2 About the Position The Superior Court of California, County of Santa Cruz is seeking qualified candidates to establish an eligibility list from which to fill future vacancies for Business Applications Analyst at its Santa Cruz location. Eligibility lists usually remain in effect for one year from the date the list is established or until there are fewer than three names on the list, whichever occurs first. Under general direction of the Information Technology Director, this position performs application and database design, development and ongoing maintenance support for the courts business applications. This position analyzes customer information needs and provides advanced application system and technology solutions. This single position classification is responsible for analyzing application system needs providing solutions through the design and development of business applications. The incumbent in this position is expected to have a high degree of application and database design development and programming knowledge. This is a highly technical position that requires strong verbal and written communication skills and is responsible for implementation of application and database solutions. Employees perform the most difficult and responsible duties. Employees are fully trained in all procedures related to assigned responsibilities. Employees in this classification perform responsible research and analysis to provide and implement technological and software solutions to business requirements. Employees may also be required to perform more routine technology tasks and end-user support activities. Employees may be responsible for assigning, monitoring and guiding the work of Analysts and/or Technicians in a lead capacity. About the Court It is the mission of the Superior Court of Santa Cruz County to preserve and protect the rights and ideals of society through the interpretation and enforcement of the law, and provide equal access to justice through quality service to the community. It is also the mission of the court to treat all persons in the judicial system with dignity and respect. The Superior Court of Santa Cruz County has established a reputation as a leader in innovative court programs and as an organization committed to providing high-quality service to the public. The court consists of 10 judges, two commissioners, and approximately 126 employees, with an annual budget of more than 14 million dollars. 2 Superior Court of Santa Cruz County Job Recruitment: Business Applications Analyst

3 There are three court locations in Santa Cruz County: the main courthouse near downtown Santa Cruz, the newer Watsonville courthouse in downtown Watsonville, and the juvenile courthouse in the small, rural town of Felton. About Santa Cruz Santa Cruz County has 249,705 residents and is situated at the northern tip of Monterey Bay, 65 miles south of San Francisco, 35 miles north of Monterey, and 35 miles southwest of the Silicon Valley. Its natural beauty is present in the pristine beaches, lush redwood forests, and rich farmland. It has an ideal Mediterranean climate with low humidity and sunshine 300 days a year. There are four incorporated cities within Santa Cruz County. The City of Santa Cruz, with a population of 54,262, is the largest city in the county. Santa Cruz County is the Gateway to the Monterey Bay National Marine Sanctuary, has 29 miles of beaches and includes six state parks and six state beaches. Its quaint shops and restaurants, coupled with a multitude of cultural and recreational activities (sailing; fishing; golfing; tennis; hiking; etc.) provide a wealth of leisure activities. The Requirements Duties include provision of advanced technical and analytical support to system users; leading assigned information systems and/or applications development projects; determining user requirements and preparing specifications for software enhancements or new applications, and/or developing applications or tools to meet identified specifications; and/or being able to leverage system data to facilitate business efficiencies and effectiveness. Positions in this class may perform any or all of the below listed duties. These should be interpreted as examples of the work, and are not necessarily all-inclusive; duties may include, but are not limited to, the following: Interviews and works with Judges, Court managers, users and cross-functional teams to develop, improve and document complex user business processes, business rules and data requirements; Identifies project scope for stakeholder approval; leads and facilitates project scope and definition meetings with users and/or vendors; diagrams process and data flows; meets with users to resolve project issues and report on project status; Oversees some or all aspects of assigned information systems implementations and/or applications development or enhancement projects; Performs a variety of complex analytical duties in the design, development, implementation and maintenance of department information systems and applications; 3 Superior Court of Santa Cruz County Job Recruitment: Business Applications Analyst

4 Organizes and facilitates application user group sessions to provide training on application use, identify future needs, and provide information to software vendors on application requirements; Proposes short and long range departmental system application needs to IT management; plans software enhancements and changes to meet the needs of system users; Monitor application and/or database system performance and resource consumption for capacity and budget planning purposes; provide technical information, advisory assistance, and troubleshooting resources; May design and deploy system utilities and monitoring software scripts to ensure robust system and application performance; May evaluate and test system upgrades, install, configure, maintain, troubleshoot and upgrade department software applications and troubleshoots hardware and software related problems; Reviews, analyzes and recommends to management, organizational policy and procedures for department operations; participates in the development of new or revised programs, systems, procedures and methods of operation; Develops and maintains code written in different programming languages and databases; Prepares documentation and provides end user training on new/modified court applications; Prepares comprehensive project descriptions, cost/benefit analysis and needs assessment for new/ or enhanced system modifications; Create and run reports within the courts case management system. 5 Data Warehousing Visual Basic, PERL, Python and C++ desired Ability to Provide advanced technical and analytical support to multiple users of broad based applications; Analyze operational and systems problems, evaluate alternatives and reach sound conclusions; Evaluate, recommend, develop, implement, test and install software applications; Organize work, set priorities for self and others and meet critical deadlines; Effectively assess and respond to user problems and needs; Communicate effectively orally, and in writing, with both technical and non-technical personnel; Establish and maintain effective working relationships with those contacted in the course of the work; Manage multiple projects in an effective and timely manner, developing critical paths, tracking, contingency planning and resource allocation; Develop and implement application and database designs; Assess business practices and recommend efficient technical solutions; Translate complex technical concepts into understandable language for non-technical users and customers; Independently plan and perform tasks, as well as in a team environment; Produce clear and concise documentation for complex business/technical processes; Define priorities and organize work to complete project responsibilities efficiently and effectively. Be flexible to continually changing demand or situations Essential Functions Specific tasks and duties may vary; however, the following are considered essential functions are expected of the Business Application Analyst position: Frequent and ongoing use of a computer terminal to conduct a variety of the more advanced clerical functions and communications; Periodic, regular, and/or occasional contact with employees in other court divisions, government agencies, the public and/or vendors with the ability to converse and respond appropriately to inquiries and requests; Periodic to regular lifting, walking, and carrying of files, documents, and other court related materials. Employees must have the ability to lift and carry 50 lbs as well push and pull objects weighing up to 75 lbs; Ability to stoop, reach overhead, bend, crawl, climb stairs and ladder to access equipment; may have to move furniture in order to access infrastructure equipment; Work with time constraints and under pressure in some situations. 5 Superior Court of Santa Cruz County Job Recruitment: Business Applications Analyst

6 Education and Experience Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is: Education: Graduation from a four-year college or equivalent technical certification with coursework in computer science, information systems or closely related field. Experience: Three years of full-time experience performing complex technical and analytical duties in support of an enterprise-wide software deployment. Work experience in the field of court technology is preferred, but not required. Possession of a valid California driver s license is required. Submission to a background investigation is required upon conditional offer of employment. Working Conditions The work environment is professional, generally clean inside buildings with limited exposure to dust, fumes, odors, and noise. Employees will be working under sometimes difficult and stressful conditions, with frequent deadlines and expectation to produce high quality work under limited time constraints. The ability to work independently as well as closely with others is required. Candidates who pass the interview process will be certified to an eligibility list from which the hiring manager may select candidates when there is a vacancy.
