1 Lawrence Weston Community Hub - Project Manager LOCATION: ACCOUNTABLE TO: Lawrence Weston Community Hub Project Board CURENT AVAILABLE BUDGET: 22,400 ANTICIPATED DURATION: 6 Months initially BACKGROUND Lawrence Weston is a post war housing estate situated on the North West fringe of Bristol. In 2011, NHS Bristol and the Neighbourhood Partnership 1 jointly commissioned a report Towards a Community Plan for Lawrence Weston. The report identified significant levels of deprivation on the estate, particularly in relation to health, employment, skills and child poverty. The report also found a fragile voluntary sector with many public buildings and services either closed or threatened with closure. The report set out a series of recommendations including the creation of a comprehensive Community Plan. The Community Plan was completed in 2013 and pulls together all of the aspirations of the community into one document. An outcome of this process was the establishment of Ambition Lawrence Weston (ALW) as a new, resident led Development Trust for the area. It is a not-for-profit organisation with charitable status with a goal to oversee the other aspirations of the Community Plan. ALW s aspiration is to enable the development of a community hub, which it could potentially own and manage. In October 2013, ALW secured funding from the Social Investment Business (SIB) to buy in expertise to write an outline business plan and explore the viability of a new community hub. ALW formed a steering group to oversee and manage this process. This included; ALW Development Manager, ALW Director, BCC Public Health Manager, Ridingleaze GP and Practice Manager, BCC Corporate Property Manager, and BCC Community Buildings Manager. Following the award of further funding from SIB for Project Manager and Fundraising and also the HCA for design development, ALW now have the means to develop the proposals leading to delivery of the Hub. Further detailed information will be available to interested parties in the Outline Business Plan. 1

2 PURPOSE OF THE ROLE The purpose of this post is to project manage the development of the business case, the design and the production of the cost plan of the proposed Community Hub in Lawrence Weston leading to construction. The appointed consultant will be responsible for co-ordinating and taking instruction from the Project Board and leading the three of the four strands of the project; Project Partnership Build the partnership of stakeholders in the Community Hub including the community ownership vehicle and potential tenants/users of the facility including: Continue to ensure that the board composition is relevant and applicable with appropriate partners with the right skills and seniority to drive the project forward including representatives from Bristol City Council, Ridingleaze GP Surgery, Clinical Commissioning Group and Ambition Lawrence Weston. Research best practice and establish a Community Land Trust or similar community interest vehicle to own, maintain and generally be responsible for the Hub and other potential community led developments under the auspices of ALW. Business Plan Continue to develop and refine the High Level Business Plan (dated January 2014) including: Confirm anchor tenants and other potential tenants and users of the facility and Progress heads of terms and legal agreements for tenants and users Develop financial model including income, cash flow forecasts including regular and long term maintenance budgets, Capital Cost budget for the project design and construction including allowances for risk and contingency. Facility Design and Construction Oversee the design of the building up to detailed planning submission including: Selection, appointment and management of design and cost consultants and all relevant investigations and statutory applications. (Separate budget is also agreed with the HCA, subject to DCLG sign-off, in regards to the cost to deliver design development to planning through the Community Right to Build grant). Development of the building design alongside the project cost plan. Coordination with the Developer of the wider College site. Should the consultant be successful in the role and deliver the project and funding beyond planning stage become available, subject to skillset, the role may continue to delivery of the project through detailed design, construction, completion and handover. The fourth strand of the project relates to the development of fundraising strategy including identification of relevant fund, grant, investment and loan opportunities and 2

3 the application and submission as necessary to provide for the ongoing design process and the capital cost of the development. Full funding for the fundraising strategy role is already also in place, but it is currently anticipated that this role will be advertised separately following the appointment of this Project Management role. THE ROLE OF THE CONSULTANT ALW are looking to appoint an individual, consultancy practice or joint venture of partners with experience of delivering similar roles and in particular with experience of working with a wide range of stakeholders including similar community organisations. We envisage that the work will include: Agreeing the Project Scope and Definition Review the project scope, definition and terms of reference in order to plan effectively. Developing plans to achieve project objectives Develop, facilitate and manage the implementation of a project plan within the agreed project scope. Identify and assess the opportunities and risks associated with the project, and develop a plan for delivering the benefits and strategies to mitigate risks and resolve issues. Plan and organise a broad range of complex meetings, activities and programmes of work that impact on the delivery of project. Leadership and change management Work with and provide support to the project board, the key stakeholders, potential tenants and the Lawrence Weston community to ensure a multi-disciplinary and multi-service approach to developing the project. Finance Manage the budget available to the project in line with the Project Board s financial instructions. Be responsible for budget setting which involves allocating appropriate funding to areas of the project including external consultants. Be responsible for authorizing invoices and payments and preparation of annual accounts. Anticipate potential financial challenges to the project and seek advice / support as required. Meet financial objectives by forecasting requirements Prepare an annual budget Schedule expenditures, analyse variances and initiate corrective actions Coordinate closely with the Funding Development manager once appointed. 3

4 Legal (additional funding available for Legal support) Be responsible for completion of all legal forms in relation to establishing a community vehicle to own and manage the community assets. Be responsible preparation and agreement of a heads of term agreement with the local authority, all partnership agreements with anchor tenants and all funding agreements. Be responsible for preparation and agreement of all forms of appointment with external consultants. Management & Recruitment Be responsible for the engagement of necessary external consultants including legal support and design team such as Architect, Engineers, Cost Consultants and other support as necessary including contracts, terms and conditions and budgets. Communication and liaison Develop and implement a communication plan to ensure all stakeholders are aware of and appropriately engaged in the project. Ensure relevant stakeholders have effective opportunities to contribute to and influence the development of the project. Liaise with all relevant internal teams, structures and departments as appropriate to promote awareness and delivery of the programme. Be responsible for giving presentations about the project to key internal and external stakeholders to promote awareness of and commitment to the project. Promote awareness of project successes, for example through the community newsletter and stakeholders internal news channels. Act as the primary liaison point for stakeholders, media and others interested in the project. Community involvement Ensure the community play a key role in all aspects of the development, delivery and monitoring of the project. Support and build upon existing community groups involvement through engagement activities, training, facilitation and support. Ensure that community involvement is meaningful, effective and is a positive experience. Project administration Ensure strong co-ordination of all administrative arrangements for the project. Provide support the governance structure that supports the project, including the Project Board. Be responsible for organising training programmes and learning events for service users, the community and key stakeholders. Ensure project documentation is complete, current, and appropriately stored to relevant QMS standards. 4

5 Project close Work with the Project Board to develop an exit strategy, continuation or sustainability plan for beyond the conclusion of the initial stages of the project. Ensure final project reports and subsequent recommendations are completed. DELIVERABLES The progress of the consultant will be measured through the following deliverables: Delivery of a detailed business plan including the short and long term financial models. Legal Agreement (head of terms) in place with Bristol City Council regarding the land. Secured tenants with Partnership/legal agreements in place. Delivery of hub design to planning submission. RESPONDING TO THE BRIEF Interested individuals, consultants or joint submissions are required to respond by expressing an interest to undertake the work and providing Background and experience, particularly drawing out similar projects in practice profiles and CV s of key individuals Summary of how your experience is directly applicable or comparable and makes you suitable to deliver this project, particularly drawing on community engagement, diverse stakeholder management and building design project management. Confirmation you will be able to start work at the beginning of July at the latest. Confirmation of no conflict of interest with other parties engaged at board level. Confirmation of daily fee rate and that deliverables are achievable within the budget identified. Details of two referees that you have undertaken comparable work for in the last two years.
