1 T: Ms. Cnnie Kendig Spnsred Prgrams & Grants Manager Internet Sciety Date: April 2011 Reprt: Wmen and Cybercrime: the dark side f ICTs Brief verview f the prject: While ICTs have cntributed immensely t addressing gender inequalities they have als exacerbated existing structures f inequality by enabling cybercriminals t access and misuse them t vilate wmen s rights. Emerging cybercrime threatens t take away the safe and secure cmmunicatin space and denying wmen the ability t apprpriate ICTs fr their empwerment and develpment due t safety cncerns. The use f mbile phnes and Internet t stalk, abuse, traffic, intimidate and humiliate wmen is increasing in Kenya. The lack f specific cybercrime/cyber security legislatin makes it even mre difficult t punish thse wh use ICTs tls t cnduct vilence against wmen. While, the review f the Kenya Cmmunicatins Amendment Act, enacted in January 2009, begins t deal with the prblem, it des nt explicitly address issues f cyber crime cmmitted against the persn. The prject therefre aims at cnducting an advcacy campaign in Nairbi, Kenya based n the research prject titled wmen and cybercrime in Kenya: the dark side f ICTs. The Internatinal Develpment and Research Centre (IDRC) supprt the research. The verall gal f this prject is t cntribute t develpment f cyber security legislatin and a regulatry framewrk in Kenya in rder t prvide a secure safe space, fr wmen t exercise their right t cmmunicate withut fear f abuse, harassment, and vilence.

2 The main bjective is t cnduct research n wmen and cybercrime in Kenya in rder t prvide evidence based framewrk t address the issue and t place it n the public and plicy agenda and prviding linkages between the research and plicy advcacy. Specific bjectives are t raise awareness, understanding and capacity f the issue as it affects wmen and girls; t develp a cllective definitin f cybercrime and hw it affects wmen differently; t place the issue n the public and plicy agenda; cllabrating with wmen s grups t increase their knwledge and capacity t sustain dialgue and advcacy n wmen and cybercrime; and t enable wrking wmen s grups t create alliances with Internet Service prviders and ther business grups in rder t explre ways f reprting incidences f abuse as well as explre pssible technlgical slutins fr wmen t use t prtect their right t cmmunicate. Hwever, the prject has perfrmed very well with the utcmes related t the brader advcacy strategy. The utcmes have been imprtant as the prject cntinues t try and sustain the debate and influence.

4 The prject had several successful activities, which include cllabratin with the media t create awareness and place the issue n the public and plicy agenda and has resulted in additinal invitatins t cntinue the public debate in Cllabratin with wmen s rganisatins t increase awareness, capacity and understanding led t adapting different lbbying strategies, which have included wrking with the regulatry authrity t include nline harassment as a cnsumer prtectin issue. Further, the wrkshp created a wmen and cybercrime wrking grup t cntinue t sustain the issue n the public and plicy agenda. The prject has held several discussins with the Parliamentary cmmittee n energy, transprt and cmmunicatin. The chair f this cmmittee, Hn. James Rege participated and cntributed t discussins and debates n the issue at the natinal level as well as during the 5 th IGF that tk place in Lithuania in Outcmes: Knwledge sharing and disseminatin (sharing research findings) Resurce sharing (ideas, research results during the wrkshp) Alliance building (with media, and Wmen rganizatins) Mbilizatin (f wmen rganizatins wrking in the area f vilence against wmen) Standardizatin (shared understanding f cybercrime and hw it affects wmen differently) Strengthened capacity fr wmen s rganizatins t use research findings fr advcacy

5 Achievements: Participants at the wmen and cybercrime wrkshp frmed and launched a wrking grup t cntinue t influence n the issue. The prject was invited by Micrsft t present at a Nairbi digigirlz event fr yung high schl girls. Radi prgramme, increased public awareness and drawing in the media. Of greater value was the increase f ability f the media persnality t articulate the issue after a brief interview. Lessns learnt The prcess f cllective definitin f the issue r phenmena, as well as analysis and planning f the wrk helped t build an understanding and cnsensus as t the value f applying different advcacy strategies. The strategies including, wrking with media, plicy makers, value f creating alliances with the technical cmmunity and industry, value f having sme wrking inside and thers n the utside. Realizatin that n gal that is geared twards plicy change is achieved by a single strategy r the actins f a single grup. It is imprtant t build and supprt diverse appraches that cllectively supprt the prcess f plicy advcacy fr scial change.
