by the office. KNOWLEDGE, SKILLS AND ABILITIES necessary to perform duties. (1)Knowledge of (a) computer equipment and procedures, (b) office practices and procedures*, (c) bookkeeping, (d) federal, state and local tax laws*, (e) government structure and process*; skills in (a), (f) calculator; ability to (g) define problems, collect data, establish facts and draw valid conclusions, (h) deal with many variables and determine specific action, (i) calculate fractions, decimals and percentages, (j) maintain accurate records, (k) communicate effectively both oral and written, (l) gather, collate and classify information about data.

(2) Assists in preparation of all worker compensation documentation; prepares all unemployment compensation claims; coordinates unemployment claims with outside service firms: prepares tax withholding deposits; prepares disbursements (e.g., city tax, state tax, unemployment billings) and charge backs to the proper fund accounts; compiles data for various reports (e.g., PERS, 941-E, OBES, Employment Services, EEOC, etc.); prepares, produces and verifies data input/output for W-2 Forms. KNOWLEDGE, SKILLS AND ABILITIES necessary to perform duties. (2)Knowledge of (b)*, (c), (d)*, (e)*, (m) Ohio Revised Code (PERS, U.E.C., Workers Comp. Sections); skills in (f); ability to (g), (h), (i), (j), (k), (l), (n) prepare meaningful, concise and accurate reports. 10 (3)Assists in other areas of the Auditor s office as needed (e.g., assisting public, duties assigned, etc.); prepares or assists with financial reports (e.g., GAAP, State and Federal Reports, Various Tax Settlements, Budgetary, Worker s Compensation, etc.); Plans, develops, and implements special projects or spreadsheets as assigned by the Auditor or Chief Deputy Auditor of the County. (3)Knowledge of (a), (b), (m) (Auditor s duties); skills in (a); ability to (k), (n), (o) carry out instructions in written and oral form, (p) deal with problems involving several different variables in familiar context, (q) calculate fractions, decimals, and percentages, (r) maintain accurate records, (s) sort items into categories according to established methods, (t) communicate effectively in written or oral form. 34 Performs Service Section Clerk Duties as described. 4 CLASSIFICATION SPECIFICATION: SERVICE SECTION CLERK JOB RESPONSIBILITIES: Under general supervision; processes Homestead Exemption, issues licenses, prepares personal property and estate tax forms, collect fees and transfers deeds; verifies accuracy and correctness of all data pertaining to property deeds; assist public at counter; performs other related duties as required. QUALIFICATIONS: Any combination of training and work experience which indicates possession of the skills, knowledge and abilities listed below. An example of an acceptable qualification for this position is: Course work in office practices and procedures, secretarial skills, one (1) year experience in office operations; demonstrate ability to calculate late figures accurately or equivalent combinations of training and/or experience. Must be able to meet bonding requirements of the State of Ohio. % ILLUSTRATIVE DUTIES: (The duties listed below are intended to depict tasks performed by this classification.) (1)Processes and mails homestead exemption applications; verifies the accuracy of homestead exemption applications; assists the taxpayer in filling out the Homestead Exemption Forms correctly; updates all records of Homestead Exempted Taxpayers; answer inquiries from the taxpayer about homestead reduction program including estimating tax benefits. (2)Issues all licenses sold to the public by the Auditor s office (e.g., vendor, dog, junk, cigarette, etc.); Verifies that all required information needed to issue license is correct and complete (e.g., owner, name, address, type of business, fee collected, rabies shot, etc.); balances and reconciles as needed all receipts (money) daily. KNOWLEDGE, SKILLS AND ABILITIES necessary to perform duties. (1)Knowledge of (a) Ohio Revised Code*, (b) office practices and procedures*; skills in (c) calculator; ability to (d)deal with problems involving several variables in familiar context; (e) calculate fractions, decimals, and percentages; (f) maintain accurate records; (g) communicate effectively in written or oral form; (h) arranges items in numerical or alphabetical order; (i) resolves complaints from angry taxpayers. (3)Assists in the transfer of deeds; verifies correctness of information on deed (e.g., correct title, marital status, property description, witnesses, notarized seals, deed preparer, etc.); issues transfer stamp and number; completes (transfer data, fee certification, etc) and verifies (e.g., grantor, grantee, address, sale price, etc.); conveyance forms; calculates and collects fees; prepares document for further processing in Auditor s office; (4) Processes lodging tax and auditor s office payins; enters county wide payins and credit backs, certifies and enters all purchases orders. (5) Assists the taxpayer in mobile home transfers, destructions, and relocations; maintains manufactured home data base for tax purposes (6)Prepares all reports and settlements including but not limited to: vendor s license, court fines, manufactured home, real estate, lodging, estate tax, unclaimed funds, State and Federal forms, etc. (7) Assists the taxpayer in completing and filing real, personal and estate tax forms; answers inquiries and fulfills public record requests from taxpayers and other interested parties pertaining to real estate records and other files maintained by the office; assists other employees in the Auditor s office as needed to perform their tasks; maintains all related files.
