CALL FOR EXPRESSIONS OF INTEREST FOR SECONDED NATIONAL EXPERTS WITHIN EFSA The Eurpean Fd Safety Authrity (EFSA) is the keystne f the Eurpean Unin (EU) risk assessment regarding fd and feed safety. In clse cllabratin with natinal authrities and in pen cnsultatin with its stakehlders, EFSA prvides independent scientific advice and clear cmmunicatin n existing and emerging risks. The Eurpean Fd Safety Authrity (EFSA) wishes t establish a list f candidates wh are interested in a fixed-term agreement n secndment as Secnded Natinal Expert (SNE). Secnded Natinal Experts can be placed in ne f EFSA s Directrates. Secnded Natinal Experts enable EFSA t benefit frm the high level f their prfessinal knwledge and experience, in particular in areas where such expertise is nt readily available and gives the pprtunity t the Natinal Authrities t prfit frm the exchange f prfessinal experience. Scientific Strategy and Crdinatin Directrate (SCISTRAT) The missin f SCISTRAT is t lead the develpment and implementatin f EFSA s Science Strategy 2012-2016 as well as EFSA s Internatinal Strategy, and t fster scientific cperatin with Member States and candidate cuntries, in particular thrugh supprting the dialgue with Member State fd safety authrities in the Advisry Frum and with the Fcal Pints. It als develps general advice n matters f strategic and scientific nature, including preparatin fr respnding t urgent requests, manages the Scientific Cmmittee and netwrks with Member State representatives as well as ther stakehlders, and builds and maintains EFSA s capability in the area f identificatin and evaluatin f emerging risks. T fulfil its missin, SCISTRAT relies n ne Planning and Mnitring team and three units: the Scientific Cmmittee unit, the Emerging Risks unit and the Advisry Frum and Scientific Cperatin unit. The Scientific Evaluatin f Regulated Prducts Directrate (REPRO) The missin f the REPRO is t prvide independent scientific advice t the Eurpean Cmmissin, the Eurpean Parliament, Member States, stakehlders and all interested parties related t risk assessment f substances, prducts and prcesses intended t be used in the fd chain and substantiatin f claims made n fds in rder t supprt the prtectin f the public, plant and animal health as well as envirnment. In additin, the Directrate is als respnsible fr develping guidance and prviding advice n emerging safety issues related t prducts already authrized within the Eurpean Unin. T fulfil its missin, REPRO relies n ne Planning and Mnitring team and six units: five units supprting six scientific panels which are the Fd Ingredients and Packaging unit, the Nutritin unit, the Feed unit, the GMO unit, the Pesticides unit and the Applicatins Desk unit. 1
The Risk Assessment and Scientific Assistance Directrate (RASA) The missin f RASA is t supprt the cnduct f risk assessment and mnitring n general health and safety pririties in areas such as bilgical hazards, chemical cntaminants, plant health and animal health and welfare. T fulfil its missin RASA relies n ne Planning and Mnitring team and seven units: fur units supprt directly ne Scientific Panel each, i.e. the Panel n Animal Health and Welfare (AHAW), the Panel n Bilgical Hazard (BIOHAZ), the Panel n Cntaminants in the Fd Chain (CONTAM) and the Panel n Plant Health (PLH). The three ther units are thse n Dietary and Chemical Mnitring, n Bilgical Mnitring, and n Scientific Assessment Supprt. The first tw crdinate data cllectin and analysis n fd cnsumptin and n cntaminants r chemical cntaminants r residues in the fd chain. The third unit supprts quantitative mdelling as well as systematic retrieval and analysis f scientific infrmatin, including library supprt. The Cmmunicatins Directrate (COMMS) The missin f COMMS is t prvide apprpriate, cnsistent, accurate and timely cmmunicatins t all interested parties, stakehlders and the public at large, based n the Authrity s risk assessments and scientific expertise. EFSA cmmunicates n all fields within its missin including: fd and feed safety, nutritin, animal health and welfare, plant prtectin and plant health. T fulfil its missin, COMMS relies n ne Planning and Mnitring team and tw units: the Editrial & Media Relatins unit (EDIT) defines and recmmends cmmunicatins appraches and handling plans bth fr thematic and ad hc cmmunicatins based n EFSA s strategic pririties and in liaisn with units acrss EFSA. The Cmmunicatin Channels unit (CHAN) develps, implements and maintains integrated cmmunicatins prgrammes, including activities and tls acrss all cmmunicatins channels: web, scial media and ther nline cmmunicatins; multimedia; publicatins, events and ther ffline cmmunicatins. The CHAN unit als manages the internal cmmunicatins functin. Resurces and Supprt Directrate (RESU) The missin f RESU is t prvide the framewrk cnditins fr a mdern and prfessinal public administratin, t ensure that EFSA perates within an effective and cntrlled envirnment, and that all EFSA Directrates can rely n integrated supprt services. T fulfil its missin, RESU relies n ne Planning and Mnitring team and five units: the Finance unit, the Legal and Regulatry Affairs unit, the IT Systems unit, the Human Capital & Knwledge Management unit, the Crprate Services unit. Executive Office (EXO) The missin f EXO is t supprt the Executive Directr in prviding leadership, peratinal management and strategic directin t the Eurpean Fd Safety Authrity and in fulfilling the Executive Directr s tasks as laid dwn in EU legislatin. Its cre remit is t strengthen EFSA s strategic management capacity by ensuring that its Management team is prvided with reliable infrmatin, tls and prcedures t supprt the effective strategic and peratinal steering f the Authrity. It als ensures that all cmmunicatin issued frm the Executive Directr is clear and cnsistent, engagingly written and accurately reflects the views f EFSA. 2
The jb The tasks may include: Supprt t the wrk f a Scientific Panel r a netwrk f Member State Representatives Prepare annual wrk plan and update it; Organise and participate in the plenary and wrking grup meetings; Evaluate files submitted t the Panels; Prepare minutes f the plenary and wrking grup meetings; Manage cperatin prjects; Prepare reprts, pinins and briefings. Data cllectin, data analysis and risk assessment Crdinate f data cllectin and reprting dne by the Member States; Prepare f harmnised mnitring and reprting schemes and crdinatin f such activities; Analyse and reprting f scientific data; Cntribute t the develpment and harmnisatin f risk assessment methds; Supprt risk assessment activities. Cmmunicatin activities Fllw up scientific pinins and advice n the interpretatins f the pinins issued by the Panel; Liaise with key EFSA stakehlders such as the EU Institutins Internatinal Organisatins etc; Prvide assistance with analytical preparatin f reprts fr publicatins; Prvide supprt t EFSA activities in: media relatins, web cmmunicatins, publicatins and event rganisatin; Implement Cmmunicatin Strategy fr instance prmting cherence f risk cmmunicatins messages thrugh cperatin with relevant authrities at natinal, Eurpean and internatinal level. Supprt activities Implement Internatinal Strategy fr instance crdinating internatinal activities in line with the priritisatin and crdinating the implementatin f actins delivering frm the internatinal agreements (especially future wrkflw fr exchange f dcuments); Implement Science Strategy fr instance by develping EFSA s scientific excellence and ther cre values, such as penness, transparency, independence and respnsiveness; and ptimising the use f Eurpean risk assessment capacity acrss the EU. 3
The SNE shall assist EFSA's staff and carry ut the tasks assigned t them in the cntext f a predetermined wrk prgramme r jb descriptin, reprting t the cncerned Head f unit. The requirements Candidates must: Be natinals f a Cmmunity Member State, except where the Executive Directr grants dergatin. Dergatins shall nt be required fr SNE s frm cuntries belnging t the EEA r Switzerland. The same shall apply t candidate cuntries and ptential candidate cuntries; Have a university degree in an area relevant t EFSA s activities; Have at least three (3) year-full time experience f administrative, scientific, technical, advisry r supervisry functins, gained after btaining the relevant degree, at a level equivalent t the pst; Have thrugh knwledge f spken and written English and a satisfactry knwledge f a secnd EU language fr the perfrmance f his r her duties. In general, candidates shuld: Be able t demnstrate a prven track recrd in the prvisin f scientific advice r risk cmmunicatin r in anther area relevant fr the wrk f the Authrity; Demnstrate an ability t wrk within a team, t cmmunicate effectively at all levels within the Authrity and with its external partners; Be able t wrk flexibly in a multicultural envirnment; Demnstrate an ability t understand the underlying legislative and plicy issues relating t the functins f EFSA scientific and cmmunicatin activities; Have practical knwledge f IT tls. General cnditins Secnded Natinal Experts are staff emplyed by a natinal, reginal r lcal public administratin r an IGO, wh are secnded t EFSA s that it can use their expertise in a particular field. Public administratin means all State administrative services at central, federal, reginal r lcal level, cmprising ministries, gvernment and parliament services, the curts, central banks, and the administrative services f lcal authrities, as well as the decentralised administrative services f the State and f such authrities. The Executive Directr may als authrise the secndment f an SNE whse emplyer is an independent university r research rganisatin which des nt set ut t make prfits fr redistributin r is in fact part f the public sectr. The Secnded Natinal Expert must have wrked fr their emplyer n a permanent r cntract basis fr at least 12 mnths befre their secndment and shall remain in the service f that emplyer thrughut the perid f secndment. Depending n EFSA s budgetary situatin and n the needs f the s cncerned, candidates culd be included n a reserve list and, prvided that EFSA receives the acceptance frm the candidates emplyer, a Secnded Natinal Expert agreement n secndment may be ffered. An SNE may wrk in any field where his/her services are deemed necessary prvided there is n cnflict with the interests f EFSA. The SNE shall carry ut his r her duties and shall act in cmpliance with the Authrity s interest. Applicatin prcedure Applicatin frms shuld be filled-in and sent t the Permanent Representatin f the Member State that intends t secnd the Natinal Expert. The Permanent Representatin will, at a later stage, submit the applicatin frms t EFSA. Mre infrmatin n the Permanent Representatin in Brussels can be fund here.
