DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS Interested individual consultants must submit the following documents/information to demonstrate their qualifications: 1 P a g e

2 A one-page Letter of Interest, explaining why they are the most suitable for the work Financial Proposal (please see section 5, below and Annex 2) Personal CV, including past experience in similar projects and at least 3 references 5. FINANCIAL PROPOSAL The interested individual consultants must submit their financial proposals by following the guidance and the standard template provided in Annex 2 (Price Proposal Guideline and Template). Any deviation from the standard text may lead to disqualification. 6. EVALUATION The evaluation will be based on cumulative analysis (i.e. technical qualifications and price proposal). The weight of the technical criteria is 70%; the weight of the financial proposal is 30%. Candidates that obtain a minimum of 70 pts out of a maximum 100 pts will be considered for the financial evaluation. Candidates that do not meet the minimum requirements will be disqualified. 3 Annex 1: Terms of Reference (ToR) Framework based Consultancy Services on Field Analyses, Planning and Monitoring in Community based Tourism Development and Sustainable Community Based Tourism ( SCBTP/2015/ TFE) 1. Background UNDP (United Nations Development Programme) is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP is on the ground in 177 countries and territories, working with them on their own solutions to global and national development challenges. As they develop local capacity, they draw on the people of UNDP and its wide range of partners. UNDP s global focus is helping countries build and share solutions to the challenges of: (a) Democratic Governance; (b) Poverty Reduction; (c) Crisis Prevention and Recovery; (d) Environment and Energy and (e) HIV/AIDS. UNDP helps developing countries attract and use aid effectively. In all its activities, UNDP encourages the protection of human rights and the empowerment of women. Within the aforementioned global context, UNDP Turkey works for Democratic Governance and Growth without Poverty. For more than 50 years the UNDP has worked in close partnership with the Turkish Government and numerous national and international institutions, including NGOs, academics and the business community. UNDP Turkey aims to find practical solutions to Turkey's development challenges and manages projects together with the Turkish Government and other partners to address them. Since 1986 it has implemented over 80 programs across the country. In addition, the UNDP has played a major role in response to crises and disasters in Turkey and the surrounding region. UNDP Turkey's strategy for , formulated with and agreed by the Turkish Government, highlights three core areas, through which UNDP supports the implementation of Turkey's development agenda through project implementation and policy advice. These are: 1) capacity building for democratic governance; 2) action and advocacy for poverty reduction; and 3) environment and sustainable development. In addition to these core areas, UNDP Turkey is emphasizing the role of women, private sector, capacity development and information and communication technology in its policies and programmes. With the latest changes in the global arena and in Turkey, UNDP Turkey has repositioned itself to be in line with the new UNDP Strategic Plan , changing needs of Turkey and Tenth National Development Plan, in order to target development challenges and priorities of the country. UNDP Turkey has repositioned to contribute through three core areas: 1) Inclusive and Democratic Governance (IDG); 2) Inclusive and Sustainable Growth (ISG); and 3) Climate Change and Environment (CCE); and in addition to these core areas, UNDP Turkey is emphasizing the role of Strategic Partnerships that cut across the entire country programme as well as regionally and globally. The ISG Portfolio is positioned to address structural economic problems, such as productivity, innovation, the middle-income trap, multi-dimensional poverty, energy security and regional disparities, as well as challenges with social, environmental and economic repercussions, such as urbanization. United Nations Development Programme (UNDP) and the Republic of Turkey Ministry of Culture and Tourism (MoCT) have a longstanding partnership, focusing on various segments of tourism for local 1 P a g e

4 economic development. Building on the existing experiences, Sustainable Community Based Tourism Development Programme was launched in November 2012 with the approval of two projects; 1- Capacity Development for Sustainable Community Based Tourism Project, in partnership with UNDP and MoCT and 2- Future Lies in Tourism Support Fund in partnership with UNDP, MoCT and a private sector company Anadolu Efes (for further details please refer to Community-based tourism (CBT) can be described as a tourism type where the products, services, experiences related to tourism activities in a given region are supplied by the local community and local stakeholders. CBT initiatives have been created in developing countries as a response to poverty reduction and local economic development. However, there are several other local small/medium scale tourism initiatives in developed countries that follow the same underlying principles but are not exclusively labeled as CBT (i.e. in Turkey) but are labeled as rural tourism, agro-tourism, eco-tourism, cultural tourism, etc. The overall purpose of the projects are to develop capacities of MoCT as well as other central and local actors for more strategic and effective support for sustainable community based tourism in Turkey in order to increase diversity of tourism activities, expand seasonal concentration and income generation; and to strengthen the capacity of local tourism actors and non-governmental organizations to contribute to the sustainable community based tourism development through partnerships with public and private institutions. The target groups of the projects are the Ministry of Culture and Tourism, central and local institutions, non-governmental organizations and communities in Turkey who can contribute to the development of sustainable community based tourism. Within the scope of the Future Lies Tourism Support Fund Project which is responding to the identified needs for supporting structures at the local level for sustainable tourism, a Support Fund namely Sustainable Tourism Support Fund (STSF), has been established with financial contribution and partnership of Anadolu Efes. The programme is designed to provide local tourism actors and NGOs with necessary guidance, tools and resources to strengthen their capacities in order to contribute to the sustainable tourism development through partnerships with public and private institutions in the following ways: -Encouraging the development of awareness-raising, capacity development and research projects for sustainable tourism -Supporting innovative, creative, participatory, sustainable, society-sensitive and genderbalanced projects of local tourism actors and NGOs that provide best practices for sustainable tourism implemented in partnership with public and private institutions - Strengthening the project development and implementation skills of local tourism actors and NGOs via implementation support, structured trainings, networking platforms (via regular meetings, conference and web portal) Approach and Expected Results of the projects The approach and expected results of the programme includes but not limited to the following; The assessment of the current situation with regard to the environment for implementation and mapping of sustainable community based tourism (legal, institutional and support structures). This assessment will be carried out by reviewing practices and experiences in selected 3-4 regions/sites representing Turkey in a wider extent and through consultations at the local and central level. 2 P a g e

5 An action plan to operationalise the sustainable community based tourism aspects of the Tourism Strategy of Turkey-2023 developed and implementation started with short term actions. A structured assessment of how the Ministry of Culture and Tourism can more effectively support sustainable community based tourism in partnership with other central and local actors. Prepared action plans and mobilized support mechanisms in selected 3-4 regions/sites with a view to support creation of best practice examples. Recommendations for a better legislative and operational enabling environment developed by a wide group of actors and advocated as appropriate, Training materials/guidelines/toolkits on sustainable community based tourism developed to be used by the Ministry, line Ministries as well as Universities and other training institutions as appropriate. Estimated number of six to ten local small scale projects on sustainable community based tourism development supported through grant scheme Encouraging the development of awareness-raising, capacity development and research projects for sustainable tourism Supporting innovative, creative, participatory, sustainable, society-sensitive and genderbalanced projects of local tourism actors and NGOs that provide best practices for sustainable tourism implemented in partnership with public and private institutions Networking platforms (i.e. regular meetings, conference and web portal) established between the central and local institutions, non-governmental organizations and communities who can contribute to the development of sustainable community based tourism. 2. Objective and Scope of Work The ultimate purpose of this assignment is to receive high calibre consultancy services for the smooth implementation of Sustainable Community Based Tourism Programme. The scope of work is to support UNDP and its partners within the Sustainable Community Based Tourism Program (i.e MoCT and Anadolu Efes depending on the project) at the field level to design, plan, organize, conduct, monitor, provide advisory services. In order to achieve the objective, an Individual Consultant (IC) wil be hired on a framework contract basis through this generic Terms of Reference and be requested to provide consultancy services and develop corresponding delivarables based on the specific service requests made to the IC by the UNDP during the course of the contract. 3.Duties and Responsibilities of the Individual Consultant (IC) As noted in Section 2, UNDP will mobilize an individual consultant (IC) by a framework contract. The following duties and responsibilities are indicative and subject to further detailing through specific service requests to be made by UNDP during the course of the contract duration. Within the scope of the Assignment and the scope of work; the IC is expected to provide consultancy and support services for the below listed generic activities as set in the scope of work. The expected work can be categorized under desk-based research, hands-on site assessment visits and development of precise and elaborative field reports and planning, implementation and monitoring of programme/pilot project activities at the field level. 3 P a g e

6 Provide support in organizaton of the field visits Provide support during field visits Assist UNDP and its partners as well as the project experts for local meetings, surveys, research and studies Participate in national and local level meetings, focus group meetings, project meetings, national and international study tours when needed. Provide information based on the content of the meetings, give recommentations and follow up the decided actions Write an activity report to monitor and evaluate the efficiency of the event with recommendations for further action Give input in terms of sustainable community based tourism (with various themes such as eco-tourism, rural-tourism, agro-tourism, cultural tourism, etc.) based on his/her tourism related experience both Turkey specific and globally (if applicable) Play an active role in development of action plans for tourism destinations (the destinations will be selected by project management and MoCT) Assist UNDP and its partners in the process of implementing and monitoring of field based activities with local stakeholders Assist in designing and conducting education and capacity building activities for the local stakeholders and local people and consultancy work for the grantee organizations at the local level Work with UNDP and its partners in accordance to the project communication plans to provide support for media events and knowledge products Evaluate the information, suggestions, needs and the risks coming from the grantee organizations and/or local stakeholders and report these to the UNDP project unit. Offer solutions on issues related to his/her field experience for each project site. Provide support in establishing communities and networks, participation to existing networks related to sustainable tourism and community based tourism. Prepare reports indicating the outputs, achievements and recommendations for specific service requests on an ad hoc basis If required by the UNDP and MoCT, the IC could be requested to provide additional support and consultancy services on topics related to her/his expertise area for other activities of the Projects. The IC will report to the Cluster Lead at UNDP. The IC will work in close cooperation with the project team at UNDP and MoCT. 3. Duties and Responsibilities of UNDP The deliverables submitted by the IC holders will be reviewed by the UNDP Project Team and approved by UNDP Cluster Lead for release of related payment amounts. UNDP will provide all relevant background documents. UNDP is not required to provide any physical facility for the work of the IC. However depending to the availability of physical facilities (e.g. working space, computer, printer, telephone lines, internet connection etc.) and at the discretion of the UNDP 4 P a g e

7 such facilities may be provided at the disposal of the IC. UNDP will facilitate meetings between the IC and other stakeholders, when needed. UNDP will cover travel and accommodation costs of the IC. 4. Timing, Duration, Duty Station and Travel The assignment is planned to start in February 2015 and be completed by the end of December The IC is expected to invest (at maximum) 60 working/days between February 2015 and by the end of December The nature of work is home-office based on the assignment. Additional duty stations and travels may be added. The travels (economy class flight or so) and accommodation (at a 4* hotel or higher) of the IC for the missions regarding tasks will be arranged and the costs will be borne by the UNDP. None of the travel related expenses will be paid or reimbursed to the IC. Other travel related expenses such as urban transportation, terminal, etc should be considered within the proposed daily professional fee. As per UNDSS rules, the IC is responsible for completing necessary online security trainings and submitting certificates and travel clearances prior to assignment-related travels within Southeast Anatolia Region (depending on the phases). 5. Qualifications General Experience Professional Experience Required Qualifications Bachelor s Degree in Tourism or related fields in natural or social sciences Fluency in Turkish Working experience in the usage of computers and office software packages (MS Word, Excel, Powerpoint, etc.) At least ten (10) years of general professional experience At least five (5) years of working experience in the field Experience in monitoring and evaluation in the project sites and good report writing skills Experience of the current status of tourism development in Turkey Experience of international context of sustainable tourism development and community based tourism Experience in site management/ coordination 6. Deliverables and Payments Qualifications to be Considered as Assets Relevant masters and PhD degree is an asset Fluency in English is an asset 11 years and higher general expertise will be considered as asset 6 years and higher expertise will be considered as an asset Working experience with NGOs is an asset Working experience with International organizations is an asset Working experience with the public sector is an asset Experience in topics such as sustainable tourism, community building, NGO empowerment, tourism and culture is an asset Strong networks with tourism actors in Turkey (Government, Tourism Associations, Civil Society, Academia etc) is an asset The Assignment will include interim and final deliverables, which will be defined in the specific service requests to be made by UNDP to the IC. 5 P a g e

8 All reports should be submitted in the Turkish Language. UNDP may request executive summaries of some select deliverables in the English Language. The contract to be signed between UNDP and successful candidate(s) will not entail a financial commitment from UNDP. UNDP s financial commitment will be established on an ad-hoc basis every time as services are officially requested by UNDP. Payment terms and conditions will be specified in the specific service requests. Payment terms and conditions along with the daily fee rate (indicated in the contract) and number of days invested (not to exceed maximum number of days in the service request) will be the basis of payment to the IC. Payments will be made following successful completion of deliverables as reviewed by project team in cooperation with MoCT and approved by UNDP Programme Manager. The amount paid to IC holders shall be gross and inclusive of all associated costs such as social security, pension and income tax etc. UNDP will not withhold any amount of the payments for tax and/or social security related payments. UNDP shall have no liability for taxes, duties or other similar charges payable by the Individual contractor in respect of any amounts paid to the Individual contractor under this Contract, and the Individual contractor acknowledges that UNDP will not issue any statements of earnings to the Individual contractor in respect of any such payments. 6 P a g e

9 Annex II: Price Proposal Guideline and Template The prospective ICs should take the following explanations into account during submission of his/her price proposal. You are asked to propose your professional daily fee rate, which will be multiplied by the number of working/days indicated in the Terms of Reference to establish the total contract amount. The fee rate should be indicated in Turkish Liras (TL). The fee rate should be indicated in gross terms and hence should be inclusive of costs related to tax, social security premium, pension, visa (if needed) etc. UNDP will not make any further clarification on costs related to tax, social security premium, pension, visa etc. It is the applicants responsibility to make necessary inquiries on these matters. The payments to be made will be calculated on the actual number of working/days to be invested and reported (through timesheets) by the consultant for fulfillment/delivery of corresponding activities/deliverables. The number of working/days to be reported by the consultant cannot be more than the number of working/days, indicated in the service request allocated for the fulfillment/delivery of corresponding activities/deliverables. The travels (economy class flight or so) and accommodation (at a 4* hotel or higher) of the IC for the missions regarding tasks will be arranged and the costs will be borne by the UNDP. None of the travel related expenses will be paid or reimbursed to the IC. Other travel related expenses such as urban transportation, terminal, etc should be considered within the proposed daily professional fee. Once proposed and accepted, the fee rate cannot be changed.
